WHEREAS, the Board has received a petition from
property owners in the section of Washington Park Subdivision,
Webster Groves, Missouri, not included in any subdistrict for the
construction of lateral sewers to serve such area; and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is presently
served by septic tanks, which are inefficient in such a congested
area, and the effluent of which creates a nuisance in said area
and the surrounding territory; and
WHEREAS, it has been estimated that the probable cost
of the installation of such lateral sewers will be $20,000.00, and
that the most practicable method of payment therefor is by special
tax bills, or other evidence of special benefit assessments upon
the real property included in such area;
NOW, THEREFORE, BE IT RESOLVED, that lateral sewers be
constructed in the area of Washington Park Subdivision described
as follows:
Beginning at a point in the centerline of U.S. Highway 66 at
its intersection with the prolongation northwardly of the
west line of property conveyed to Fred Castoria and wife by
deed recorded in Book 1653, Page 431 of the St. Louis County
Records, St. Louis County, Missouri; thence northwardly along
the prolongation northwardly of the west line of said
property of Fred Castoria and wife so conveyed to the north
line of Watson Road; thence westwardly along the north line
of Watson Road to its intersection with north and south
centerline of Block 4 of Washington Park (a subdivision in
St. Louis County, Missouri); thence northwardly along said
centerline of Block 4 of Washington Park and its prolongation
northwardly crossing Pearl Avenue to the northwest corner of
Lot 32, Block 5 of Washington Park; thence eastwardly along
the north line of said Lot 32 and its prolongation
eastwardly, crossing Belton Avenue, to the northeast corner
of Lot 13, Block 8 of Washington Park; thence southwardly
along the east lines of Lots 13 and 14 Block 8 to the
southeast corner of said Lot 14; thence eastwardly along the
north line of Lot 30, Block 8 and its prolongation
eastwardly, crossing Wexford Avenue to the southwest corner
of Lot 14, Block 11 of Washington Park; thence northwardly
along the west line of said Lot 14 to the northwest corner of
said Lot 14; thence eastwardly along the north line of said
Lot 14 to the northeast corner of said Lot 14; thence
northwardly along the east lines of Lots 13, 12, 11, 10, 9, 8
and 7, Block 11 of Washington Park to the northeast corner of
said Lot 7; thence eastwardly along the north line of Lot 38,
Block 11 of Washington Park and its prolongation eastwardly,
crossing Drayton Avenue, along the north lines of Lots 7 and
38, Block 14 of Washington Park, and the prolongation
eastwardly of the north line of said Lot 38 to its
intersection with a line 20 feet east of and parallel to the
west line of Wells Avenue; thence southwardly along a line 20
feet east of and parallel to the west line of Wells Avenue to
its intersection with the original centerline of Watson Road
30 feet wide; thence eastwardly along the original centerline
of Watson Road 30 feet wide to its intersection with the
centerline of U.S. Highway 66; thence southwestwardly along
the centerline of U.S. Highway 66 to the point of beginning.
Such sewers to be connected with a certain trunk line
sewer presently installed in the City of Webster Groves, the
connections to be made in Yorkshire Hills No. 5, a subdivision of
St. Louis County, Missouri; and
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all real property within the
boundaries hereinbefore delineated in the proportion that the area
each parcel of real property bears to the entire area within the
boundaries of the special benefit subdistrict; and
BE IT FURTHER RESOLVED, that a public hearing be held
in Washington Park Subdivision, at such time and place as the
Executive Director shall determine, and that notice of such
hearing be given by the posting of notices in not less than three
public places within the boundaries of the proposed benefit
subdistrict, and by the distribution of hand bills among the
residents in such benefit subdistrict, for the purpose of
determining whether or not it is in the public interest that such
improvement, or any part thereof, be made. The foregoing Resolution was adopted October 10, 1955.
