WHEREAS, the District has heretofore adopted Ordinance
No. 29 establishing the Coldwater Creek Trunk Subdistrict of The
Metropolitan St. Louis Sewer District, and delineating the
boundaries thereof; and
WHEREAS, it is the sense of the Board of Trustees of
the District that it is necessary, in the interest of the public
health of the District, that improvements be made in the
Subdistrict established by Ordinance No. 29;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT that an improvement
in the Coldwater Creek Trunk Subdistrict of The Metropolitan St.
Louis Sewer District is necessary in the interest of the public
health, and that the improvement shall consist of a sanitary trunk
sewer connected to the northern terminus of an existing trunk
sewer of The Metropolitan St. Louis Sewer District approximately
two thousand two hundred (2,200) feet south of Natural Bridge
Avenue, then extending northwardly therefrom down Coldwater Creek
Valley to point near the intersection of Coldwater Creek and New
Halls Ferry Road, at which point a sewage treatment facility will
he constructed as a part of said improvement. Such sanitary trunk
sewer and treatment plant to be of sufficient size and capacity to
provide adequate sanitary sewer service and treatment for the
estimated ultimate population of the Coldwater Creek Trunk
Subdistrict.
BE IT FURTHER RESOLVED, that, based upon the
preliminary plans prepared for that purpose available to this
Board, and upon the advice of its Executive Director, it is
estimated the probable cost of such sanitary trunk sewer and
treatment plant will be Four Million Dollars ($4,000,000), and
that funds to pay for such improvement shall be derived from the
sale of general obligation bonds, payable both principal and
interest, by and from an annual tax on all taxable tangible
property within said District, or from the sale of Revenue Bonds
or such combination of such General Obligation Bonds and Revenue
Bonds as may be determined, provided such bonds are authorized by
a vote of the registered voters in the Coldwater Creek Trunk
Subdistrict at an election to be hereafter held for that purpose
in accordance with the Plan of the District. The foregoing Resolution was adopted March 19, 1956.
