HomeMy Public PortalAboutR0078REPEALED - SEE RESOLUTION NO. 90 R E S O L U T I O N NO. 78 WHEREAS, the Board of Trustees has received a petition from property owners on a portion of Waddell Avenue and Weber Road in the City of St. Louis, Missouri, not included in any subdistrict for the construction of sewers to serve such area; and WHEREAS, investigation has shown the necessity for such improvement by reason of the fact that said area is now served by septic tanks, which are inefficient in such a congested area, and the effluent of which creates a nuisance in said area and the surrounding territory; and WHEREAS, it has been estimated that the probable cost of the installation of such sewers will be $34,000.00, and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the real property included in such area; NOW, THEREFORE, BE IT RESOLVED, that a special benefit subdistrict to be known as Special Benefit Subdistrict No. 14 of The Metropolitan St. Louis Sewer District be and the same is hereby created for the purpose of constructing sewers in the area between Carondelet Boulevard and Waddell Avenue, in the City of St. Louis, Missouri, said subdistrict to be described as follows: Beginning at a point of intersection of the eastern line of Carondelet Boulevard and the prolongation southeastwardly of the northeastern line of Poepping Street, fifty feet wide; thence in a northwesterly direction along the said 2 prolongation and the said northeastern line of Poepping Street for a distance of one hundred twenty-seven and eighty-three one-hundredths feet (127.83') more or less, from its point of intersection with the western line of Carondelet Boulevard, one hundred feet (100') more or less wide, to the point of its intersection with the former block line between City Block 3290 and that part of the former City Block 3172 now a part of City Block 3290; thence in a northerly direction along the said former block line, which is also the line which bounds the parcels now or formerly owned by Joseph A. Osborn and by Margaret G. and Marie L. McIntyre, to the point of its intersection with the center line of the alley, twenty feet (20') wide, in City Block 3290; thence in a northwesterly direction along the said center line of alley to the point of its intersection with the prolongation southwestwardly of the lot line between Lot 4 and Lot 6 in City Block 3290; thence in a northeasterly direction along the said prolongation of lot line and the said lot line to the point of its intersection with a line northeastward of and parallel with and seventy feet (70') perpendicularly distant from the northeastern line of the alley, twenty feet (20') wide, in City Block 3290; thence in a northwesterly direction along the said parallel line to the point of its intersection with the center line of Waddell Avenue fifty feet (50') wide; thence in a 3 southwesterly direction along the said center line of Waddell Avenue to the point of its intersection with the prolongation southeastwardly of the center line of the alley twenty feet (20') wide, in City Block 3298; thence in a northwesterly direction along the said prolongation of the center line of alley and the said center line of alley to the point of its intersection with the prolongation southwestwardly of the lot line between Lot 9 and Lot 10 in City Block 3298; thence in a northeasterly direction along the said prolongation of lot line, said lot line and its prolongation northeastwardly, which is coincident with the lot line between Lot 17 and Lot 19 in City Block 3297; to the point of intersection with the center line of the alley, fifteen feet (15') wide, in City Block 3297; thence in a northwesterly direction along the said center line of alley for a distance of one hundred fifty feet (150') to the point of its intersection with the prolongation southwestwardly of the lot line between Lot 24 and Lot 26 in City Block 3297; thence in a northeasterly direction along the said prolongation of lot line, the said lot line and its prolongation northeastwardly to the point of intersection with the center line of Primm Street, sixty feet (60') wide; thence in a southeasterly direction along the said center line of Primm Street to the point of its intersection with the center line of Waddell Avenue, fifty feet (50') wide; 4 thence in a northeasterly direction along the said center line of Waddell Avenue to the point of its intersection with a line northeastward of and parallel with and twenty-five feet (25') perpendicularly distant from the northeastern line of City Block 3292 W; thence in a southeasterly direction along the said parallel line to the point of its intersection with the eastern line of Carondelet Boulevard, one hundred feet (100') wide; and thence in a southerly direction along the said eastern line of Carondelet Boulevard to the point of beginning. Such sewers to be connected with a certain existing public sewer of The Metropolitan St. Louis Sewer District. BE IT FURTHER RESOLVED, that special benefit assessments be levied against all real property within the boundaries hereinbefore delineated in the proportion that the area each parcel of real property bears to the entire area exclusive of public streets, roads and alleys within the boundaries of the special benefit subdistrict; and BE IT FURTHER RESOLVED, that a public hearing be held within said Special Benefit Subdistrict No. 14 at such time and place as the Executive Director shall determine, and that notice of such hearing be given by the posting of notices in not less than three public places within the boundaries of the proposed special benefit subdistrict, and by the distribution of hand bills among the residents in such benefit subdistrict, for the purpose 5 of determining whether or not it is in the public interest that such improvement, or any part thereof, be made. The foregoing Resolution was adopted September 24, 1956.
