WHEREAS, the Board has received a petition from
property owners in Springdale Lake Sites Subdivision, a
subdivision of St. Louis County, Missouri, not included in any
subdistrict for the construction of lateral sewers to serve such
area, and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is presently
served by septic tanks, which are inefficient in such a congested
area, and the effluent of which creates a nuisance in said area
and the surrounding territory; and
WHEREAS, it has been estimated that the probable cost
of the installation of such lateral sewers will be Sixteen
Thousand ($16,000.00) Dollars, and that the most practicable
method of payment therefor is by special tax bills, or other
evidence of special benefit assessments upon the real property
included in such area; and
WHEREAS, the Board of Trustees has previously adopted
Resolution No. 68, forming a subdistrict for construction of
sewers to serve the said area, and
WHEREAS, the boundaries of the Subdistrict formed by
Resolution No. 68 did not include the entire area which could be
effectively served by the improvement within said subdistrict;
NOW, THEREFORE, BE IT RESOLVED, that the construction
of sanitary sewers in said area is necessary in order to protect

the health of the residents therein, that such sewers shall be
lateral sanitary sewers available to each parcel of property in
the area; that the estimated cost of constructing such lateral
sewers is Sixteen Thousand ($16,000.00) Dollars; that such costs
shall be paid for by special tax bills or other evidence of
special benefit assessments upon the real property in the area;
and that such lateral sewers be constructed in the area in
Springdale Lake Sites Subdivision described as follows:
Beginning at a point which is the intersection of the
centerline of Rozier Drive and the northerly line of
Severin Drive as shown on plat of Springdale Lake
Sites; a subdivision recorded in Plat Book 37, page 13
in the office of the Recorder of Deeds, St. Louis
County, Missouri; thence eastwardly along said
northerly line of Severin Drive to the southwest corner
of Lot 82 of said Springdale Lake Sites Subdivision;
thence northwardly along the westerly line of said Lot
82 to the northwest corner of said Lot 82; thence
eastwardly along northerly line of said Lot 82 and Lots
81 and 80 of said subdivision to the northeast corner
of said Lot 80; thence southwardly along the
easternmost lot line of Lots 80 through 69 to the
southeast corner of Lot 69 of said subdivision; thence
westwardly along the southernmost lot line of Lots 68,
67, 47 and 46 to the southwest corner of said Lot 46 of

said subdivision; thence northwardly along the
westernmost line of Lots 45 through 36 and along the
prolongation of said westernmost line of said Lots 45
through 36 of said subdivision to its intersection with
the northerly line of aforesaid Severin Drive; thence
westwardly along said northerly line of said Severin
Drive to the southwest corner of Lot 91 of said
subdivision; thence northwardly along the westerly line
of said Lot 91 to the northwest corner of said Lot 91;
thence eastwardly along the northerly line of said Lot
91 and Lots 90, 89, 88 and 87 to the midpoint of said
northerly line of said Lot 87; thence in a straight
line southwardly to its intersection with the northerly
line of said Severin Drive at a point 25.02' west of
the easterly line of said Lot 87 of said subdivision;
thence eastwardly along said northerly line of said
Severin Drive to the point of beginning.
which said area shall be and the same is hereby designated Special
Benefit Subdistrict No. 10 and such sewers therein to be connected
to an existing sanitary sewer of The Metropolitan St. Louis Sewer
District located in Peace Street in St. Louis County, Missouri,
and
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all real property within the
boundaries hereinbefore delineated in the proportion that the area

each parcel of real property bears to the entire area within the
boundaries of the special benefit subdistrict; and
BE IT FURTHER RESOLVED, that a public hearing be held
in the Proposed Special Benefit Subdistrict No. 10 at such time
and place as the Executive Director shall determine, and that
notice of such hearing be given by the posting of notices in not
less than three public places within the boundaries of the
proposed benefit subdistrict; and by the distribution of hand
bills among the residents in such benefit subdistrict, for the
purpose of determining whether or not it is in the public interest
that such improvement, or any part thereof, be made.
BE IT FURTHER RESOLVED that Resolution No. 68, adopted
June 11, 1956, is hereby repealed.
