WHEREAS, the Board of Trustees has received a petition
from property owners on a portion of Waddell Avenue and Weber Road
in the City of St. Louis, not included in any subdistrict for the
construction of sewers to serve such area; and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is now served by
septic tanks, which are inefficient in such a congested area, and
the effluent of which creates a nuisance in said area and the
surrounding territory; and
WHEREAS, it has been estimated that the probable cost
of the installation of such sewers will be $76,000.00, and that
the most practicable method of payment therefor is by special tax
bills, or other evidence of special benefit assessments upon the
real property included in such area;
WHEREAS, by Resolution No. 80, adopted August 13, 1956,
Special Benefit Subdistrict No. 16 of the District was created but
no notice of hearing was given and no hearing held pursuant
thereto;
NOW, THEREFORE, BE IT RESOLVED, that Resolution No. 80
is hereby repealed; and
BE IT FURTHER RESOLVED that a special benefit
subdistrict to be known as Special Benefit Subdistrict No. 16 of
The Metropolitan St. Louis Sewer District be and the same is
hereby created for the purpose of constructing sewers in the area

adjacent to Weber Road, Waddell Avenue, and Poepping Street, in
the City of St. Louis, Missouri, said subdistrict to be described
as follows:
Beginning in Weber Road at the point of intersection of the
City Limits line of 1876 and the southwestward prolongation
of the southeastern boundary line of "Carondelet Gardens
Subdivision"; in the City of St. Louis, thence in a
northeasterly direction along the said southwestward
prolongation and the said southeastern boundary line to the
point of its intersection with a line parallel with and one
hundred fifty feet (150') perpendicularly distant from the
northeastern line of Weber Road, forty feet (40') wide;
thence in a southeasterly direction along the said parallel
line to the point of its intersection with a line
northwestward of and parallel with and two hundred feet
(200') perpendicularly distant from the northwestern line of
Waddell Avenue, fifty feet (50') wide; thence in a
northeasterly direction to its intersection with the
northeast line of an unnamed road 20 feet wide; thence
southeastwardly along said northeast line to the westernmost
corner of Lot 37 of Cornell Heights Subdivision; thence
northeastwardly along the northwest line of said Lot 37 to
the northernmost corner of said Lot 37; thence northwardly
across Comstock Drive to the westernmost corner of Lot 5 of
said subdivision; thence northeastwardly along the northwest

line of Lots 5 through 1 of said subdivision to its
intersection with the southwest line of Didier Road; thence
northwestwardly along said southwest line and its
prolongation to the point of its intersection with a line
parallel with and one hundred thirty feet (130')
perpendicularly distant from the northwestern line of Zellie
Avenue, fifty feet (50') wide; thence in a northeasterly
direction along the said parallel line to the point of its
intersection with the center line of the alley, twenty feet
(20') wide, in City Block 3290; thence in a southeasterly
direction along the said center line of alley and its
southeastward prolongation to the point of its intersection
with the center line of Waddell Avenue, fifty feet (50')
wide; thence in a northeasterly direction along the said
center line of Waddell Avenue to the point of its
intersection with a line northeastward of and parallel with
and seventy feet (70') perpendicularly distant from the
northeastern line of the alley twenty feet (20') wide in City
Block 3290; thence in a southeasterly direction along the
said parallel line to the point of its intersection with the
lot line between Lot 4 and Lot 6 in City Block 3290; thence
in a southwesterly direction along the said lot line and its
southwestward prolongation to the point of its intersection
with the center line of the alley twenty feet (20') wide in
City Block 3290; thence in a southeasterly direction along

the said center line of alley to the point of its
intersection with the line which bounds the parcels now or
formerly owned by Margaret G. and Marie L. McIntyre and by
Joseph A. Osborn and which is also the former block line
between City Block 3290 and that part of the former City
Block 3172 now a part of City Block 3290; thence in a
southerly direction along the said former block line to the
point of its intersection with the northeastern line of
Poepping Street, fifty feet (50') wide; thence in a
southeasterly direction along the said northeastern line of
Poepping Street to the point of its intersection with the
western line of Carondelet Boulevard; thence in a southerly
direction along the said western line of Carondelet Boulevard
to the point of its intersection with the southwestern line
of Carondelet Boulevard and its northwestward prolongation,
which is also the former block line between City Block 3289
and that part of former City Block 3172 now a part of City
Block 3289; thence in a northwesterly direction along the
said former block line for a distance of thirty-three and
sixty one-hundredths feet (33.60') more or less, to the point
of its intersection with the east line of Block One of
Waddell's Addition; thence in a southwesterly direction along
the said east line to the point of its intersection with a
line northeastward of and parallel with and one hundred fifty
feet (150') perpendicularly distant from the northeastern

line of an unnamed Road, thirty and forty-six one-hundredths
feet (30.46'), more or less, wide and approximately parallel
with Poepping Street; thence in a northwesterly direction
along the said parallel line to the point of its intersection
with a line perpendicular to the aforesaid northeastern line
of an unnamed Road, said perpendicular line, as measured
along the said northeastern line, being three hundred sixty-
five feet (365') southeastwardly from the southeastern line
of Waddell Avenue, fifty feet (50') wide; thence in a
southwesterly direction along the said perpendicular line and
its southwestward prolongation to the point of its
intersection with the City Limits Line of 1876 in Weber Road;
thence eastwardly along said City Limits Line of 1876 in
Weber Road to its intersection with the prolongation
northeastwardly to the southeastern line of Lot 1 of Kuhn
Heights Subdivision in St. Louis County; thence
southwestwardly along said prolongation of said line and said
line to the southernmost corner of said Lot 1; thence
northwestwardly along the southwest line of said Lot 1 and
its prolongation northwestwardly being also the southwest
lines of Lots 1 thru 6 of said Kuhn Heights Subdivision to
its intersection with the southeast line of Bridge Avenue,
thence in a westerly direction across said Bridge Avenue to
the southernmost corner of a lot transferred by deed on Page
283, Book 1845 of the St. Louis County Records; thence along

the southwest line of said lot and along the southwest line
of lots transferred by deed on Page 636, Book 1819 and Page
155, Book 1837 of the St. Louis County Records, to its
intersection with southeast line of a lot transferred by deed
on Page 26, Book 1847 of the St. Louis County Records; thence
along said southeast line to the southernmost corner of said
lot; thence along the southwest line of said lot and a lot
transferred by deed on Page 471, Book 1802 of the St. Louis
County Records to its intersection with the southeast line of
a 15' wide alley immediately southeast of and adjacent to
Hundhausen's Subdivision; thence along the prolongation of
said southwest line of said lot across said alley to its
intersection with the southeast line of said Hundhausen's
Subdivision; thence southwestwardly along the southeast line
of said Subdivision to the southernmost corner of Lot 5 of
said Subdivision; thence along the southwest line of said Lot
5 to the southeast line of Zeiss Avenue; thence in a
northerly direction across Zeiss Avenue to a point in the
northwest line of Zeiss Avenue, said point being 130'
southwest of the southwest line of Weber Road; thence in a
northwesterly direction parallel to said Weber Road to the
northwest line of Lot 41 of Sigerson Nursery Tract; thence
southwestwardly along said northwest line to the easternmost
corner of Lot 1 of Block 1, Weber Homesites Subdivision;
thence along the northeast line of said lot the southeast

line of Runyon Avenue; thence in a northerly direction to the
southernmost corner of Lot 7, Block 2 of said Subdivision;
thence along the southwest line of Lots 7 thru 1 of said
Subdivision to the southeast line of Avenue H; thence in a
northwestwardly direction across said Avenue H to a point in
the Northwest line of said Avenue H, said point being 125'
southwest of the southwest line of said Weber Road; thence in
a northwestwardly direction parallel to and 125' southwest of
said southwest line of said Weber Road to a point, said point
falling on the northwest line of the southeastern 1/3 of Lot
65 of Sigerson's Nursery Tract; thence northeastwardly along
said line to said City Limits Line of 1876 in Weber Road and
thence in a westerly direction along the said City Limits
Line to the point of beginning. Such sewers to be connected
with a certain existing public sewer of The Metropolitan St.
Louis Sewer District.
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all real property within the
boundaries hereinbefore delineated in the proportion that the area
each parcel of real property bears to the entire area exclusive of
public roads, streets and alleys within the boundaries of the
special benefit subdistrict; and
BE IT FURTHER RESOLVED that a public hearing be held in
said Special Benefit Subdistrict No. 16 at such time and place as
the Executive Director shall determine, and that notice of such

hearing be given by the posting of notices in not less than three
public places within the boundaries of the proposed benefit
subdistrict, and by the distribution of hand bills among the
residents in such benefit subdistrict, for the purpose of
determining whether or not it is in the public interest that such
improvement, or any part thereof, be made.
