WHEREAS, the Board of Trustees has received a petition
from property owners on a portion of Lilac Drive, Village of
Riverview, St. Louis County, Missouri, not included in an
subdistrict for the construction of sewers to serve such area, and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is now served by
septic tanks, which are inefficient in such a congested area, and
the effluent of which creates a nuisance in said area and the
surrounding territory; and
WHEREAS, it has been estimated that the probable cost
of the installation of such sewers will be $100,000.00 and that
the most practicable method of payment therefor is by special tax
bills, or other evidence of special benefit assessments upon the
real property included in such area;
NOW, THEREFORE, BE IT RESOLVED, that a special benefit
Subdistrict to be known as Special Benefit Subdistrict No. 21 of
The Metropolitan St. Louis Sewers District be and the same is
hereby created for the purpose of constructing sewers in a portion
of Lilac Drive, Village of Riverview, St. Louis County, Missouri,
said subdistrict to be described as follows:
Beginning at the intersection of the centerline of
McCartney Lane, 50 ft. wide with the centerline of
Chambers Road, 60 ft. wide; thence westwardly along the
centerline of Chambers Road, 60 ft. wide to a point;

said point being 233.50 ft. east of the east line of
Hayward Drive, 50 ft. wide; thence southward along a
line parallel to and 233.50 ft. east of the east line
of Hayward Drive, 50 ft. wide to the village limits
line between Riverview Gardens and Bellefontaine
Neighbors; thence eastward and southward along the
village limits line between Riverview Gardens and
Bellefontaine Neighbors to the south line of the
subdivision of Lots 342 to 403 of "Riverview Gardens"
as recorded in plat book 13, page 95 of the St. Louis
County Records; thence eastward along the south line of
said subdivision of Lots 342 to 403 of Riverview
Gardens to a point 220 ft. west of the west line of
Diamond Drive, 60 ft. wide, said point being on the
east Riverview Gardens Sewer District line; thence
northward along the east Riverview Sewer District line
to its intersection with the centerline of Chambers
Road, 60 ft. wide; thence westward along the centerline
of Chambers Road, 60 ft. wide to the east line of
Sheldon Park, a subdivision recorded in plat book 36 on
page 16 of the St. Louis County Records; thence
northward along the east line of Sheldon Park to a
point 414.00 ft. from the centerline of Chambers Road,
60 ft. wide, said point being 25 ft. north of the north
line of Lot 32 of Sheldon Park; thence westward along a

line parallel to and 25 ft. north of the north line of
Lot 32 of Sheldon Park to the centerline of Sheldon
Drive, 50 ft. wide; thence northward along the
centerline of Sheldon Drive, 50 ft. wide to a point
between Lots 9 and 8 of Sheldon Park; thence westward
along the line between Lots 9 and 8 of Sheldon Park to
the west line of Sheldon Park; thence southward along
the west line of Sheldon Park to a point between Lots
24 and 23 of Pelester's Subdivision Plat 3, a
subdivision recorded in plat book 59 page 10 of the St.
Louis County Records; thence westward along the line
between Lots 24 and 23 of Pelester's Subdivision Plat 3
to the centerline of Lilac Drive 50 ft. wide; thence
northward along the centerline of Lilac Drive, 50 ft.
wide to the north line of Pelester's Subdivision Plat
2, a subdivision recorded in plat book 49 page 79 of
the St. Louis County Records; thence westward along the
north line of Pelester's Subdivision Plat 2 to the
north line of Pelester's Subdivision recorded in plat
book 49 page 58 of the St. Louis County Records; thence
westward along the north line of Pelester's Subdivision
to the centerline of McCartney Lane, 50 ft. wide;
thence southward along the centerline of McCartney
Lane, 50 ft. wide to its intersection with the
centerline of Chambers Road, being the point of

beginning.
Such sewers to be connected with a certain existing public sewer
of The Metropolitan St. Louis Sewer District.
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all real property within the
boundaries hereinbefore delineated in the proportion that the area
each parcel of real property bears to the entire area exclusive of
public streets, roads and alleys within the boundaries of the
special benefit subdistrict; and
BE IT FURTHER RESOLVED, that a public hearing be held
with said Special Benefit Subdistrict No. 21 at such time and
place as the Executive Director shall determine, and that notice
of such hearing be given by the posting of notices in not less
than three public places within the boundaries of the proposed
special benefit subdistrict for the purpose of determining whether
or not it is in the public interest that such improvement or any
part thereof, be made.
