WHEREAS, the Board has received a petition from
property owners on a portion of Forest Drive, in the Cities of
Berkeley and Ferguson, St. Louis County, Missouri, not included in
any subdistrict for the construction of sewers to serve such area;
and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is now served by
septic tanks, which are inefficient in such a congested area, and
the effluent of which creates a nuisance in said area and the
surrounding territory; and
WHEREAS, it has been estimated that the probable cost
of the installation of such sewers will be $60,000.00 and that the
most practicable method of payment therefor is by special tax
bills, or other evidence of special benefit assessments upon the
real property included in such area;
NOW, THEREFORE, BE IT RESOLVED, that a special benefit
subdistrict to be known as Special Benefit Subdistrict No. 22 of
The Metropolitan St. Louis Sewer District be and the same is
hereby created for the purpose of constructing sewers in a portion
of Forest Drive, in the Cities of Berkeley and Ferguson, St. Louis
County, Missouri, said subdistrict to be described as follows:
Beginning at a point being the northwest corner of Lot 51 of
North Hills Acres, a subdivision as recorded in Plat
Book 19, Page 42, in the St. Louis County Recorder's
Office; thence eastwardly and along the north line of
said Lot 51, a distance of 217.90 feet to a point;

thence southwardly along east line of said Lot 51, a
distance of 100.0 feet to a point, thence eastwardly
along the north line of Greenway Avenue 600.0 feet to a
point in the western line of Lot 42 of said North Hills
Acres; thence northwardly 100.0 feet to a point being
the northwest corner of said Lot 42; thence east along
the northern line of said Lots 42 and 41, a distance of
453.50 feet to the northeast corner of said Lot 41 of
said North Hills Acres; thence southeastwardly between
Lots 41 and 40, a distance of 250.0 feet to a point in
the south line of Ridge Avenue; thence westwardly along
Ridge Avenue 60.0 feet more or less to the northwest
corner of Lot 39 of said subdivision; thence
southwardly along the western line of Lots 39 and 34, a
distance of 339.12 feet to the southwest corner of said
Lot 34; thence eastwardly and parallel with the north
line of Prospect Avenue, a distance of 195.0 feet more
or less to its intersection with Hern Drive; thence
southeastwardly and southwardly along the most western
line of Hern Drive, across Prospect Avenue, 1,250.0
feet more or less to its intersection with the
westwardly extension of the southern line of Hill
Avenue; thence eastwardly across Hern Avenue, and along
the southern line of Hill Avenue, 202.0 feet more or
less to the northeast corner of Lot 17 of North Hills
Acres; thence southwardly along the east line of Lot
17, 200.0 feet to the south line of said Lot 17; thence

westwardly along the south line of said Lot 17, 145.53
feet to the east line of Hern Avenue; thence westwardly
and across Hern Avenue to the southwest corner of
Forest Drive and Hern Avenue; thence westwardly along
the south line of Forest Drive 100.0 feet to a point;
thence southwestwardly 140.0 feet to a point, being
distant 135.0 feet from the southeast line of Lot 17 in
Ramona Forest as recorded in Plat Book 19 Page 12 in
the St. Louis County Recorder's Office; thence
northwestwardly 135.0 feet to a point in the southeast
line of said Lot 17, said last mentioned point being
distant 100.11 feet from the southeast corner of said
Lot 17; thence southwestwardly along the southern line
of Lots 17 and 20, a distance of 325.0 feet more or
less to a point in the most eastern line of Forest
Drive; thence southeastwardly and southwestwardly, a
distance of 450.0 feet more or less to a point being
the most southwestern corner of Forest Drive and Oak
Drive; thence eastwardly along the south line of Oak
Drive 150.0 feet to a point; thence southwestwardly and
along a line parallel to the southern line of Forest
Drive to its intersection with the western line of Lot
11 of said Ramona Forest; thence southwardly and along
the west line of said Lot 11, 110.0 feet more or less
to the southeast corner of Lot 8 of said Ramona Forest;
thence westwardly and along the southern line of Lots
8, 7 and 4 of said Ramona Forest to the southwestern

corner of said Lot 4; thence northwardly and along the
west line of said Lot 4, 130.0 feet more or less to the
northeast corner of Lot 2 of said Ramona Forest; thence
westwardly along the north line of said Lot 2, 60.0
feet to a point; thence northwardly in a straight line
139.0 feet more or less to a point in the southern line
of Forest Drive, said last mentioned point being
distant 70.0 feet as measured along Forest Drive from
the northeast corner of Lot 3 of said Ramona Forest;
thence northwardly and across Forest Drive, 45.0 feet
more or less to a point in the northern line of Forest
Drive, said last mentioned point being distant 50.0
feet westwardly from the southeast corner of Lot 32 of
said Ramona Forest; thence northwestwardly and in a
straight line, 130.0 feet more or less to a point on
the northern line of Lot 32 of said Ramona Forest and
being distant westwardly 88.46 feet more or less from
the northeast corner of said Lot 32; thence
northeastwardly and along the northern line of said Lot
32, 88.46 feet more or less to the northeast corner of
said Lot 32; thence northwestwardly and along the
western line of Lots 26, 27 and 28 of Oakhurst First
Subdivision, as recorded in Plat Book 22 Page 24 in the
St. Louis County Recorder's Office a distance of 300.0
feet more or less to the northwest corner of said Lot
28; thence northeastwardly and along the northern line
of said Lot 28 and its prolongation eastwardly across

Shady Drive a distance of 204.0 feet to a point in the
eastern line of said Shady Drive; thence
northwestwardly along the eastern line of said Shady
Drive 75.0 feet more or less to the southwest corner of
Lot 20 of the Second Resubdivision of part of Oakhurst
First Subdivision as recorded in Plat Book 61 Page 39
in the St. Louis County Recorder's Office; thence
northeastwardly and along the south line of Lot 20 of
said Second Resubdivision, 140.0 feet to point; thence
northwestwardly along the rear lot line of Lots 20 to 1
inclusive, of said Second Resubdivision, 1,020.0 feet
more or less to the most northeastern corner of said
last mentioned Lot 1; thence northeastwardly across
Forsee Drive and along the Rear Lot line of Lots 1 to 5
inclusive, in Block 3 of Bangert Place Subdivision, a
distance of 300.0 feet more or less to the northeast
corner of said Lot 5; thence westwardly along the north
line of Lot 5, 120.0 feet to a point in the east line
of Herbert Avenue; thence northeastwardly and along the
east line of Herbert Avenue, 150.0 feet to a point;
thence eastwardly and along the north line of Lot 8 of
said Bangert Place Subdivision as recorded in Plat Book
24 Page 41 in the St. Louis County Recorder's Office,
120.0 feet to a point in the western line of Lot 49 of
said North Hills Acres; thence northeastwardly and
along the western line of Lots 49, 50 and 51 of North
Hills Acres, 430.0 feet more or less to the point of

beginning, and containing approximately 70.0 acres.
Such sewers to be connected with a certain existing public sewer
of The Metropolitan St. Louis Sewer District.
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all real property within the
boundaries hereinbefore delineated in the proportion that the area
each parcel of real property bears to the entire area exclusive of
public streets, roads and alleys within the boundaries of the
special benefit subdistrict; and
BE IT FURTHER RESOLVED, that a public hearing be held
within said Special Benefit Subdistrict No. 22 at such time and
place as the Executive Director shall determine, and that notice
of such hearing be given by the posting of notices in not less
than three public places within the boundaries of the proposed
special benefit subdistrict for the purpose of determining whether
or not it is in the public interest that such improvement, or any
part thereof, be made.
