HomeMy Public PortalAboutR0103 R E S O L U T I O N NO. 103 WHEREAS, the Board has received a petition from property owners in the vicinity of Little Broadway and Grand Avenue in an unincorporated portion of the County not included in any subdistrict for the construction of storm sewers to serve such area; and WHEREAS, investigation has shown the necessity for such improvement by reason of the fact that said area has no adequate means of disposing of storm water collecting therein, which creates a nuisance in said area and the surrounding territory; and WHEREAS, it has been estimated that the probable cost of the installation of such storm sewers will be Seventy-Seven Thousand ($77,000.00) Dollars, and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the real property included in such area; NOW, THEREFORE, BE IT RESOLVED, that the construction of storm sewers in said area is necessary in order to protect the health and welfare of the residents therein, that such sewers shall be storm water sewers benefitting and draining each parcel of property in the area; and that the estimated cost of constructing such storm sewers is Seventy-Seven Thousand ($77,000) Dollars; that such costs shall be paid for by special tax bills or other evidence of special benefit assessments upon the real property in the area; and that such storm sewers be constructed in and for the area described as follows: 2 Beginning at a point, said point being the intersection of the centerlines of Baumann Avenue (40 feet wide) and Little Broadway (50 feet wide); thence in a southeasterly direction along said centerline of Little Broadway to a point, said point being 90 feet northwest of the center-line of Grand Avenue (50 feet wide); thence in a northeasterly direction parallel to and 90 feet from said centerline of Grand Avenue a distance of 350 feet, more or less to a point, said point being also in the northernmost line of the southernmost one half of Lot 7 of Pardella Place Subdivision as recorded in Plat Book 8 on Page 34 in the St. Louis County Recorder of Deeds office; thence in a southeasterly direction along said northernmost line of the southernmost one half of Lot 7 to said centerline of Grand Avenue; thence in a northeasterly direction along said centerline to a point 70 feet northeast of the centerline of Shoss Avenue (SO feet wide); thence in a southeasterly and southerly direction parallel to and 70 feet from said centerline of Shoss Avenue to the northernmost line of Lot 3 of Lux Place Subdivision as recorded in Plat Book 38 on Page 41 in the St. Louis County Recorder of Deeds office; thence in a southeasterly direction along said northernmost line of said Lot 3 and its prolongation to its intersection 3 with the centerline of Courtland Street (40 feet wide) presently vacated by order of St. Louis County Court, February 28, 1947; thence in a southwesterly direction along said centerline of said vacated Courtland Street a distance of 75 feet to a point; said point being 100 feet northwest of the centerline of said Little Broadway; thence in a southeasterly direction parallel to and 100 feet from said centerline of Little Broadway to its intersection with the northwest line of Lot 44 of New Luxemburg Subdivision as recorded in Plat Book 7 on Page 93 in the St. Louis City (formerly St. Louis County) Recorder of Deeds office; thence southwestwardly along said northwest line of said Lot 44 and its prolongation to its intersection with said centerline of Little Broadway; thence southeastwardly along said centerline of Little Broadway to its intersection with the centerline of Old County Road (40 feet wide); thence southwestwardly along said centerline of Old County Road to its intersection with the northwest prolongation of the southwest line of Lot 4 of Block 1 of Forders Subdivision as recorded in Survey Book 9 on Page 109 of the St. Louis County Surveyors Record in the St. Louis County Highway Engineers Office; thence southeastwardly along said prolongation of said southwest line of said Lot 4 and 4 along said lot line to its intersection with the northwest line of Lemay Ferry Road (60 feet wide); thence southwestwardly along said northwest line of said Lemay Ferry Road to its intersection with the northeast line of Lot 15 of said Block 1 of Forders' Subdivision as recorded in Plat Book 5 on Page 47 in the St. Louis City (formerly County) Recorder of Deeds office; thence northwestwardly along said northeast line of said Lot 15 to its intersection with the southeast line of a lot now or formerly owned by John Beller as recorded in Book 1791 on Page 31 in the St. Louis County Recorder of Deeds office; thence southwestwardly along said southeast line of said lot and along its prolongation to its intersection with the centerline of Fannie Avenue (40 feet wide); thence northwestwardly along said centerline of Fannie Avenue to its intersection with said centerline of Grand Avenue; thence southwestwardly along said centerline of Grand Avenue to its intersection with the centerline of Risch Avenue (40 feet wide); thence northwestwardly along said centerline of Risch Avenue to its intersection with the northeast prolongation of the northwest line of Lot 1 of Block 3 of Risch's Subdivision as recorded in Plat Book 5 on Page 88 in the St. Louis County Recorder of Deeds office; thence 5 southwestwardly along said prolongation and along said lot line a distance of 152.5 feet to a point said point being on the centerline of an alley 15 feet wide; thence northwestwardly along said centerline of said alley to its intersection with the centerline of an alley 20 feet wide in Risch Grove Subdivision as recorded in Plat Book 20 on Page 24 in the St. Louis County Recorder of Deeds office; thence southwestwardly along said centerline of said alley to its intersection with the southeast prolongation of the northeast line of Lot 26 of said Risch Grove Subdivision; thence northwestwardly along said prolongation and along said lot line and said line projected to its intersection with the centerline of Pardella Avenue (60 feet wide); thence northeastwardly along said center line of Pardella Avenue to its intersection with the southwest line of Lot 14 of Block 19 of Sigerson Nursery Tract as recorded in Plat Book 5 on Page 79 in the St. Louis City (formerly County) Recorder of Deeds office; thence northwestwardly along said prolongation of said southwest line and along said southwest line a distance of 100 feet; thence in a northeastwardly direction parallel to and 100 feet from said centerline of Pardella Avenue to its intersection with the southwest line of Lot 6 of Block 7 of Bayless Place Subdivision 6 as recorded in Plat Book 24 on Page 55 in the St. Louis County Recorder of Deeds office; thence northwestwardly along said southwest line of said Lot 6 and along the southwest line of Lot 5 of said Bayless Place Subdivision to the westernmost corner of said Lot 5; thence northeastwardly along the northwest line of said Lot 5 and its prolongation to its intersection with the centerline of Viking Avenue (40 feet wide); thence northwestwardly along said centerline of Viking Avenue to its intersection with the southwest prolongation of the southeast line of Lot 2 of Block 6 of said Bayless Place Subdivision; thence along said prolongation and along said lot line to the easternmost corner of said Lot 2; thence northwestwardly along the northeast line of said Lot 2 to the northernmost corner of said Lot 2, said corner being also the southernmost corner of Lot 14 of said Block 6; thence northeastwardly along the southeast line of said Lot 14 and its prolongation to its intersection with the centerline of said Risch Avenue; thence northwestwardly along said centerline of Risch Avenue to its intersection with the centerline of Baumann Avenue (50 feet wide); thence along said centerline of Baumann Avenue to its intersection with the centerline of said Fannie Avenue; thence southeastwardly along said centerline of said Fannie 7 Avenue to its intersection with a line parallel to and 55 feet northwest of the southeast line of Lots 18 through 23 of Clausen Heights Subdivision as recorded in Plat Book 7 on Page 53 in the St. Louis County Recorder of Deeds office; thence northeastwardly along said line to its intersection with the southwest line of Lot 4 of Block 2 of Baumann Subdivision as recorded in Plat Book 7 on Page 28 in the St. Louis County Recorder of Deeds office; thence southeastwardly along said southwest line and its prolongation to its intersection with the said centerline of Baumann Avenue; thence northeastwardly along said centerline of Baumann Avenue to the point of beginning. which said area shall be and the same is hereby designated Special Benefit Subdistrict No. 25 and such sewers therein to be discharged into an existing main drainage channel of The Metropolitan St. Louis Sewer District, and BE IT FURTHER RESOLVED, that special benefit assessments be levied against all real property within the boundaries hereinbefore delineated in the proportion that the area each parcel of real property bears to the entire area exclusive of public roads, streets, and alleys, within the boundaries of the special benefit subdistrict; and BE IT FURTHER RESOLVED, that a public hearing be held in the Proposed Special Benefit Subdistrict No. 25 at such time 8 and place as the Executive Director shall determine, and that notice of such hearing be given by the posting of notices in not less than three public places within the boundaries of the proposed benefit subdistrict; and by the distribution of hand bills among the residents in such benefit subdistrict, for the purpose of determining whether or not it is in the public interest that such improvement, or any part thereof, be made. The foregoing Resolution was adopted January 14, 1957.
