WHEREAS, by Resolution No. 83 adopted August 27, 1956,
a subdistrict was formed for the purpose of constructing storm
sewers in an area which includes portions of the City of Jennings,
the City of Bellefontaine Neighbors and the City of St. Louis,
Missouri; and
WHEREAS, by inadvertence, the boundary description of
said subdistrict did not properly define the benefited area; and
WHEREAS, such improvement appears to be necessary and
the probable cost thereof will be Twelve Thousand ($12,000.00)
Dollars, and the most practicable method of payment therefor is by
special tax bills, or other evidence of special benefit
assessments upon the real property benefited by such improvement;
NOW, THEREFORE, BE IT RESOLVED, that Resolution No. 83
be and the same is hereby repealed.
BE IT FURTHER RESOLVED, that a Special Benefit
Subdistrict, to be known as Special Benefit Subdistrict No. 17
(Edna Avenue), be and the same is hereby created for the purpose
of constructing storm sewers in an area which includes portions of
the City of Jennings, the City of Bellefontaine Neighbors, and the
City of St. Louis, Missouri, described as follows:
Beginning at a point, said point being the Northwest corner of Lot
18 of Hathaway Hills #6 Subdivision as recorded on Pages 12
and 13 of Book 52 of the St. Louis County Records; thence in
a westerly direction across U. S. Highway #67 to the
Southeast corner of a lot now or formerly owned by Milton D.

& Dolores Mogenheim as recorded by deed on Page 534 of Book
3067 of the St. Louis County Records; thence southwestwardly
along the Southeast line of said lot to the Southernmost
corner of said lot; thence northwestwardly along the
Southwest line of said lot to the westernmost corner of said
lot; thence Northeastwardly along the Northwest line of said
lot a distance of Thirty-six (36') more or less, to the
southernmost corner of a tract of ground now or formerly
owned by C. H. & M. M. Poertner as recorded by deed on Page
10 of Book 2893, Page 579 of Book 2520 and Page 365 of the
St. Louis County Records; thence northwestwardly,
southwestwardly and northwestwardly along the Southwest line
of said tract to its intersection with the Southeast line of
Lot 76 of Hathaway Hills Subdivision as recorded on Page 43
of Book 45 of the St. Louis County Records; thence
southwestwardly along the Southeast line of said Lot 76 and
its projection to the southernmost corner of Lot 75 of said
subdivision; thence northwestwardly along the Southwest line
of said Lot 75 to its intersection with the centerline of
Auburn Drive (50 feet wide); thence southwestwardly along
said centerline of Auburn Drive to the centerline of Halls
Ferry Road (60 feet wide); thence northwestwardly along the
centerline of said Halls Ferry Road to its intersection with
the southwestwardly prolongation of the northwesterly line of
Lot 59 of said Hathaway Hills Subdivision; thence

northeastwardly along said prolongation and northwesterly lot
lines of Lots 59 and 54 and the prolongation to the
centerline of Bagley Drive (50 feet wide); thence
northwestwardly along said centerline of Bagley Drive to its
intersection with the centerline of Edgewater Drive (50 feet
wide); thence northeastwardly along said centerline of
Edgewater Drive to its intersection with the southerly
prolongation of the Southwestern line of Lot 14 of said
Hathaway Hills; thence northwestwardly along said
prolongation and said lot line and its northwestwardly
prolongation to its intersection with the Southeast line of
Jennings Station Road; thence westwardly across Jennings
Station Road to the southernmost corner of Lot 4 of Hathaway
Hills #4 as recorded on Page 9 of Book 53 of St. Louis County
Records; thence northwestwardly along the Southwest line of
said Lot #4 to the westernmost corner of said Lot #4; thence
northeasterly along the Northwest line of said Lot 4 to its
intersection with the Southwest line of Lot 13 of said
subdivision; thence northwestwardly along said Southwest line
of said Lot 13 to its intersection with the Southeastern line
of Bluegrass Drive; thence northwestwardly across said
Bluegrass Drive to the southernmost corner of Lot 20 of said
subdivision; thence northwestwardly along the Southwest line
of said Lot 20 to its intersection with the Southeast line of
Lot 36 of said subdivision; thence northeastwardly along said

Southeast line of said Lot 36 and Lot 35 to a point 30 feet
Northeast of the southernmost corner of said Lot 35; thence
northwestwardly along a line parallel to and 30 feet from the
Southwest line of said Lot 35 to a point 30 feet from the
southeastern line of Westchester Drive (50 feet wide); thence
northeastwardly along a line 30 feet parallel to and 30 feet
from the Southeast line of said Westchester Drive to its
intersection with the Southwest line of Lot 28; thence
southeastwardly along the Southwest line of said Lot 28 to
the northernmost corner of Lot 27 of said subdivision; thence
southeastwardly along the Northeast line of said Lot 27 to
its intersection with the Northwest line of Hathaway Drive
(50 feet wide); thence eastwardly to a point 60 feet in a
southerly direction along the western line of Lot 128 of said
subdivision from the Northwest corner of said Lot 128; thence
in a straight line to a point 140 feet in a southerly
direction along the Eastern line of said Lot 128 from the
Northeast corner of said Lot 128; thence southwardly along
the Eastern line of said Lot 128 to the Southeast corner of
said Lot 128; thence in an eastwardly direction across State
Highway 67 to the Northwest corner of Lot 1 of Hathaway Hills
#2 Subdivision, as recorded on Page 21 of Book 46 of the St.
Louis County Records; thence southeastwardly in a straight
line across Lots 1 and 2 of said subdivision to a point 30
feet from Duenke Drive (60 feet wide) on the Northwestern

line of Lot 3 of said subdivision; thence in an easterly
direction 30 feet from and parallel to the southern line of
said Duenke Drive to a point 30 feet in an easterly direction
from the western line of Lot 7 of said Hathaway Hills #2
Subdivision; thence in a southerly direction along a straight
line 30 feet from and parallel to the westernmost line of
said Lot 7 to the south line of said Lot 7; thence in an
easterly direction along said South line to the Northwest
corner of Lot 42 of said Hathaway Hills #6 Subdivision;
thence in a straight line in a southeasterly direction to the
Northeast corner of Lot 40 of said subdivision; thence
southwardly along the east line of said Lot 40 and its
prolongation to its intersection with the south line of Lot 9
of Block 11 of Riverview Terrace 2nd Addition Subdivision as
recorded on Page 40 of Book 47 of the St. Louis County
Records; thence southeastwardly along the south line of said
Lot 9 to its intersection with a line parallel to and thirty
feet (30') West of the West line of Edna Avenue (50 feet
wide); thence southwardly along said line, said line being
parallel to Edna Avenue to its intersection with the south
line of Lot 1 of said Riverview Terrace Subdivision; thence
eastwardly along said line to its intersection with a line
parallel to and Twenty-five (25') feet west of the west line
of said Edna Avenue; thence southwardly along said line, said
line being parallel to Edna Avenue and Melvin Street to its

intersection with the northerly prolongation of the east line
of Lot F of an independent survey as recorded on Page 182 of
Survey Record 10 of the City of St. Louis Records; thence
southwardly along said prolongation and said east line of
said Lot F to its intersection with a line parallel to and
Seventy feet (70') North of the north line of Riverview
Boulevard; thence westwardly along said line to its
intersection with the eastern line of Lot K as recorded on
Page 65 of Survey Record 10 of the City of St. Louis Records;
thence northwardly along said eastern line of said Lot K to
the northeast corner of said Lot K; thence westwardly along
the north line of said Lot K and its projection to the
southeast corner of Lot 5 of said Hathaway Hills #6; thence
northwardly along the eastern line of said Lot 5 to a point,
said point being Forty and one-half (40.5') feet northwardly
from the southeast corner of said Lot 5; thence westwardly in
a straight line to a point in the west line of said Lot 5,
said point being Thirty-eight and thirty-eight one-hundredths
(38.38') feet from the southwest corner of said Lot 5; thence
westwardly in a straight line to a point in the east line of
Lot 3 of said Hathaway Hills #6, said point being Forty (40')
feet from the southeast corner of said Lot 3; thence
westwardly in a straight line to a point in the west line of
said Lot 3, said point being Forty (40') feet from the
southwest corner of said Lot 3; thence westwardly in a

straight line to a point in the west line of Lot 2 of said
Hathaway Hills #2, said point being Fifty-one and sixty-two
one-hundredths (51.62') feet from the southwest corner of
said Lot 2; thence northwardly along the western line of said
Lot 2 to the northwest corner of said Lot 2; thence
northeastwardly across said Longridge Drive to the southeast
corner of said Lot 18 of said subdivision; thence northwardly
along the eastern line of said Lot 18 to the northeast corner
of said Lot 18; thence westwardly along the northern line of
said Lot 18 to the point of beginning.
Such sewers to be connected with a certain existing public sewer
of The Metropolitan St. Louis Sewer District.
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all real property which shall be
found to be benefited by said construction in the proportion that
the area each such parcel of real property bears to the entire
benefited area exclusive of public roads, streets and alleys
within the said benefited area; and
BE IT FURTHER RESOLVED that a public hearing be held
within said Special Benefit Subdistrict No. 17 at such time and
place as the Executive Director shall determine, and that notice
of such hearing be given by the posting of notices in not less
than three public places within the boundaries of the proposed
benefit subdistrict; and by the distribution of hand bills among
the residents in such benefit subdistrict, for the purpose of

determining whether or not it is in the public interest that such
improvement, or any part thereof, be made.
