HomeMy Public PortalAboutR0131 R E S O L U T I O N NO. 131 WHEREAS, the Board has received a petition from property owners in the City of Kinloch, St. Louis County, Missouri, not included in any subdistrict for the construction of sanitary sewers to serve such area; and WHEREAS, investigation has shown the necessity for such improvement by reason of the fact that said area is not now served by sewers; and WHEREAS, it has been estimated that the probable cost of the installation of such sanitary sewers will be approximately $125,000.00 and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the real property which shall be found to be benefitted by such improvement; NOW, THEREFORE, BE IT RESOLVED, that a special benefit subdistrict to be known as Special Benefit Subdistrict No. 31 of The Metropolitan St. Louis Sewer District be and the same is hereby created for the purpose of constructing sanitary sewers in the City of Kinloch, St. Louis County, Missouri, said subdistrict to be described as follows: Beginning a point, said point being the intersection of the west line of Lix Avenue (50 feet wide) and the southern line of Scott Street (40 feet wide); thence northeastwardly across Lix Avenue to the southwest corner of Lot 1 of Block 46 of South Kinloch Park Subdivision Sixth Addition, as recorded in Plat Book 11 on Page 20 of the St. Louis County Records; thence eastwardly along the south line of said Lot 1 to the west line of Lot 62 of said Block 46; thence northwardly along the said west line of Lot 62 to the north line of said Lot 62; thence eastwardly along the north line of Lots 62 through 37 of said Block 46 to the northeast corner of Lot 37 of said Block 46; thence eastwardly along a straight line across Jones Street (30 feet wide) to the northwest corner of Lot 30 of Block 45 of said South Kinloch Park Subdivision Sixth Addition; thence eastwardly along the north line of Lots 30 to 49 to the northeast corner of said Lot 49; thence southwardly along the east line of said Lot 49 to the southeast corner of Lot 49; thence eastwardly along the south line of Lot 1 of said Block 45 to the southeast corner of said Lot 1; thence eastwardly along a straight line across Carson Road (40 feet wide) to the northwest corner of Lot 21 of Block 31 of South Kinloch Park Subdivision Fourth Addition, as recorded in Plat Book 10 on Pages 48-49 of the St. Louis County Records; thence eastwardly along the north line of said Lot 21 to the northeast corner of said Lot 21; thence southwardly along the east line of Lots 21 through 30 of said Block 31 to the southeast corner of Lot 30 of said Block 31; thence southwardly along a straight line across Smith Street (30 feet wide) to the northeast corner of Lot 1 of Block 30 of said Kinloch Park Subdivision Fourth Addition; thence southwardly along the east line of Lots 1 through 31 of said Block 30 to the southeast corner of Lot 31 of said Block 30; thence southwardly along a straight line across Roman Street (30 feet wide) to the northeast corner of Lot 1 of Block 21 of South Kinloch Park Subdivision Second Addition as recorded in Plat Book 6 on Page 68 of the St. Louis County Records; thence southwardly along the east line of Lots 1 through 20 of said Block 21 to the northwest corner of Lot 34 of said Block 21; thence eastwardly along the north line of said Lot 34 to the northeast corner of said Lot 34; thence southwardly along the east line of Lots 34 and 33 of said Block 21 to the southeast corner of said Lot 33; thence southwestwardly along a straight line across Suburban Avenue (25 feet wide) formerly Richards Street and the St. Louis Public Service Company right-of-way (50 feet wide) and across Suburban Avenue (25 feet wide) formerly Boyd Street to the northernmost corner of Lot 20 of Block 28 of said South Kinloch Park Subdivision Second Addition; thence southeastwardly along the northeast line of said Lot 20 to its intersection with the city limits boundary line of the City of Kinloch; thence southwardly along said line to the southernmost corner of said Lot 20 of said Block 28; thence in a generally southwestwardly direction along the southernmost lines of Lots 20 through 11 and along the southeastern line of Lot 23 of said Block 28 to its intersection with the north line of Short Street (30 feet wide); thence southwardly across said Short Street to the northeast corner of Lot 9 of Block 29 of said South Kinloch Park Subdivision Second Addition; thence in a south and southwestwardly direction along the east and southeast line of said Lot 9 to the southernmost corner of said Lot 9; thence in a generally southwestwardly direction along the southernmost lines of Lots 8 through 1 of said Block 29 to its intersection with the east line of Tuttle Avenue (40 feet wide); thence southwestwardly along a straight line across said Tuttle Avenue to the southeasternmost corner of Block 27 of said South Kinloch Park Subdivision Second Addition; thence southwestwardly along the southernmost line of said Block 27 to its intersection with the east line of Smith Avenue (40 feet wide); thence southwestwardly along a straight line across said Smith Avenue to the easternmost corner of Block 26 of said South Kinloch Park Subdivision Second Addition; thence southwestwardly along the southernmost line of said Block 26 to the southernmost corner of Lot 12 of said Block 26; thence northwestwardly along the southwest line of said Lot 12 to the westernmost corner of said Lot 12; thence southwestwardly along the southwest prolongation of the lot line between Lots 11 and 12 of said Block 26 across Carson Road (40 feet wide) to its intersection with the northeast right-of-way line of the St. Louis Public Service Company (30 feet wide) formerly Florissant Electric; thence northwestwardly along said northeast right-of-way line to its intersection with the southwestwardly prolongation of the northwest line of Case Avenue; thence northeastwardly along said prolongation and along said northwest line of Case Avenue to the southernmost corner of Lot 26 in Block 11 of Kentland Subdivision, as recorded in Plat Book 10 on Page 17 of the St. Louis County Records; thence northwestwardly along the southwest line of said Lot 26 to the westernmost corner of said Lot 26; thence northeastwardly along the northwest line of said Lot 26 and its northeast prolongation across Ardmore Avenue (40 feet wide) to its intersection with the northeast line of said Ardmore Avenue; thence northwestwardly along the northeast line of said Ardmore Avenue to its intersection with the centerline of an alley (15 feet wide) in Block 1 of said Kentland Subdivision; thence northwardly along said centerline of said alley across Booker Avenue (40 feet wide) and along the centerline of an alley (15 feet wide) in Block 2 of said Kentland Subdivision to its intersection with the centerline of Hugo Avenue (40 feet wide); thence northwestwardly in a straight line to the southwest corner of Lot 42 of Block 13 of South Kinloch Park Subdivision First Addition, as recorded in Plat Book 6 on Page 62 of the St. Louis County Records; thence northwardly along the west line of Lots 42 through 83 of said Block 13 to the south line of Scott Street; thence eastwardly along said south line of Scott Street to the point of beginning. Such sewers to be connected to a future sewer of The Metropolitan Sewer District. BE IT FURTHER RESOLVED, that special benefit assessments be levied against all real property which shall be found to be benefitted by the said construction in the proportion that the area each such parcel of real property bears to the 6 entire benefitted area exclusive of public streets, roads and alleys within the said benefitted area; and 7 BE IT FURTHER RESOLVED, that a public hearing be held within said Special Benefit Subdistrict No. 31 at such time and place as the Executive Director shall determine, and that notice of such hearing be given by the posting of notices in not less than three public places and by the distribution of handbills among the residents within the boundaries of the proposed special benefit subdistrict for the purpose of determining whether or not it is in the public interest that such improvement, or any part thereof, be made. The foregoing Resolution was adopted July 15, 1957.
