HomeMy Public PortalAboutR0135 R E S O L U T I O N NO. 135 WHEREAS, the Board has received a petition from property owners in the area of Wilshire Terrace and Central Avenue in the City of Webster Groves, St. Louis County, Missouri, not included in any subdistrict for the construction of trunk sanitary sewers to serve such area; and WHEREAS, investigation has shown the necessity for such improvement by reason of the fact that said area is not now served by sewers; and WHEREAS, it has been estimated that the probable cost of the installation of such trunk sanitary sewers will be approximately Five Thousand Dollars ($5,000.00), and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the real property which shall be found to be benefitted by such improvement; NOW, THEREFORE, BE IT RESOLVED, that a special benefit subdistrict to be known as Special Benefit Subdistrict No. 33 of The Metropolitan St. Louis Sewer District be and the same is hereby created for the purpose of constructing trunk sanitary sewers in the area of Wilshire Terrace and Central Avenue in the City of Webster Groves, St. Louis County, Missouri, said subdistrict to be described as follows: Beginning at a point, said point being the intersection of the centerline of Rock Hill Road, 40' wide, with the southwestern prolongation of the southeast line of Wilshire Terrace subdivision as recorded in Plat Book 34 on Page 47 of the St. Louis County Records; thence northeastwardly along said produced line and along the southeast line of said Wilshire Terrace Subdivision and along the southeast line of Wilshire Terrace Addition Subdivision as recorded in Plat Book 35 on Page 89 of the St. Louis County Records to the easternmost corner of said Wilshire Terrace Addition Subdivision; thence northwestwardly along the northeast line of said subdivision to the northernmost corner of said subdivision; thence southwestwardly along the northwest line of said Wilshire Terrace Addition Subdivision to the easternmost corner of Lot 7 of Block 3 in Shadyside Heights Subdivision as recorded in Plat Book 2 on Page 92 of the St. Louis County Records; thence northwestwardly along the northeast line of said Lot 7 to the northernmost corner of said Lot 7; thence northwestwardly in a straight line across Central Avenue, 40' wide, to the easternmost corner of Lot 7 of Block 2 in said Shadyside Heights Subdivision; thence northwestwardly along the northeast line of said Lot 7 of Block 2 to the northernmost corner of said Lot 7; thence southwestwardly along the northwest line of said Block 2 and said line produced southwestwardly to its intersection with the centerline of Rock Hill Road; thence northwestwardly along said centerline of Rock Hill Road to its intersection with the northern prolongation of the east line of Big Bend Park Subdivision as recorded in Plat Book 8 on Page 135 of the St. Louis County Records; thence southwardly along said produced line and the east line of said Big Bend Park Subdivision and along the southern prolongation of said east line to its intersection with the north line of Webster Downs Addition Subdivision as recorded in Plat Book 54 on Page 39 of the St. Louis County Records; thence eastwardly along said north line of Webster Downs Addition Subdivision and its eastern prolongation to its intersection with the centerline of Rock Hill Road; thence southeastwardly along said centerline of Rock Hill Road to the point of beginning. Such sewers to be connected with a certain existing private sewer owned by Russell & Company. BE IT FURTHER RESOLVED, that special benefit assessments be levied against all real property which shall be found to be benefitted by the said construction in the proportion that the area each such parcel of real property bears to the entire benefitted area exclusive of public streets, roads and alleys within the said benefitted area; and BE IT FURTHER RESOLVED, that a public hearing be held within said Special Benefit Subdistrict No. 33 at such time and place as the Executive Director shall determine, and that notice of much hearing be given by the posting of notices in not less than three public places and by the distribution of hand bills among the residents within the boundaries of the proposed special benefit subdistrict for the purpose of determining whether or not it is in the public interest that such improvement, or any part thereof, be made. The foregoing resolution was adopted August 5, 1957.
