HomeMy Public PortalAboutR0154 R E S O L U T I O N NO. 154 WHEREAS, the Board has received a petition from property owners in the area of North and South Road and Jefferson Avenue in the City of Vinita Park, St. Louis County, Missouri, for the construction of lateral sanitary sewers to serve such area; and WHEREAS, investigation has shown the necessity for such improvement by reason of the fact that said area is not now served by sewers; and WHEREAS, it has been estimated that the probable cost of the installation of such sanitary sewers will be approximately Two Hundred Thousand Dollars ($200,000.00), and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the real property which shall be found to be benefitted by such improvement; NOW, THEREFORE, BE IT RESOLVED, that a special benefit subdistrict to be known as Special Benefit Subdistrict No. 40 of The Metropolitan St. Louis Sewer District be and the same is hereby created for the purpose of constructing sanitary sewers in the area of North and South Road and Jefferson Avenue in the City of Vinita Park, St. Louis County, Missouri, said subdistrict to be described as follows: Beginning at the intersection of the northeast line of the abandoned right-of-way of the Creve Coeur line of St. Louis Public Service Company, 50 feet wide, and the eastward prolongation of the south line of Lot 14, Block 10 of Vinita Park Subdivision, as recorded in Plat Book 7 on Page 32 in the St. Louis County Recorder of Deeds Office; thence westwardly along said eastward prolongation and along said south line of said Lot 14 and continuing westwardly along the south line of Lots 13 through 3 of said Block 10 of Vinita Park Subdivision and said south line produced westwardly to its intersection with the centerline of North and South Road (50 feet wide); thence southwardly along the centerline of North and South Road to the prolongation eastwardly of the east and west centerline of Section 33, Township 46 North, Range 6 East; thence westwardly along the prolongation eastwardly of the east and west centerline of Section 33, Township 46 North, Range 6 East and along the east and west centerline of Section 33, Township 46 North, Range 6 East to the southeast corner of Lot 15 of Crystal Court First Addition Subdivision as recorded in Plat Book 42 on Page 29 in the St. Louis County Recorder of Deeds office; thence northwardly along the east line of said Lot 15 to the northeast corner of said Lot 15 of said Crystal Court First Addition; thence along the northeast line of said Lot 15 to the northwest corner of said Lot 15; thence northwardly along the east line of Lots 16 and 17 of said Crystal Court First Addition to the south line of Page Avenue, 100 feet wide; thence northwestwardly along the south line of Page Avenue to its intersection with the centerline of East Crystal Court, a public street 50 feet wide; thence northeastwardly a distance of 100 feet along a prolongation of the centerline of East Crystal Court, a public street 50 feet wide to its intersection with the north line of Page Avenue; thence northwestwardly along the north line of Page Avenue, to its intersection with the south line of property now or formerly owned by Merchants Refrigerating Company as recorded in Deed Book 3371 on Page 297 in the St. Louis County Recorder of Deeds office; thence eastwardly along the south line of said Merchants Refrigerating Company property a distance of approximately 1000 feet to the west line of Wolter Avenue, an unimproved public street 25 feet wide; thence northwardly a distance of approximately 2560 feet along the west line of Wolter Avenue an unimproved public street 25 feet wide, to its intersection with the prolongation eastwardly of the south line of Lot 6, Block 1 of Spring Avenue Heights Subdivision, as recorded in Plat Book 7 on Page 20 in the St. Louis County Recorder of Deeds office; thence westwardly along said south line of said Lot 6 to the southwest corner of said Block 1; thence northwardly along the west line of Block 1 of said Spring Avenue Heights and its prolongation northwardly to its intersection with the eastward prolongation of the southernmost line of a lot now or formerly owned by the City of Vinita Park as recorded in Deed Book 3730 on Page 137 in the St. Louis County Recorder of Deeds office; thence westwardly along the last mentioned prolongation and along said south line of said City of Vinita Park property to the southwest corner of said property; thence northeastwardly along the northwest line of said City of Vinita Park property and said line projected to its intersection with the northerly line of the abandoned right- of-way 50 feet wide of the Creve Coeur line of the St. Louis Public Service Company; thence eastwardly, southeastwardly and southwardly along the northern, northeastern and eastern lines, respectively, of said abandoned right-of-way to the point of beginning. Such sewers to be connected with a certain existing public sewer of The Metropolitan St. Louis Sewer District. BE IT FURTHER RESOLVED, that special benefit assessments be levied against all real property which shall be found to be benefitted by the said construction in the proportion that the area each such parcel of real property bears to the entire benefitted area exclusive of public streets, roads and alleys within the said benefitted area; and BE IT FURTHER RESOLVED, that a public hearing be held within said Special Benefit Subdistrict No. 40 at such time and place as the Executive Director shall determine, and that notice of such hearing be given by the posting of notices in not less than three public places within the boundaries of the proposed special benefit subdistrict for the purpose of determining whether or not it is in the public interest that such improvement, or any part thereof, be made. 5 The foregoing Resolution was adopted November 25, 1957.
