WHEREAS, the Board has received a petition from
property owners in the area of Kingwood Street in St. Louis
County, Missouri, for the construction of sanitary lateral sewers
to serve such area; and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is not now served
by sewers; and
WHEREAS, it has been estimated that the probable cost
of the installation of such sanitary lateral sewers will be
approximately Thirty-two Thousand Dollars ($32,000.00), and that
the most practicable method of payment therefor is by special tax
bills, or other evidence of special benefit assessments upon the
real property which shall be found to be benefitted by such
improvement;
NOW, THEREFORE, BE IT RESOLVED, that a special benefit
subdistrict to be known as Special Benefit Subdistrict No. 43 of
The Metropolitan St. Louis Sewer District be and the same is
hereby created for the purpose of constructing sanitary lateral
sewers in the area of Kingwood Street in St. Louis County,
Missouri, said subdistrict to be described as follows:
Beginning at a point, said point being the intersection of
the west line of Joel Street and the north line of Heege
Road; thence westwardly along said north line of Heege Road
to the southwest corner of Lot No. 13 of Block No. 65 of
Lakewood First Addition Subdivision as recorded in Plat Book
6 on Page 59 of the St. Louis County Records; thence
Northwardly along the west line of said Lot No. 13 and said
line projected to the southeast corner of Lot No. 8 of said
Block No. 65; thence westwardly along the south line of said
Lot No. 8 to the southwest corner of said Lot No. 8; thence
northwestwardly in a straight line across Labelle Street to
the southeast corner of Lot No. 18 of Block No. 66 of said
subdivision; thence westwardly along the south line of said
Lot 18 to the southwest corner of said Lot 18; thence
northwardly along the west line of said Lot 18 and Lot 19
through 24 of said Block 66 to the northwest corner of said
Lot 24; thence northwardly in a straight line across Faber
Avenue to the southwest corner of Lot 13 of Block 67 of said
subdivision; thence northwardly along the west line of said
Lot 13 and Lots 14 and 15 of said Block 67 to the northwest
corner of said Lot 15; thence eastwardly along the north line
of said Lot 15 and said line produced to its intersection
with the east line of Labelle Street; thence southwardly
along the east line of Labelle Street across Faber Avenue to
its intersection with the south line of Faber Avenue; thence
eastwardly along the south line of Faber Avenue to its
intersection with the west line of Joel Street; thence
southwardly along the west line of Joel Street to the point
of beginning.
Such sewers to be connected with a certain existing
public sewer of The Metropolitan St. Louis Sewer District.
BE IT FURTHER RESOLVED, that special benefit

assessments be levied against all real property which shall be
found to be benefitted by the said construction in the proportion
that the area each such parcel of real property bears to the
entire benefitted area exclusive of public streets, roads and
alleys within the said benefitted area; and
BE IT FURTHER RESOLVED, that a public hearing be held
within said Special Benefit Subdistrict No. 43 at such time and
place as the Executive Director shall determine, and that notice
of such hearing be given by the posting of notices in not less
than three public places within the boundaries of the proposed
special benefit subdistrict for the purpose of determining whether
or not it is in the public interest that such improvement, or any
part thereof, be made.
