HomeMy Public PortalAboutR0172 R E S O L U T I O N NO. 172 WHEREAS, the Board has received a petition from property owners in the area of Central Avenue in the City of Webster Groves, St. Louis County, Missouri, for the construction of lateral sanitary sewers to serve such area; and WHEREAS, investigation has shown the necessity for such improvement by reason of the fact that said area is not now served by sewers and the existing method of sewage disposal is a danger to public health; and WHEREAS, it has been estimated that the probable cost of the installation of such lateral sanitary sewers will be approximately Eleven Thousand Dollars ($11,000.00), and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the land which shall be found to be benefitted by such improvement; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT that a special benefit subdistrict to be known as Special Benefit Subdistrict No. 49 of The Metropolitan St. Louis Sewer District be and the same is hereby created for the purpose of constructing lateral sanitary sewers in the area of Central Avenue in the City of Webster Groves, St. Louis County, Missouri, said subdistrict to be described as follows: Beginning at a point, said point being the easternmost corner of Lot 21 in Block C of Reavis Place Subdivision as recorded in Plat Book 6 on Page 54 of the St. Louis County Records; thence northwestwardly along the northeast line of said Lot 21 to the easternmost corner of lot now or formerly owned by Harry T. and Maude Brown as recorded in Deed Book 2600 on Page 200 of the St. Louis County Records; thence southwestwardly along the southeast line of said Brown property and said line produced southwestwardly to its intersection with the centerline of Rock Hill Road, 40' wide; thence southeastwardly along said centerline of Rock Hill Road to its intersection with the eastern prolongation of the north line of Lot 19 of Big Bend Park Subdivision as recorded in Plat Book 8 on Page 135 of the St. Louis County Records; thence westwardly along the eastern prolongation of said north line of Lot 19 to the northeast corner of said Lot 19; thence southwardly along the east lines of Lots 19 and 20 of said Big Bend Park Subdivision to the southeast corner of said Lot 20; thence eastwardly along the eastern prolongation of the south line of said Lot 20 to its intersection with the centerline of Rock Hill Road; thence southeastwardly along said centerline to its intersection with the southwestern prolongation of the southeast line of Block 3 of Shadyside Heights Subdivision as recorded in Plat Book 2 on Page 92 of the St. Louis County Records; thence northeastwardly along said produced line and along the southeast line of said Block 3 to the easternmost corner of Lot 7 of said Block 3; thence northwestwardly along the northeast line of said Lot 7 to the northernmost line of said Lot 7 to the northernmost corner of said Lot 7; thence northwestwardly in a straight line across Central Avenue, 40' wide, to the easternmost corner of Lot 7 of Block 2 in said Shadyside Heights Subdivision; thence northwestwardly along the northeast line of said Lot 7 of Block 2 to the northernmost corner of said Lot 7; thence southwestwardly along the northwest line of said Block 2 to the point of beginning. Such sewers to be connected with a certain proposed trunk sewer to be constructed in Special Benefit Subdistrict No. 48 (Central Avenue Trunk). BE IT FURTHER RESOLVED, that special benefit assessments for the entire cost of such lateral sanitary sewers be levied against all land which shall be found to be benefitted by the said construction in the proportion that the area each such lot or parcel of land bears to the entire benefitted area, exclusive of public streets, roads and alleys within the said benefitted area; and BE IT FURTHER RESOLVED, that a public hearing be held within said Special Benefit Subdistrict No. 49 at such time and place as the Executive Director shall determine, and that notice of such hearing be given by the posting of notices in not less than three public places and by the distribution of hand bills among the residents within the boundaries of the proposed special benefit subdistrict for the purpose of determining whether or not it is in the public interest that such improvement, or any part thereof, be made. The foregoing Resolution was adopted June 25, 1958.
