WHEREAS, the Board has received a petition from
property owners in the area of Connolly Drive and Moran Drive in
St. Louis County, Mo. for the construction of sanitary lateral
sewers to serve such area; and
WHEREAS, investigation has shown the necessity for such
improvement by reason of the fact that said area is not now served
by sewers; and
WHEREAS, it has been estimated that the probable cost
of the installation of such sanitary lateral sewers will be
approximately Two Hundred Thousand Dollars ($200,000.00), and that
the most practicable method of payment therefor is by special tax
bills, or other evidence of special benefit assessments upon the
land which shall be found to be benefitted by such improvement;
NOW, THEREFORE, BE IT RESOLVED, that a special benefit
subdistrict to be known as Special Benefit Subdistrict No. 60
(Connolly-Moran) of The Metropolitan St. Louis Sewer District be
and the same is hereby created for the purpose of constructing
sanitary lateral sewers in the area of Connolly Drive and Moran
Drive in St. Louis County, Mo., said subdistrict to be described
as follows:
Beginning at a point, said point being the northwest corner
of Lot 32 of Block 3 of Burke City Subdivision as recorded in
Plat Book 21, Pages 8 and 9 of said St. Louis County Records;
thence eastwardly along the north line of Lots 32 through 5
of said Block 3 to the southwest corner of Lot 4 of said
Block 3; thence southwardly along the west line of said Lot 4
to the southwest corner of said Lot 4; thence east along the
south line of said Lot 4; and Lot 3 of said Block 3 to the
southeast corner of said Lot 3; thence north along the east
line of said Lot 3, to the northeast corner of said Lot 3;
thence east along the north line of Block 3 and Block 2 of
said Burke City Subdivision to the northwest corner of Lot 3
of said Block 2; thence northwardly along the northward
prolongation of the west line of said Lot 3 to its
intersection with the south line of Lot 13 of Florissant
Heights, a subdivision recorded in Book 22, Page 93 of the
St. Louis County Records; thence eastwardly along the south
line of said Lot 13 and said line produced eastwardly to its
intersection with the northerly prolongation of the east line
of Boehner Avenue as shown on the plat of said Burke City;
thence southwardly along said east line to the northwest
corner of Lot 33, Block 6 of said Burke City; thence
eastwardly along the north line of Lots 33 through 27 to the
northeast corner of Lot 27 of said Block 6; thence south
along east line of Lot 27, and across Connolly Drive, 40'
wide, to the north line of Lot 41, Block 7 of said Burke
City; thence east to the northeast corner of said Lot 41;
thence south to the southeast corner of said Lot 41; thence
westwardly along the south line of Lots 41 through 35 to the
southwest corner of Lot 35 of said block; thence southwardly
along the east line of Boehner Avenue to the southwest corner
of Lot 22, Block 12 of said Burke City; thence east along the
south line of Lot 22 and said line produced eastwardly to its
intersection with the northwest line of Lot 7 of said Block;
thence southwesterly along the northwest line of Lots 7 to
15, to the westernmost corner of said Lot 15; thence
southeasterly to the southernmost corner of Lot 31, Block 24
of said Burke City; thence southwesterly across Flora Avenue
to the easternmost corner of Lot 1 of Block 23 of said Burke
City Subdivision; thence southwestwardly along the southeast
lines of Lots 1 through 40 of said Block 23 to the
southernmost corner of said Lot 40; thence northwesterly to
the westernmost corner of said Lot 40; thence southwesterly
along the southeast line of Williams Avenue to its
intersection with the northeast line of Sadonia Avenue;
thence northwesterly along the northeast line of Sadonia
Avenue to the southernmost corner of Lot 16 of Block 17 of
said Burke City; thence northeastwardly along the southeast
line of said Lot 16 to the easternmost corner of said Lot 16;
thence westwardly along the north line of Lots 16 through 46
of said Block 17 to the northwest corner of said Lot 46;
thence northwardly along the east line of Moran Drive to the
northwest corner of Lot 32 of said Block 3 of said Burke City
Subdivision, the point of beginning.
Such sewers to be connected with a certain existing
public sewer of The Metropolitan St. Louis Sewer District.
BE IT FURTHER RESOLVED, that special benefit
assessments be levied against all land which shall be found to be
benefitted by the said construction in the proportion that the

area each such parcel of land bears to the entire benefitted area
exclusive of public streets, roads and alleys within the said
benefitted area; and
BE IT FURTHER RESOLVED, that a public hearing be held
within said Special Benefit Subdistrict No. 60 at such time and
place as the Executive Director shall determine for the purpose of
determining whether or not it is in the public interest that such
improvement, or any part thereof, be made, and that notice of such
hearing be given by the posting of notices in not less than three
public places within the boundaries of the proposed special
benefit subdistrict. The foregoing Resolution was adopted June 9, 1958.
