HomeMy Public PortalAboutR0213 R E S O L U T I O N NO. 213 WHEREAS, the Board has received a petition from property owners in St. Louis County for the construction of storm sewers to serve area and adjoining land lying in the same local drainage area and in the City of St. Louis, and WHEREAS, investigation has shown that such local drainage area is not adequately served by such sewers and that the public health is affected, and WHEREAS, it is estimated that the probable cost of installation of such sewers will be approximately Seven Hundred Fifty Thousand Dollars ($750,000.00) and that the most practicable method of payment therefor is by special tax bills, or other evidence of special benefit assessments upon the land benefited by such installation, NOW, THEREFORE, BE IT RESOLVED that the construction of adequate storm sewers in the area described below is necessary in the interest of the public health; that such sewers shall consist of approximately 19,000 lineal feet of pipe varying from 12" to 108" in diameter, which shall be capable of efficiently serving or draining the entire local drainage area; that the estimated probable cost of such improvement is Seven Hundred Fifty Thousand Dollars ($750,000.00); that the entire cost of such improvement shall be paid for by special tax bills or other evidence of special benefit assessments upon the land benefited by such improvement; and that such improvement be constructed in St. Louis County and in the City of St. Louis in the area described as 2 follows: GRASSO LANE Beginning at the point of intersection of the centerline of Poepping Street, with the centerline of Morganford Road; thence southwestwardly along said centerline of Morganford Road to its intersection with the centerline of Weber Road; thence southeastwardly along said centerline of Weber Road to its intersection with the centerline of Union Road; thence southeastwardly along the centerline of said Weber Road, 270.0 feet to a point; thence southwestwardly and perpendicular to the centerline of said Weber Road, to a point in the northeast line of Greene Meadows Subdivision as recorded in Plat Book 73 of Page 7 of the St. Louis County Records; thence northwestwardly along said northeast line of Greene Meadows to the easternmost corner of Lot 100 of said Greene Meadows; thence southwardly along the east line of said Lot 100 to a point 30.0 feet north of the north line of Hernan Drive; thence southwardly and southwestwardly along a line parallel to and 30' from said north line and the northwest line of said Hernan Drive which runs in a northeast-southwest direction to a point 80.0 feet northeast of the northeast line of Hernan Drive, said Hernan Drive running northwest from the northeast-southwest Hernan Drive; thence northwestwardly and at right angles to the last described line, 82.0 feet to a point of curvature of the recorded building line in said subdivision; thence along a curve 3 to the left having a radius of 80.0 feet said curve being the recorded building line, to a point 30.40 feet south of the north line of Lot 107 of said Greene Meadows, as measured along said building line; thence westwardly across said Lot 107, to the southernmost corner of Lot 3 of Brinkop Subdivision, as recorded in Plat Book 59 on Page 4 of the St. Louis County Records; thence northwestwardly along the southwest line of said Lot 3, 70.0 feet to a point; thence southwestwardly across Lots 2 and 1 of said Brinkop Subdivision and parallel to the centerline of Union Road to a point in the southwest line of said Lot 1; thence northwestwardly along the southwest line of said Lot 1, and its prolongation northwestwardly to the centerline of said Union Road; thence southwestwardly along the centerline of said Union Road to a point 211.0 feet southwest of the centerline of Debra Court; thence southeastwardly along a line perpendicular to said centerline of Union Road to a point 55' southeast of the southeast line of said Union Road as measured along said perpendicular line; thence southwestwardly and westwardly along a line parallel to said south line of Union Road, to a point in the centerline of Seibert Avenue, 50.0 feet wide, in Mocking Bird Hill, Plat No. 1 as recorded in Plat Book 84 on Page 2 of the St. Louis County Records; thence northwestwardly in a straight line across Union Road to the northwest corner of the Union Road and Seibert Avenue intersection; thence westwardly across property now or formerly of Edward C. thence eastwardly across Lots in Al-Claire Meadows Addition as recorded in Plat Book 28 on Page 73 of the City of St. Louis Records along a line parallel to and 60 feet from the north line of Park Ridge Drive to its intersection with the southeast line of Lot 1 of said Al-Claire Meadows Addition; thence southwestwardly along the southeast line of said Lot 1 and its prolongation southwestwardly to its intersection with the centerline of Poepping Street; thence southeastwardly along the centerline of said Poepping Street to the point of its intersection with the centerline of Morganford Road, the point of beginning. 12 such facilities to flow into or be connected with an existing public paved stormwater invert located approximately 50 feet outside the aforementioned area and within the City of St. Louis, which area shall be the area benefited by such improvement and which is hereby designated as Special Benefit Subdistrict No. 53 (Grasso Lane) of The Metropolitan St. Louis Sewer District. BE IT FURTHER RESOLVED that special benefit assessments for the entire cost of such improvement be levied against all land in the above described Special Benefit Subdistrict No. 53, whether public or private, in the proportion that each such lot or parcel of land bears to the entire benefited area of such Special Benefit Subdistrict No. 53, exclusive of public streets, roads and alleys. BE IT FURTHER RESOLVED that a public hearing be held within said Special Benefit Subdistrict to afford all persons interested in said improvement an opportunity to be heard; that such hearing shall be held at such time and place as the Executive Director shall determine, but not less than ten nor more than thirty days after the adoption of this resolution; and that notice of such hearing shall be given by the posting of notices in not less than three public places within the boundaries of said Special Benefit Subdistrict. The foregoing Resolution was adopted October 22, 1958.
