WHEREAS, the Board received a petition from property
owners in St. Louis County for the construction of sanitary sewers
to serve such area, and
WHEREAS, investigation showed that such area is not
adequately served by such sewers and that the public health is
affected, and
WHEREAS, the Board created a special benefit
subdistrict by Resolution No. 227, adopted January 22, 1959, in
response to such petition, and
WHEREAS, as a result of the public hearing directed by
such Resolution it is necessary to redelineate the area to be
served by such sewers, and
WHEREAS, it is now estimated that the probable cost of
installation of such sewers will be approximately Fifty Thousand
Dollars ($50,000.00) and that the most practicable method of
payment therefor is by special tax bills, or other evidence of
special benefit assessments upon the land benefited by such
installation,
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 227,
adopted January 22, 1959 be, and the same is hereby, repealed.
BE IT FURTHER RESOLVED that the construction of
adequate lateral sanitary sewers in the area described below is
necessary in the interest of the public health; that such sewers
shall consist of approximately 3,740 lineal feet of 8 inch pipe,
which shall be capable of efficiently serving or draining the

entire local drainage area; that the estimated probable cost of
such improvement is Fifty Thousand Dollars ($50,000.00); that the
entire cost of such improvement shall be paid for by special tax
bills or other evidence of special benefit assessments upon the
land benefited by such improvement; and that such improvement be
constructed in St. Louis County in the area described as follows:

COLLEGE AVENUE
Beginning at a point, said point being the intersection
of the northernmost line of Hord Avenue, 60 feet wide, with the
west line of College Avenue, 60 feet wide; thence northwestwardly
along said northernmost line to the westernmost corner of Lot 41
of Block 2 of Blewett Park Subdivision as recorded in Book 18 on
Page 38 of the St. Louis County Records; thence northwardly along
the west line of said Lot 41 and said line produced northwardly to
the northwest corner of Lot 19 of said Block 2; thence eastwardly
along the northernmost line of said Lot 19 and said line produced
eastwardly across Blewett Avenue 50 feet wide to the easternmost
line of said Blewett Avenue; thence northwestwardly along said
easternmost line to the westernmost corner of Lot 65 of Block 1 of
said Blewett Park Subdivision; thence northeastwardly along the
northwest line Lot 65 of said Block 1 to the northernmost corner
of said Lot 65; thence southeastwardly along the southwest line of
Lot 5 of said Block 1 to the southernmost corner of said Lot 5;
thence northeastwardly along the southeast line of said Lot 5 to
the easternmost corner of said Lot 5; thence southeastwardly along
the southwest line of Mary Avenue, 60 feet wide, to the
northernmost corner of Lot 10 of said Block 1; thence
southwestwardly along the northwest line of said Lot 10 to the
westernmost corner of said Lot 10; thence southeastwardly along
the southwest lines of Lots 10 through 15 of said Block 1 to the

southernmost corner of said Lot 15; thence northeastwardly along
the southeast line of said Lot 15 to the southwest line of Mary
Avenue; thence southeastwardly along said southwest line of said
Mary Avenue to the easternmost corner of a tract of ground now or
formerly owned by Elbert H. and Carrie B. Keyes as described in
Deed Book 3685 on Page 195 of the St. Louis County Records; thence
southwestwardly and westwardly along the southeastern and southern
line of said Keyes property to the southwestern corner of said
Keyes property; thence westwardly in a straight line to the
northernmost corner of Lot 7 of Pohlmann Subdivision as recorded
in Plat Book 15 on Page 39 of the St. Louis County Records; thence
southwestwardly along the northwest line of said Lot 7 to its
intersection with the southeastward projection of the northeast
line of a lot now or formerly owned by Daniel W. and Elizabeth M.
Walker as recorded in Deed Book 2389 on Page 322 of the St. Louis
County Records; thence northwestwardly along said projection to
the easternmost corner of said property; thence southwestwardly
along the southeast line of said Walker property to the
southernmost corner of said Walker property; thence
northwestwardly along the northernmost line of said Hord Avenue to
the point of beginning.

such facilities to flow into or be connected with existing lateral
sanitary sewers located approximately 100 feet outside of the
aforementioned area, which area shall be the area benefited by
such improvement and which is hereby designated as Special Benefit
Subdistrict No. 70, (College Avenue) of The Metropolitan St. Louis
Sewer District.
BE IT FURTHER RESOLVED that special benefit assessments
for the entire cost of such improvement be levied against all land
in the above described Special Benefit Subdistrict No. 70, whether
public or private, in the proportion that each such lot or parcel
of land bears to the entire benefited area of such Special Benefit
Subdistrict No. 70, exclusive of public streets, roads and alleys.
BE IT FURTHER RESOLVED that a public hearing be held
within said Special Benefit Subdistrict to afford all persons
interested in said improvement an opportunity to be heard; that
such hearing shall be held at such time and place as the Executive
Director shall determine, but not less than ten nor more than
thirty days after the adoption of this resolution; and that notice
of such hearing shall be given by the posting of notices in not
less than three public places within the boundaries of said
Special Benefit Subdistrict.
