Introductions IntroduCtions were made at this time. 2. · Approval of the October19, 2017 Committee meeting minutes Councilman Hussey moved and Councilman Fitzwater seconded to approve the October 19, 2017 minute$, motion carried. 3. New Business 1. Transit Study Recommendations (Mark Mehmert) Mr. Mehmert explained staff has reviewed the recommendations provided by the Lochmueller Group for the transit system including weekday evening service, Saturday service, route modifications, recertifying Handiwheel riders, and fare increases. There was discussion among Committee members and staff regarding the recommendations. Staff will evaluate the recommendations and bring them back to the Committee for future consideration. Minutes/Jefferson City Public W orks and Pla nnin g Committee December 7 , 20 17 2. Permit Fee Update for Downtown Electric (Britt Smith) Mr. Smith ex plained staff is requesting the Committee's approval for an ordinance governing the use and fees associated with the newly constructed electrical services with the Downtown . Councilman Hussey moved and Councilman Prather seconded to refer the code amendment to the City Council with recommendation to approve, motion carried. 3. Martin Luther King Memorial Bench (Britt Smith) Mr. Smith explained staff is requesting the Committee's concurrence for the placement of a memorial bench on the City's right-of-way near the intersection of Lafayette Street and Stadium Boulevard . There was discussion among Committee members, staff and those present regarding local groups and business agreeing to provide funding toward the purchase of the bench. Mr. Halsey thanked the Mayor and staff for getting a memorial for Mr. King . 4. Floodplain Management Code Update (Don Fontana) Mr. Bange explained staff is asking the Committee to approve the proposed changes to the Floodplain Management Code. 2 There was discussion among Committee members and staff regarding the SEMA Community Assistance Visit and the current City Code not adequately addressing procedures for issuing , tracking and recording floodpla in development. Councilman Prather moved and Councilman Mihalevich seconded to refer the code changes to the City Council with recommendation to approve , motion carried . 5. Yard Waste Facility Update (David Grellner) Mr. Grellner e x plained the current yard waste drop off and compost site facility contract will be coming to an end on October 31, 2018. Staff has been condu cting a yard waste facility survey to find out the needs of the cit izens of Jefferson City for yard waste disposal and found that 60 percent used the facility several times a year, they liked the location , and want it to remain free for citi z ens. There is also interest in a curbside yard waste pi ck-up option and additional advertising of the service . Staff is preparing a new request for proposal for a new contract which will begin on Nove mber 1, 2018. 6. 2018 CDBG Policy & Procedures Manual (Jayme Abbott) Ms . Abbott e x plained in accordance with City Code, a Policy and Procedure Manual is to be adopted annually by resolution prior to the CDBG program year. The manual will be included on the December 18 , 2017 Council agenda for consideration of adoption via resolution . Minutes/Jefferson City Public Works and Planning Committee 3 December7, 2017 Councilman Hussey moved and Councilman Fitzwater seconded to refer the 2018 CDBG Policy & Procedures Manual to the City Council with recommendation to approve, motion carried. 7. Monroe Street Report (David Bange) Mr. Bange explained staff is looking to the Committee for direction as to how, or if, they would like to proceed with improvements to Monroe Street between Highway 50 and Woodlawn Avenue. This is in response to Councilman Mihalevich's request to look into the issues and costs associated with upgrading Monroe Street. There was discussion among Committee members, staff and those present regarding acquiring properties, funding, and design. Councilman Mihalevich requested this item be postponed to the next Committee meeting and have staff advise of updates. *Councilman Fitzwater left the meeting at this time (8:30a.m.). 4. Other Topics 1. Water Main Leak Report (Britt Smith) Mr. Smith referred Committee members to the report included in the packet. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues Mr. and Mrs. Branson spoke regarding stormwater concerns in the backyard of their property. There was discussion among Committee members, staff and the Branson's regarding various stormwater issues within the City, staff providing technical assistance to citizens with issues including plantings in the drainage way for a long term solution, and natural drainage ways being the property owners responsibility. 6. City Staff is looking to the Committee to support the recommendation to approve the permissive use of Right of Way request by Extenet Systems, Inc. for the installation of communication equipment on an Ameren owned utility pole and the installation of a hand hole at the base of the pole . The pole in question is located on the right of way adjacent to 1310 E. McCarty Street wh ich is currently home to the Samaritan Center. While a typical application to install this type of communications equipment would require zoning review , state law limits municipalities ' authority to "regulate the placement , modification , or collocat ion of any new wireless facility on new, exi sting , or replacement poles owned or ope rated by a util ity ." City staff is proposing that at a minimum the sidewalk and street repairs be undertaken and the electrical service to the 100 Block of West High and the intersection of High and Madison . The question is being raised because the lowest of the three bids received for this project was $400 ,000 over the engineer's estimate of 1.2 million and exceed the money that was appropriated for this project. Staff views this project as consisting of three main components, namely , the sidewalk repair, the street re pair, and the festival electric . In general terms the sidewalk repa ir accounts for $500 ,000 of the total cost, while the street repair and restriping accounts for $440,000, with the electrical system making up $585,000 of the cost. With the liability issues creat ed by the offsets and other defects in the sidewalk staff is proposing that the sidewalk repair remain part of the project. While there are no legal ramifications associated with the street it would seem that this portion of the project would also remain intact. Of the $440,000 that is attributab le t o th e s t reet repair $136,000 is related to the overlay and not the subsurface repair. Fundin g th e overl ay portion of the proj ect with sales tax funds ea rmarked for that purpose leaves the combinat ion of sidewalk a nd street rep air cost at roughly $775 ,000 or $153 ,000 above what has currently been appropriated for the project. Th is project was designed to include an electrical system for the enhancement of street fest ivals. This syste m cove rs four se parate blo cks and co uld be broken down along those lines if it is desi red to construct portions of the system. Based on the comments that we have received it is our understanding that the most desired po rtion of the electrical system is the power to what is the food court area in the 100 block of West High Street. The cost of the system that has been designed for that area is $157 ,000 . Th e second mo st des ired area t o our knowl edge is th e supp ly of power to the in tersection of Mad ison and High to s upport th e musica l events stag ed at that intersection . Staff has spoken with the low bidder, Sam Gaines Construction, to ascertain if there are elements within the plan that could be changed that would result in a lower overall project cost. These include such items as project timing, the extents of areas closed at any one time, availability of staging areas or areas to park equipment, working hours, or the sequencing of the construction. At this time the contractor is evaluating the possibilities and intends to have information back to us by the time of the meeting. City Staff is asking the Committee support its recommendation to allow Scholastic Inc. to construct a water quality basin, install a stormwater pipe , and construct a haul road on City owned property at 3025 Robinson Road which was purchased for Fire Station #2 . A portion of a parking lot owned by Scholastic adjacent to the property owned by the City on Robinson Road collapsed early last year. Scholastic has retained the services of CMPS to design the reconstruction of this parking lot. CMPS approached the City to ascertain if there were ways to work with the City to meet the water quality requirements of both the reconstructed parking lot and the new fire station . After several iterations we have the outline of an agreement that would allow Scholastic to meet their water quality requirements with the construction of a slow release basin on City owned property which will also allow the City to meet its water quality requirements for fire station . In lieu of payment for the benefit received from the water quality bas in, the City will allow Scholastic to access their construct ion site through City property . The City would permit this activity through the granting of a permanent easement to allow Scholastic to pipe wate r to the basin and temporary easements for the remainder of the work. The benefit to the City is that we will be able to meet our water quality requirements at no direct cost and for Schol astic they are able to control th e stormwater from their parking lot and may avo id damage to the remai nder of their lot caused by construction vehicles . Smith, P.E. ~ 2018 Street Resurfacing Program Staff requests the committee's endorsement of the attached street resurfacing and seal coat plans for the coming year. As the committee will note, the plan includes the street scheduled for work in the coming year as well as a working plan for streets to be considered in the future years of FY2019 and FY2020. In the Y2 cent sales tax the City allocates $1 .2 million each year for the street resurfacing program. To carry out this program, staff gathers information from various sources including personal observation as well as concerns raised by citizens . The resulting list is then evaluated against other factors such as condition ; use ; ride quality ; as well as planned future projects by the city, developers and/or utility companies in an effort to determine the most cost effective plan meeting the greatest needs . With approval from the committee, staff intends to bid the resurfacing work in the coming weeks . During routine maintenance by our Central Maintenance shop , it was discovered each truck had a cracked frame and can no longer be legally driven on the street (photo attached). The trucks are 19 (1999) and 20 (1998) years old and have been requested for replacement in the last few budget years. We typically assign a 15 year life cycle to these type trucks . We have now removed the trucks from the service fleet. Parking of the trucks creates various issues depending on time of year. In the w inter months these trucks are utilized as backup snow plows if/when other plow t rucks have breakdowns and also do the hauling for construction materials and street sweeping when snow is not an issue . During construction months (typically beginning in March) the trucks are heavi ly used for construction such as street/curb repair and storm water repair . They also continue to haul st reet sweepings . This winter and coming summer we had anticipated higher usage due to the adding the stormwater repair crew. It typically takes approx imately 120-150 days to receive new trucks once ordered . In the mean while the production of our streetlstormwater construction crews will drop as well as our sweeping crews . We plan to continue these efforts however it w ill slow the progress of the work as the crews wait on truck availability . To help minimize the productivity issue we also propose to utilize private hourly cont racts in which a contractor will supply a truck and driver. Those services are proposed to be paid from our material funds . Staff will limit the usage as much as practical. We also investigated renting trucks , however, this is not common practice and none are available. With your concurrence I will work with Finance to prepare the documents nee ded to place the item on the Council agenda , so that the truck order can be placed as soon as practical. With the pending purchase of code enforcement software, staff began to review other City landlord and abandoned building registration processes such as City of Bel-Ridge. Based on research and state statute, staff identified ways to amend our City Landlord Registration and Abandoned Buildings Articles to strengthen code enforcement, clarify expectations and improve communications with landlords and abandoned building owners. A brief summary of each section is as follows: A. Chapter 8, Article VII Landlord Registration >-Amends Sec 8-101 Registration Required-the code currently requires owners of any rental dwelling to register as a landlord. The amendment would r equire updating registration and contact information annually between january 1 and 31. By registering annually will ensure the City has current and proper contact inform ation. The City will also b e able to use contact information for distribution of educational material and other information. >-Amends Sec 8-102 Registration Process-Outlines information required from landlord's as p art of registration. The full name, address, telephone number, and email address of a local agent or representative authorized by the owner to handle the affairs of the propertv. The local agent or representative shall be an individual over the age of 18 years. For the purpose of this subsection, "local" shall mean a person who resides within the City of Jefferson or within fifty <SOl miles of the City limits and may be one of the owners. If the local representative is not an owner, the owners shall provide proof that the local representative is authorized to act on the owner's behalf. Sec. 8-103. Penalty for Failure to Register Any person who fails to register, or renew a registration, within 30 days of being required to do so, within 30 days of being required to do so, for one or more properties, shall be guilty of an ordinance violation and shall be fined not less than $25.00 per day. Each subsequent day shall be considered a separate violation. Prior to charging any person with violating this section, the City Preseeuter City Administrator or his or her designee shall notify the accused of the violation and give the accused ten days to register, if the accused shall register within the said ten days then this shall be a complete defense to the charge. Findings The City Council determines that the presence of vacant and abandoned structures creates an element of neighborhood blight. It is recognized that blight lowers property values, leads to deteriorating housing conditions, undermines the quality of neighborhood life, affects the public health, safety and general welfare and can also result in human injury and criminal activities. It is also determined that vacant and unoccupied structures occupy an inordinate amount of City administrative and ordinance enforcement resources. As such, the City Council finds the prolonged presence of vacant and abandoned structures to be unacceptable to the citizens of Jefferson City. Sec. 8-151. Definitions As used in this chapter: A. "Abandoned structure" means any building which, including an accessory building, including buildings owned, operated, or subsidized by public or nonprofit agencies, which: I. has been unoccupied for a period of at least ninety (90) consecutive days; and 2. which also meet at least two of the following conditions: a) not secured; or b) Is fire damaged to an extent which prohibits safe human occupancy; or c) Is the site of loitering or vagrancy; or d) Demonstrates a lack of property maintenance and upkeep as evidenced by one or more violations of the City Code; or e) Has been boarded up for at least ninety (90) days; or f) Has taxes in arrears to the City for a period of time exceeding 365 days; or g) Has water and/or electricity that has been disconnected; or h) Is structurally unsound; or i) Is a potential hazard or danger to persons. B. "Accessory building" means a subordinate structure on the same premises as the main structure, the use of which would be naturally and normally incidental to that of the main structure, whether the main structure is an Abandoned Structure or not, such as, but not limited to, a garage, barn or storage shed. C. "Director" means the Director of Planning and Protective Services or his or her designee. D. "Owner" means any person with a legal or equitable ownership interest in the structure. Rev. I 10312018 3 E. "Secured" means a building which has all points of entry into the structure either: 1. Closed by use of windows and doors which are in proper working order, intact, without holes, broken elements, and are locked; or 2. Are secured by clear polycarbonate sheeting in compliance with this chapter. Sec. 8-152. Registration Owners of Abandoned Structure shall register such properties with the City and pay an administration fee. Registration shall occur upon the building meeting the requirements set forth in this Article, and in no event more than 15 days after notice by the City that the property is required to be registered. The duty to register an Abandoned Structure shall not require prior notice to the owner by the City. Registration of an Abandoned Structure does not preclude the City from taking appropriate actions to secure the property or to issue orders to repair or abate dangerous, hazardous or unlawful conditions or from acting to eliminate an imminent hazard to public health and safety. Sec. 8-153. Registration Information A. For each Abandoned Structure each owner shall register with the City and provide the following information on an Abandoned structure Registration Form available from the City: 1. An owner shall notify the City and file an amended form within seven days of any change in the registration information required by this section. Sec. 8-154. Registration &Bd .~dmi&istF&ti,.;e Fee A. An owner of an Abandoned Structure, whether registered or not, shall pay an Abandoned Structure registration fee MEl aH aEimiRistrative fee, the amounts of which shall be established by the City Administrator, for the time during which such structure remains an Abandoned Structure. B. The Director shall investigate any propertv that may be subject to registration. Based upon his findings, the Director may register propertv as a vacant residential structure subject to this Chapter. C. Within five (5) business days of such registration, the Director shall notify the owners of the registered propertv by mail at their last known address according to the records of the City of Jefferson and Cole County. Such notice shall state: 1. A description of the propertv registered; 2. A description of the abandoned building criteria found on the propertv; 3. The fact that a semi-annual registration fee has been levied on the propertv; and 4. The amount of the semi-annual registration fee. D. Within thirty (30) days of the date of notification, the propertv owner may complete any improvements to the property that may be necessary to remove the propertv from registration under this Chapter and may request a inspection of the property and reconsideration of the leVY of the registration fee. Upon receipt of a written request for reconsideration of the leVY of the registration fee which sets out the reasons claimed by the property owner as to why the registration fee should be waived, the Director may waive leVY of the registration fee following timely compliance. E. Aopeal of Registration and/or Reconsideration To City Administrator. Within thirty (30) days of the date of such notification or within thirtv (30) days of the date of reconsideration by the Director, the propertv owner may appeal the decision to the City Administrator. The decision of the City Administrator shall constitute a final administrative decision pursuant to Section 536 of the Revised Statutes of Missouri. F. There is hereby established and assessed a semi-annual fee in the amount of two hundred dollars ($200.00) imposed on all owners of property registered under this Chapter. B. Owner Responsible. It shall be the joint and several responsibility of each owner of propertv registered pursuant to this Chapter to pay the semi-annual registration fee. C. Accrual of Fee. The registration fee shall begin to accrue on the beginning of the second (2°d) calendar quarter after registration by the Director or reconsideration by the Director; however, in the event that an appeal is filed with Circuit Court, the registration fee shall begin to accrue on the beginning of the second (2n; calendar quarter after the final decision of the Circuit Judge or court of competent jurisdiction. D. Billing Procedures-Late Penalties. The Finance Department shall cause to be mailed to the owner of propertv registered under this Chapter, at his/her last known address, a bill for the semi-annual registration fee. The fee shall be due and payable within thirtv (30) days of mailing. In addition to any other penalties provided by law, if an owner fails to pay the fee assessed for such property within thirtv (30) days of the date of mailing, a late payment fee of twenty-five dollars ($25.00) per month shall be assessed for each month during which the fee remains unpaid. E. Failure to Pay Fee Unlawful. It shall be unlawful for any owner of propertv registered pursuant to this Chapter to fail to pay the registration fee imposed for such property. Any person found guilty of failing to pay any required fee shall be punished as provided in Section 1-13 of the City Code. F. Collection of Delinquent Fees-Lien on Propertv and Other Effects of Delinquent Fees- Foreclosure Proceedings. I. Rev. 110312018 Action to Recover. In addition to any other penalties provided by law, the City may initiate and pursue an action in a court of comoetent jurisdiction to recover any unpaid fees, interest and penalties from any person liable therefore and, in addition, 6 may recover the cost of such action. including reasonable attorney fees. 2. Lien on Propertv. Any unpaid or delinquent fees. interest and/or penalties. whether or not reduced to judgment, shall constitute a lien against the propertv for which the fee was originally assessed until the same shall be fully satisfied. The City Clerk is authorized to take all steps necessarv to file and perfect such liens as may be required or directed by the Director from time to time. 3. Obtaining Permits Prohibited. In addition to any other penalties provided by law, if an owner fails to pay the fee assessed for such propertv. including any late payment fee subsequently imposed. within sixty (60) days of the date of mailing of the initial bill, said owner shall not be permitted to apply for, obtain or renew any City license or permit of any kind until such delinquency has been satisfied. 4. Foreclosure. Any registration fees which are delinquent for a period of one (1) year shall be subject to foreclosure proceedings in the same manner as delinquent real propertv taxes. The owner of the propertv against which the assessment was originally made shall be able to redeem the propertv only by presenting evidence that the violations of the applicable Citv Code cited by the Director has been cured and presenting payment of all registration fees and penalties. 5. Sale of Propertv. Upon bona fide sale of the propertv to an unrelated partv, the lien on such propertv for the registration fees shall be considered released and the delinquent registration fee forgiven. Sec. 8-156. Securing Structures All Abandoned Structures must be secured upon qualifying as an Abandoned Structure, or upon notice that the building must be registered as an Abandoned Structure, or upon order of the Director of Planning and Protective Services or his or her designee. A. A City order to secure an abandoned property shall be complied with by the owner within seventy- two hours. If the securing has not been completed or does not comply with the requirements for securing the structure under this chapter, the City shall secure the structure and the City shall bill the owner of record for all costs incurred, including service fee and administrative costs. The amount so billed may be assessed as a lien against the property and shall also be a personal debt against the owner of the abandoned property. B. If any structure previously ordered secured and then subsequently secured by the City shall thereafter become unsecured without the consent of the City, the City shall re-secure the structure. The costs of re-securing the structure shall be assessed against the owner as a lien against the property and shall also be a personal debt against the owner of the abandoned property. C. Clear polycarbonate sheeting shall be placed over all points of entry on an Abandoned Structure such that all exterior openings suitable for animal or human entry are secured as follows: 1. On all first story and ground accessible points of entry, such shall be secured by use of clear polycarbonate sheeting or its equivalent, of approved thickness, cut to the size of the opening and secured by the use of an appropriate mounting system; and 2. I 103120 I 8 On entry points being secured above the first story or were not accessible from ground level, such shall be secured by use of clear polycarbonate sheeting or its equivalent of approved-thickness, cut to the size of the opening and secured by the use of an appropriate mounting system. 7 (Ord. Right of Entry and Inspection If the owner has failed to secure a property and it has been secured by the City, the City may enter or reenter the structure to conduct necessary inspections to insure compliance with the requirements of this chapter and to determine ifthere are any emergency or hazardous conditions. Sec. 8-158. Reuse and Occupancy No Abandoned Structure shall be reoccupied until inspected and found to be in full compliance with all applicable City codes and a Certificate of Occupancy is issued by the City. Sec. 8-159. Responsibility for Violations All nuisance, housing, building and related code violations will be cited and noticed to the owner of record and shall become the owner's responsibility to bring in compliance. If the owner sells or otherwise disposes of the property to another party, the new owner shall not be entitled to any extension of time to correct or address such violations as existed at the time of sale, transfer or conveyance of the property. Sec. 8-160. Penalty A. A person who fails to comply with the requirements of this Article is guilty of an ordinance violation and shall be subject to a fine of not more than Five Hundred Dollars ($500) or up to ninety (90) days in jail, or both, for each offense. B. In addition to any other penalty provided, the City may enforce this Article by a suit for an injunction. C. Prior to charging any person with violating the registration requirement in Article VIII, the City Prosecutor shall notify the accused of the violation and give the accused ten days to register, if the accused shall register within the said ten days then this shall be a complete defense to the charge of failure to register. In order to provide space for the contractor to stage equipment and materials the State is planning on closing the drive around the south side of the Capitol building . City Staff first learned of th is project about two months ago and has made numerous attempts to help the State und erstand and mitigate th e impacts that this will have to th e traveling public with no appreciable su ccess . City staff went as far as to cre ate a traffic control plan for them that would have routed all traffic around the north e rn side of the Capitol but that plan was rej e cted . To conduct their voluntary review of our Building Regulations Division, a lengthy questionnaire was requested to be filled out by city staff. ISO staff also made a site visit to clarify the questionnaire answers on August 29, 2017. Their :fmal results were sent on November 8, 2017. The detailed report is posted on the city's web site at: http://www. jeffersoncityrno.gov/governrnent[building regulations/buil ding permit reports. php The ISO review uses a ''Building Code Effectiveness Grading Rating Schedule" (B CEGS) and rated our community at "99" for 1 and 2 family residential construction and a "4" for commercial property construction. The "99" score represents a "non-score" since we do have a residential building code program, but does not conform to the scope of the p rogram. The major non- conforming item noted is not requiring structural details to be submitted for r esidential building permit applications. The "4'' score for commercial is on a 1 to 10 scale, with 1 being the highest score. The "4" score is within 5 8 % of the municipalities rated nationwide. In talking with local insurance representatives, they indicated that Jefferson City currently has the best (lowest cost) insurance rates for property. These insurance rates are based upon multiple factors, including the Fire Department's ISO rating which is rated separately from Building Regulations. In general, insurance rates for structures within Jefferson City are usually factored better than structures in the county. Even though Jefferson City has the best insurance rates, the insurance companies still operate at a profit with acceptable loss ratios (loss or claims paid divided by premiums). According to the Missouri Department oflnsurance's web page, the 2010 loss ratio for Missouri's homeowners insurance was 58.4% while nationwide it was 60.5%. The commercial multi-peril loss ratio was 48.4% with nationwide at 45.1 %. So even though the community has the best rates, there is an acceptable loss factored in to make the company profitable. Upon receipt of the ISO review, an initial analysis was performed by city staff to see what would need to be done to maintain or improve the rating. This analysis is attached to this memorandum for consideration of a future action plan. Some budget requests will be necessary to improve areas while other areas of improvements can be absorbed within current allocated resources. We would be glad to discuss the details of the report in the future with the committee if desired. Thank you. Currently there is a zero dollar ($0) contract with New World for collecting, processing, and marketing newspaper, magazines and cardboard from six different locations for a total of nine (9) containers. Over the last several years, the contractor has not serviced the containers in accordance to the contract; which often leads to full containers and illegal dumping. Per the contract, each of the containers is to be picked up and transported once a week on Monday. In addition the containers located at the City Hall East parking lot are to be picked up again on Friday. Although the City is not paying New World Recycling for their services, the contractor is only able to recycle cardboard for money. History: The containers were purchased in the 1990's as part of a recycling grant to provide City residents an option for recycling cardboard, newspaper, and magazines. The containers condition is in rough shape as they are rusted, will require maintenance, and have outlived their useful life. There are currently no fUnds dedicated to the maintenance of these containers. In November 2009, single stream recycling (grey top carts) was offered through our current provider, Republic Services. Since City residents are provided single stream recycling which accepts the newspaper & cardboard, the main users of these containers are businesses and/or county residents. On multiple occasions staff found cardboard boxes with mailing labels dumped outside the containers. In these instances staff will notitythe business with nuisance letters for illegal dumJ)ing. The current contract with Republic Services granted exclusive right to provide solid waste collection including recycling (except fore-waste, household hazardous waste, white goods or glass recycling). When the contract took effect in 2016, recycling businesses such as Kingdom Projects were notified of Republic's exclusive contract. Kingdom Projects is a sheltered workshop that picked up cardboard recycling from businesses and other entities for free. Options: The following are possible options for addressing the over-fill of containers: 1. Relocate all fire station containers to City Hall. This option would increase the number of containers available at City Hall which is one ofthe most utilized locations. This option does not address overall cardboard pickup and illegal dumping. In addition, the container areas at fire stations are not lit which may pose safety concerns. 2. Remove Ripple Glass containers from Hyde Park and McKay Park and relocate fire station containers to those locations. Due to illegal dumping at these locations, park staff indicated concerns for perception of a clean park. By removing the fire stations containers will provide additional containers at the parks. This option does not address overall cardboard pickup and illegal dumping. 3. To curb illegal dumping add cameras to each location. This option does not address overall cardboard pickup issue. 4. Have Republic Services pick up the cardboard recycling containers on a schedule. This option would include a contract amendment. Republic Services estimated cost of $34,000 to service all 9 containers. The breakdown is $95 per load servicing biweekly for a total of 360 I oads per year. S. Eliminate the cardboard recycling program. Staff Recommendation: Staff recommends option 4, having Republic Services pick up the cardboard recycling containers on a schedule. Since 2016, Republic Services complete the pickup of the Ripple Glass Containers on a bi-weekly basis. With this process there has not been any issue of the glass containers being serviced in a timely manner or overfilled. To save money the number of containers could be scaled back and/or the containers with multiple sections for newspaper, plastics and cardboard be modified to only accept cardboard. This past fall, a survey was conducted and over 850 citizen responses were received regarding yard waste drop-off in Jefferson City. Staff has reviewed the information submitted from the survey and is developing a draft for the request for proposal. Costs will be requested on the following options for each of the five years based on: • No charge to city residential users for yard waste drop-off and pick up of mulch and compost; shall charge non-city residents and businesses for use of the facility. • Cost proposal requested for drop off fees for yard waste disposal for non-city residents and all businesses. • Curbside on Demand Yard Waste Pick-Up. Requested cost proposal for a customer fee based curbside on demand pick-up option for residents. Resident can request a special yard waste pick-up from the contractor on a demand basis only for a fee. • No charge to City of Jefferson departments for dropping off of yard waste at the facility. The Missouri Blvd route is heavily used by U-Pass participants , accounting for nearly 62% of U-Pass rides . JEFFTRAN staff and LU staff are working together to market and promote the U-Pass . JEFFTRAN staff has sent out a press release about the pilot program , and are putti ng flyers (copy attached) in bus shelters as well as placing advertisements i n the buses themselves. A Facebook ad campaign will run for two weeks , February 16 to March 2 . LU staff have distributed email blasts to staff and students and placed flyers in common areas around the University.
