HomeMy Public PortalAbout2018-02-051 REGULAR COUNCIL MEETING, FEBRUARY 5, 2018 CALL TO ORDER The Regular Council Meeting of February 5, 2018, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Ward Absent: Wiseman A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Fitzwater, seconded by Councilman Hussey, to adopt the agenda. The motion to adopt was approved unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments made at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Mayor Tergin announced the Special Olympics Beam Signing Ceremony that took place this week.  Mayor Tergin introduced Ian Zollinger, the City of Jefferson’s new City Planner. 2 REGULAR COUNCIL MEETING, FEBRUARY 5, 2018  Councilman Schreiber thanked everyone involved in the construction and dedication of the new Martin Luther King, Jr. memorial bench. The dedication was held on January 23rd.  Councilman Schreiber announced the 62nd Annual Lions Club Ham and Bean and Chili Lunch scheduled for this Wednesday, February 7th. The lunch begins at 11:00 A.M. at Sellinger Center. Finance Committee Announcements  Councilman Mihalevich announced the February Finance Committee meeting scheduled for Thursday, February 8th at 7:30 a.m., Boone-Bancroft Room, City Hall. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Mayor Tergin introduced the new Lincoln University Student Representative, Caroline Wanjiru. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: January 16, 2018 b. Renewal (Year 5) $64,160 Lease Amendment with Fischer Grain Farms for Wastewater and Airport Properties in North Jefferson City c. Authorize $37,609 Purchase of Eleven Bus Shelters ($3,419 each) from Duo - Guard Industries, Inc. d. Authorize $33,802 Purchase of Manhole Frames, Covers, Etc. from Deeter Foundry of Lincoln, NE A motion was made by Councilman Graham to approve the Consent Agenda as presented, seconded by Councilwoman Ward, and approved unanimously. BIILLS INTRODUCED 2017-111 sponsored by Councilman Henry, entitled: AN ORDINANCE AUTHORIZING THE MAYOR AND CLERK TO EXECUTE AN AMENDMENT TO A GRANT AGREEMENT BETWEEN THE CITY OF JEFFERSON AND THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR THE PURPOSE OF ADDING PROJECT TIME TO THE RUNWAY REHABILITATION 3 REGULAR COUNCIL MEETING, FEBRUARY 5, 2018 PROJECT AT THE JEFFERSON CITY MEMORIAL AIRPORT. 2017-112 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 4.98 ACRES OF LAND ADDRESSED A S 734 SOUTH COUNTRY CLUB DRIVE FROM RS -1 LOW DENSITY RESIDENTIAL TO PUD PLANNED UNIT DEVELOPMENT AND APPROVING A PRELIMINARY PUD PLAN FOR SAID PROPERTY. 2017-113 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI PROV IDING FOR THE VOLUNTARY ANNEXATION OF REAL PROPERTY CONTIGUOUS TO THE PRESENT CITY LIMITS, INTO THE CITY OF JEFFERSON, MISSOURI, LOCATED IN THE 3500 BLOCK OF CHAPEL HILL ROAD; AND AMENDING SECTION 1 -17 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, DEFINING THE EXISTING CITY BOUNDARY BY ADDING ONE NEW SUB-SECTION PERTAINING TO THE SAME SUBJECT. RESOLUTIONS RS2017-23, sponsored by Councilman Henry entitled: 4 REGULAR COUNCIL MEETING, FEBRUARY 5, 2018 A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR THE RECREATIONAL TRAILS PROGRAM GRANT A motion was made by Councilman Prather for adoption of Resolution RS2017-23, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Ward Nay: None Absent: Wiseman RS2017-24, sponsored by Councilman Graham entitled: A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR THE FIRE ACT GRANT A motion was made by Councilwoman Ward for adoption of Resolution RS2017-24, seconded by Councilman Graham, and approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Ward Nay: None Absent: Wiseman PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Jane Beetem informed the City Council that the first Local Historic District application was submitted on January 25th for the School Street neighborhood.
