REGULAR COUNCIL MEETING, FEBRUARY 5, 2018
CALL TO ORDER
The Regular Council Meeting of February 5, 2018, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, and Ward
Absent: Wiseman
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Fitzwater, seconded by Councilman Hussey, to
adopt the agenda. The motion to adopt was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous agenda items at this time.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments made at this time.

Announcements and Events
Mayor Tergin announced the Special Olympics Beam Signing Ceremony that
took place this week.
Mayor Tergin introduced Ian Zollinger, the City of Jefferson’s new City Planner.

Councilman Schreiber thanked everyone involved in the construction and
dedication of the new Martin Luther King, Jr. memorial bench. The dedication
was held on January 23rd.
Councilman Schreiber announced the 62nd Annual Lions Club Ham and Bean
and Chili Lunch scheduled for this Wednesday, February 7th. The lunch begins
at 11:00 A.M. at Sellinger Center.
Finance Committee Announcements
Councilman Mihalevich announced the February Finance Committee meeting
scheduled for Thursday, February 8th at 7:30 a.m., Boone-Bancroft Room, City
Hall.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Mayor Tergin introduced the new Lincoln University Student Representative, Caroline
Wanjiru.

CONSENT AGENDA
The following items were brought before the Council for approval by Consent:
a. Minutes of City Council Meetings: January 16, 2018
b. Renewal (Year 5) $64,160 Lease Amendment with Fischer Grain Farms for
Wastewater and Airport Properties in North Jefferson City
c. Authorize $37,609 Purchase of Eleven Bus Shelters ($3,419 each) from Duo -
Guard Industries, Inc.
d. Authorize $33,802 Purchase of Manhole Frames, Covers, Etc. from Deeter
Foundry of Lincoln, NE
A motion was made by Councilman Graham to approve the Consent Agenda as
presented, seconded by Councilwoman Ward, and approved unanimously.

A motion was made by Councilman Prather for adoption of Resolution RS2017-23,
seconded by Councilwoman Ward, and approved unanimously by the following roll-call
vote:

Schreiber, and Ward
Nay: None

RS2017-24, sponsored by Councilman Graham entitled:
A RESOLUTION AUTHORIZING THE CITY OF JEFFERSON TO APPLY FOR THE

A motion was made by Councilwoman Ward for adoption of Resolution RS2017-24,
seconded by Councilman Graham, and approved unanimously by the following roll-call

Jane Beetem informed the City Council that the first Local Historic District application
was submitted on January 25th for the School Street neighborhood.
