HomeMy Public PortalAbout2006-029RESOLUTION NO. 2006.029 A RESOLUTION OF THE LYNWOOD REDEVELOPMENT AGENCY DETERMINING THAT THE PLANNING AND ADMINISTRATION EXPENSES FOUND IN FISCAL YEAR 2006-2007 BUDGET UTILIZING THE LOW AND MODERATE INCOME HOUSING FUND ARE NECESSARY FOR THE PRODUCTION, IMPROVEMENT AND PRESERVATION OF AFFORDABLE HOUSING FOR LOW AND MODERATE INCOME HOUSING WHEREAS, the City Council of the City of Lynwood has heretofore adopted the Redevelopment Plan for Project Area A by Ordinance No. 945 approved July 10, 1973; and WHEREAS, the City Council of the City of Lynwood has heretofore adopted the Redevelopment Plan for the Alameda Project Area by Ordinance No. 993 on November 18, 1975; and WHEREAS, the Lynwood Redevelopment Agency has heretofore adopted the Redevelopment Plan for the Redevelopment Project Area A on July 10, 1973 and the Alameda Project Area Plan on November 18, 1975, (collectively "Redevelopment Project Areas") respectively; and WHEREAS, pursuant to Section 33334.2 (a) of the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) not less than 20% of all taxes which are allocated to the Agency shall be set aside by the Agency in a Low and Moderate Income Housing Fund and used by the Agency for the purpose of increasing, improving and preserving the community's supply of low and moderate income-housing available at affordable housing costs to people and families of low-and moderate income; and WHEREAS, pursuant to Section 33334.3 (d) of the California Community Redevelopment Law (Health and Safety Code Section 33000 et seq.) it is the intent of the California State Legislature that the amount of money spent for planning and general administrative activities from the Low and Moderate Income Housing Fund not be disproportionate to the amount actually spent for the cost of production, improvement, or preservation of Low and Moderate Income Housing; and WHEREAS, the Agency has reviewed the- staff report recommending $137,140 from the Project Area A Low and Moderate Income Housing fund towards the planning and administrative expenses for Project Area A and $137,140 from the Alameda Project Area Low and Moderate Income Housing fund towards the planning and administrative expenses; and NOW THEREFORE, BE IT RESOLVED by the Redevelopment Agency of the City of Lynwood, as follows: 1. For the fiscal year 2006-2007 budget the Agency hereby determines that it is necessary to allocate $137,140 from Project Area A Low and Moderate Housing fund for the planning and administrative expenses necessary for the production, improvement, and preservation of low and moderate income housing. 2. For the fiscal year 2006-2007 budget the Agency further determines that it is necessary to allocate $137,140 from Alameda Project Area Low and Moderate Income Housing Fund for the planning and administrative expenses necessary for the production, improvement, and preservation of low and moderate income housing. 3. The planning and administrative expenses proposed and set forth in sections 1 and 2 above within the 2006-2007 budget are directly related to the programs and activities relating to low and moderate-income housing in said Redevelopment Project Areas. 4.
