WHEREAS, the District has heretofore adopted Ordinance
No. 775 establishing the Mississippi River Subdistrict of The
Metropolitan St. Louis Sewer District, and delineating the
boundaries thereof; and
WHEREAS, it is the sense of the Board of Trustees of
the District that it is necessary, in the interest of the public
health of the District, that improvements be made in the
subdistrict established by Ordinance No. 775;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT that an improvement
in the Mississippi River Subdistrict of The Metropolitan St. Louis
Sewer District is necessary in the interest of the public health,
and that the improvement shall consist of a system of sanitary
interceptor sewers and sewage disposal and treatment plants and
works for said subdistrict. Such sewage disposal and treatment
plants and works and sanitary interceptor sewers to be of
sufficient size and capacity to provide sanitary sewage disposal
and treatment facilities for the estimated ultimate population of
the Mississippi River Subdistrict.
BE IT FURTHER RESOLVED, that, based upon the
preliminary plans prepared for that purpose available to this
Board, and upon the advice of its Executive Director, it is
estimated the probable cost of such sewage disposal and treatment
plants and works and sanitary interceptor sewers will be Ninety
Five Million Dollars ($95,000,000.00), and that funds to pay for
such improvement should be derived from the sale of general
obligation bonds, payable both principal and interest, by and from
an annual tax on all taxable tangible property within such
subdistrict, provided such bonds are authorized by a vote of the
registered voters in the Mississippi River Subdistrict of The
Metropolitan St. Louis Sewer District at an election to be
hereafter held for that purpose in accordance with the Plan of the
District. The foregoing Resolution was adopted September 10, 1962.
