Approval of Agenda: Heidi moved and Ashley seconded approval of the agenda, as published. Motion carried on a voice vote, without dissention. Approval of Minutes: Ashley moved and Katy seconded approval of the October 4 minutes as published. Motion carried on a voice vote. New Business: 2017 meeting dates were discussed, with the following resolution. The Commission will meet on the third Tuesday of the month at noon or 5:00 PM. Three of the meetings will be at 5:00 PM, including April and September. Place will be determined. The Commissioners reviewed a mini-grant application by MOstly Opera. After discussion, Zak moved that a $500.00 mini-grant be awarded MOstly Opera for space rental, marketing or other direct operational costs. Ashley seconded. The motion carried on a unanimous voice vote. Katy moved and Casey seconded a motion in support of recommending consideration by the City Council of amending the Article XVI. CULTURAL ARTS COMMISSION to allow phone attendance for commission members. The motion carried on a voice vote, without dissent. The commission discussed 2017 Red Cross Anniversary assistance. Zak suggested that the commission would be very receptive to a mini-grant application by the organization. The commission discussed creating an "Introductory Package" for new members. Zak suggested that Amy, Kati, Don and Zak act as a sub-committee to start to create one. Officer Elections for 2017 Chair-- Zak Wilson Vice-Chair— Katy Lacy Secretary—Secretary The slate was approved by a voice vote. Old Business: The roll-over request was granted by the City Council, so this year's budget combines $6,000.00 allocation with an additional $3,600.00 rolled-over from FY 2016. The Foundation Report: As the Foundation did not meet last week, Don had no report. Adjourn: Zak adjourned the meeting at 6:00 PM. Applicant Name: Capitol City Cinema Contact Person: Kyle Loethen Telephone: 310-869-3855 E-Mail: KyleLoethen@me.com Project Information: Children's Programing Name of Project: Kids Flix Festival Amount of Request: $620 1) Detailed Project Explanation The Capitol City Cinema, a non-for profit organization, an ADA approved facility, is proposing to bring the New York International Children's Film Festival's (NYICF), Best of Fest-2016 to Jefferson City for the second time. Two years ago, the Cinema brought the New York film fest to Jefferson City with the assistance of The Cultural Arts Commission. It was a resounding success and have had requests for it to return. GKids, NY, NY is the sponsoring agency for the NYICF. The fest has been listed in numerous publications as one of the best curated kids' cinema fests in the US. The two-part fest will be shown on consecutive Saturday mornings on March 15 and 22nd or April 15 and 22 (depending on the Commission's prerogative). The target ages for the two weekend, children's fest are 3 to 7 and 8 to adult. The film programs will be marketed 2 weeks prior to the event days and specifically target preschools/daycares and grade schools in JC. Along with the above mentioned planned marketing, the films come with video trailers that will be shared with existing cinema members and the public through email blasts. The Cinema will acknowledge the Jefferson City Cultural Arts Commission's support of this worthwhile project on printed materials,as well as on social media which includes a weekly newsletter. These films will introduce participating children to new cultures, new kinds of humor, different languages and "out of the box" thinking not easily accessed any other way. The collected original films are animated, fantastical,thought provoking and the very best of children's film programming. They all strive to impart a life lesson within a creative, entertaining short film. The films are selected from award winning films from around the world. Below the films are listed with their descriptions for review. Best of the Fest- Kid Flix 1: Recommended for Ages 3—7 Two young girls find primate pals in Me...Jane and Zoo Story. Fantastical journeys provide new perspectives in One,Two,Tree, An Object at Rest, and The Girl Who Spoke Cat. Tiny creatures are both welcome and unwelcome additions to someone's home in Perfect Houseguest and The Visitors. Young Fidel reminisces about his family new and old on his Mother's wedding day in Memories of the Sea. Project Budget Film rentals: $200 X 2 programs= $400 (Cultural Arts Commission -$400) Promotion: $50 X 2 film programs=$100 (Cultural Arts Commission-$50, Cinema-$50) Film Shipping: $15 X 2 film discs=$30(Cinema-$30) Cinema Staff: $15 x 2 film programs X 3 hours=$90 (Cinema- in kind -$90) Total: $620 Requesting$500 in funds. The Capitol City Cinema will contribute to the project with cash and in-kind funds required to operationalize the 2nd weekend, children's film festival. Detailed Project Timeline: If the Cinema is granted funds and can begin in mid-March, marketing will begin March 1 and will continue thru March 11 and 18th. If the Cinema cannot begin the project until April due to internal policy deadlines, marketing will start April 1 and continue thru to April 15 and April 22. Detailed Project Explanation April is Child Abuse Awareness month, and Missouri KidsFirst holds our Pinwheels for Prevention Community Garden event every April at the Missouri Capitol. This year our event will begin at 9 AM on April 13. At the event, Missouri KidsFirst transforms the Missouri State Capitol's south lawn into a pinwheel garden. Our garden is an artwork that makes for an arresting visual, one meant to capture attention in order to raise awareness about child abuse prevention efforts. Historically, art has often been distinctly capable of raising awareness about important social issues. Knowing this, Missouri KidsFirst uses silver and blue pinwheels to create a temporary piece that grabs the public's attention in order to raise awareness and educate the public about Child Abuse Prevention. In this way, the pinwheel garden promotes art as a vehicle for positive social change. The pinwheels themselves represent hope and are intended to create a positive response in the viewers as they learn about successful child abuse prevention. This is done so that those who view the pinwheel garden at the event will leave inspired to take action to prevent child abuse in our community. While the pinwheel garden is itself temporary, Missouri KidsFirst will use pinwheels from the garden to create installments in several businesses in the Jefferson City community throughout the year. A card accompanying these installments will explain where the pinwheels originated and what they represent. We are requesting$500 to purchase pinwheels to increase the scope of the artwork and enable us to create multiple installments for display at local businesses. (Cont.) Project Description The pinwheel garden installation is the centerpiece of a broader event that engages the community by raising awareness and providing education about child abuse prevention.At the event and surrounded by the pinwheel installation, Missouri KidsFirst staff provides education that engages the community in prevention efforts. Jefferson City's mayor will be present and take part in a ceremony as we present "Standing with Children" awards to members of the community who have made extraordinary, successful child abuse prevention efforts on behalf of children in our state and community.
