Approval of Agenda: Katy moved and Heidi seconded approval of the agenda as published. Motion carried on a voice vote, without dissention. Approval of Minutes: Heidi moved and Katy seconded approval of the minutes as published. Motion carried on a voice vote. New Business: After discussion, Sarah moved and Don seconded a motion to fund Capitol City Cinema's Mini- Grant request at $450.00, with a possibility of an additional $50.00 if used for promotion of the event. The motion carried on a voice vote, without dissention. The Missouri Kids First request was tabled until the March meeting, as Zak recused himself. Old Business: The attendance by phone by-law amendment will be placed on the Administration Committee agenda, and could make it to City Council by March. Zak and kYm will meet to start a draft of the Commission member reference guide, which can be reviewed by the Commission. If Commission feedback is requested on the Greenway art installation, Zak will assure that the design is posted on Facebook. This would provide the public the opportunity for feedback. The Foundation Report: Don shared that the Foundation will hold a ground-breaking soon for the Splash Park that is slated for a summer, 2017 opening. Our project is a temporary outdoor art installation.We plant thousands of pinwheels on the Capitol lawn,transforming the space by juxtaposing the neoclassical architecture and manicured grounds with an artwork that symbolizes childhood and hope.The installation arrests the viewer's attention and allows us to raise awareness and educate the community about successful child abuse prevention. Detailed Project Explanation April is Child Abuse Awareness month, and Missouri KidsFirst holds our Pinwheels for Prevention Community Garden event every April at the Missouri Capitol. This year our event will begin at 9 AM on April 13. At the event, Missouri KidsFirst transforms the Missouri State Capitol's south lawn into a pinwheel garden. Our garden is an artwork that makes for an arresting visual, one meant to capture attention in order to raise awareness about child abuse prevention efforts. Historically, art has often been distinctly capable of raising awareness about important social issues. Knowing this, Missouri KidsFirst uses silver and blue pinwheels to create a temporary piece that grabs the public's attention in order to raise awareness and educate the public about Child Abuse Prevention. In this way, the pinwheel garden promotes art as a vehicle for positive social change. The pinwheels themselves represent hope and are intended to create a positive response in the viewers as they learn about successful child abuse prevention. This is done so that those who view the pinwheel garden at the event will leave inspired to take action to prevent child abuse in our community. While the pinwheel garden is itself temporary, Missouri KidsFirst will use pinwheels from the garden to create installments in several businesses in the Jefferson City community throughout the year. A card accompanying these installments will explain where the pinwheels originated and what they represent. We are requesting$500 to purchase pinwheels to increase the scope of the artwork and enable us to create multiple installments for display at local businesses. (Cont.) Project Description The pinwheel garden installation is the centerpiece of a broader event that engages the community by raising awareness and providing education about child abuse prevention.At the event and surrounded by the pinwheel installation, Missouri KidsFirst staff provides education that engages the community in prevention efforts. Jefferson City's mayor will be present and take part in a ceremony as we present "Standing with Children" awards to members of the community who have made extraordinary, successful child abuse prevention efforts on behalf of children in our state and community. Lincoln University's "Groove Masters" drum line provides music at the ceremony. Budget • All work for the event is done on a volunteer basis. • Our initial investment in Pinwheels: $3,200 • The Capitol grounds are made available without cost to Missouri KidsFirst. • (In-Kind donation $37.50) Local floral shop has donated 50% cost for $75 Pinwheel Window Installation and pledged same in-kind donation for post- event installations.
