AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING 4.98 ACRES OF LAND ADDRESSED AS 734
SOUTH COUNTRY CLUB DRIVE FROM RS -1 LOW DENSITY RESIDENTIAL TO PUD
PLANNED UNIT DEVELOPMENT AND APPROVING A PRELIMINARY PUD PLAN
FOR SAID PROPERTY.
WHEREAS, It appears that the procedures set forth in the zoning code relating to
zoning have in all matters been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The following described real estate is rezoned from RS -1 Low Density
Residential to PUD Planned Unit Development: Part of the Northeast Quarter of the
Southeast Quarter of Section 8, Township 44 North, Range 12 West, in the City of
Jefferson, Cole County, Missouri, more particularly described as follows: From the
northeast corner of the Northeast Quarter of the Southeast Quarter of said Section 8;
thence S84041'13"W, along the Quarter Section Line, 310.38 feet to a point on the
northerly line of the public right-of-way known as South Country Club Drive, as per
conveyance of record in Book 317, page 113, Cole County Recorder's Office and the
POINT OF BEGINNING for this description; thence continuing S84°41'13"W, along the
Quarter Section Line, 737.70 feet to the northwesterly corner of the property described

Section 2. The Preliminary PUD Plan, on file as Case No. P18001 in the
Jefferson City Planning Division, is hereby approved for the land referenced above.
Section 3. Permitted Land Uses. Permitted uses for the property shall be limited
to the permitted uses of the C -O Office Commercial zoning district. Signage and lighting
shall adhere to the allowances of the C -O zoning district.
Section 4. Common Areas and Public Land. No common areas are proposed
and no lands are dedicated to public use with this PUD Plan.
Section 5. This ordinance shall be in full force and effect from and after its
passage and approval.

Case No. P18001 -734 South Country Club Drive, Rezoning from RS-1 to PUD and
Preliminary PUD Plan. Request filed by Cole County Anhydrous Association Inc., property
owner, and The Missouri Soybean Association, applicant, for a rezoning of 4. 76 acres from RS-1
Low Density Residential to PUD Planned Unit Development and a Preliminary PUD Plan to
construct a 14,000sf single story commercial office building. The property is located on the North
side of S County Club Drive 800 feet north of the intersection of S County Club Drive and Country
Ridge Drive. The property is described as part of the Northeast Quarter of the Southeast Quarter
of Section 8, Township 44 North, Range 12 West, in the City of Jefferson, Cole County, Missouri
(Central Missouri Professional Services, Inc Consultant).
Mr. Zollinger described the proposal and explained that the property is zoned RS-1 Single Family
Residential. He stated that the applicant is planning on constructing a 14,000sf single story
commercial office building, a 400sf standalone conference room and a 3,000 square foot storage
building. Mr. Zollinger explained that due to the lack of surrounding commercial property or zoning
the applicant is requesting a rezoning to PUD and a PUD Plan to accommodate the planned office
construction. He stated that the rezoning from RS-1 to PUD allows for the requested use without
rezoning the property to a commercial district, which does not fit in context of the surrounding
zoning, and is site specific. He stated that the property is located on an arterial street which makes
it an ideal location for the proposed use. Mr. Zollinger explained that the Missouri Farm Bureau,
which is zoned PUD and has a similar use, is located near the property. He stated that the
Preliminary PUD Plan meets the standards that are required for the proposed use.

Mr. Gary Wheeler, 3337 Emerald Lane, CEO and Executive Director of the Missouri Soybean
Association, Missouri Soybean Merchandising Council and Mid America Research Development
Foundation, spoke regarding this request. Mr. Wheeler explained that they have been in their
current building for 24 years and are outgrowing it. He stated that they represent 37,000 soybean
farmers throughout the state and need to consider how to better represent their contingency and
constituents. Mr. Wheeler explained that the proposed development will showcase the products that
they grow and develop on an educational basis. He stated that they plan to incorporate commercial
soy based products in the construction of their proposed building.
Mr. Patrick Kremer, Central Missouri Professional Services, 2500 E McCarty Street, spoke
regarding this request. Mr. Kremer distributed several visuals depicting the site to be rezoned and
the Preliminary PUD Plan. Mr. Kremer explained that South Country Club is an arterial use that
carries between 9,000 and 10,000 cars per day which makes this an ideal location for the proposed
use. He stated that the surrounding area is zoned residential and a PUD zoning is the right fit for
the site. Mr. Kremer explained that the proposed site is currently owned by the Cole County
Anhydrous Association Inc., and is used to store trailers and equipment. He stated that the
proposed use will be a better fit for the surrounding residential neighborhood.
No one spoke in opposition to this request and no correspondence was received.
Mr. Zollinger gave the Planning Division staff report. Mr. Wade gave the Engineering Division
staff report.
Mr. Lester moved and Mr. Dutoi seconded to recommend approval of the request to rezone the
property from RS-1 to PUD to the City Council. The motion passed 6-0 with the following votes:

Mr. Lester moved and Mr. Dutoi seconded to recommend approval of the Preliminary PUD Plan
with the establishment of an underlying zoning of C-0 Office Commercial for the purpose of

Staff Analysis
Building Design: The 14,00sf single story office building will be constructed with a combination of glass
storefront and curtainwall, architectural metal wall panel, masonry wainscot with metal roofing. Eave
heights range from 14'-0" on the low sides of the building to a maximum of28'-0". A stand-alone 400 sf
conference room and a 3,000 sf storage building are also proposed.
Parking: Two parking lots will be constructed to complement the proposed building. The east parking lot
will be visitor parking and the west parking lot will be employee parking. 52160 spaces are proposed for
the visitor parking and 32 spaces are proposed for the employee parking lot. The proposed parking meets
the requirement for office buildings.
Signs: Signage details are not finalized at this time, however, preliminary discussions have indicated that
a monument type sign with a possible message banner will be erected at the eastern most entrance to the
site and logo and lettering will be mounted to the front facade with accent lighting. Staff recommends that
the site adhere to the signage allowances of the C-0 district.
Landscaping: Landscaping I Screening is proposed along South County Club Drive street frontage
between the visitor parking lot and the right-of way line. Landscaping will follow the requirements of the
Jefferson City Zoning Code requirements and will provide a minimum 35% of shade for the total parking
area.
Lighting: No lighting details have been provided. Staff recommends that the site adheres to the lighting
allowances for the C-0 district.
Traffic: The proposal does not exceed I 00 peak hour vehicle trips and therefore does not trigger the
requirement for a site specific traffic study.

ENGINEERING STAFF RECOMMENDATION-Engineering Staff supports approval of this request,
subject to preliminary plan being revised to address
technical edits and adding site distance for the new
driveways for the proposed preliminary plan.
Existing Infrastructure
• Most infrastructure exists for this development.
-Existing storm water drains through the property to the north.
-An eight (8) inch diameter sanitary sewer main will need to be extended to serve the property.
-Most utilities exist to serve this property.
-Sidewalk does not exist in the vicinity.
-Access to this site is from South Country Club Drive. Existing drive approaches serve the site.
Site Improvements
• Storm Water Drainage/Quality
-A proposed basin/ detention area is shown to accommodate detention and storm water
quality for the site.
-Landscaping will be needed for shading the parking/ pavement areas.
-Erosion and sediment control will be needed with the final plan.
• Sanitary Sewer
The development is proposed to be served by an eight (8) inch diameter sanitary sewer main that
will need to be extended from the south side of South Country Club Drive.
• Street Access/ Parking
Access to the site will be from South Country Club Drive.
-From a recent site visit, the site distance for the driveway appears to be adequate in both
directions, however-
-Please quantify site distance for all the proposed driveways, both to tlte west and to the east, on
the preliminary plan.
-On-street parking is not allowed on South Country Club Drive along the frontage of this proposed
development.
-Adequate off-street parking is being proposed for this development.
-No reported accidents have occurred along the frontage of this development in the past several
years. Accidents have occurred pertaining to street intersections further to the southwest and
northeast.
-South Country Club Drive (arterial classified roadway) can adequately handle the proposed traffic
generated by this development (please refer to the Planning Division Staff Report for Trip
Generation Information). A traffic study is not required for this proposal.
-South Country Club Drive is approximately 38ft. wide back to back (wide enough to allow for
any future tum pocket(s).
-The posted speed limit in the vicinity is 40 mph.

• Sidewalk/ Greenway Trail
Sidewalk does not exist in the vicinity. A Greenway Trail is proposed along the ~ontage of this
development.
• Utilities
Most facilities exist in the vicinity. The consultant has indicated that the waterline will need to be
extended to serve this development.
-Existing utilities and any required improvements to utilities will need to be shown on the final
plan.
• Street Lights and Fire Hydrants-.
Street lights exist along South Country Club Drive on the utility poles on the other side of the
roadway.
Fire hydrants do not exist along South Country Club Drive in this vicinity. Since the water line
will need to be extended, consideration for fire hydrants will be necessary as well to serve the
proposed development and the vicinity.
• Technical Edits-
-Very minor plan edits have been transmitted back to tile consultant for resubmittal of the
preliminary plan for approval

a) The existing zoning was in error at the time of adoption.
There was no error at the time of adoption. The original zoning for a portion of
this property was RS-1.
b) There has been a change in character in the area due to installation of public
utilities, other zone changes, new growth trends, neighborhood deterioration, or
development transitions.
The area has remained relatively unchanged for a long period of time with
sporadic Planned Unit Developments in the area. This site in particular would be
considered an in fill development which has been used for some commercial
purposes in the past.
c) There is a community need for the proposed zoning.
The City would benefit by the proposed zoning change to allow for a well planned
infill development.
d) The proposed change is consistent with, and in furtherance of, the implementation
of the goals and policies of the Comprehensive Plan, other adopted plans, and
policies, intents, and requirements of this Ordinance and other City regulations
and guideline.
The change would be consistent with the Comprehensive plan and other adopted
plans.
e) The proposed zoning is compatible with the zoning and use of property nearby.
Residential developments exist around the site and along the corridor of South
Country Club Drive. The PUD would allow for a planned development that
would be complement the neighborhood Buffering is proposed between the
visitor parking area and the residential zoned area to the south of South Country
Club Drive.
f) Public and community facilities, which may include, but are not limited to,
sanitary and storm sewers, water, electrical service, police and fire protection,
schools, parks and recreation facilities, roads, libraries, and solid waste collection
and disposal, are available and adequate to serve uses authorized under the
proposes zoning.
A sanitary sewer and possible water extension will be required to serve the site
and will be detailed and finalized with the final plan. All other public facilities
are in place.
g) A traffic impact analysis has been provided to indicate the potential number of
new trips generated and provisions are provided to mitigate impacts of high
traffic-generating projects.
There is currently no requirement for a site specific traffic impact study.
h) Authorized uses shall not adversely affect the capacity or safety of the street
network in the vicinity of the property.
At this time there is no specific plan that would affect the capacity of the
surrounding street network. The area of rezoning is in close proximity to arterial
street networks, which could handle the development.
i) Potential environmental impacts (e.g. excessive storm water runoff, water
pollution, air pollution, noise pollution, excessive lighting, or other environmental
harms) of authorized uses shall be mitigated.
There are no anticipated environmental impacts from the rezoning and any
impacts would be addressed through the future planning process.
j) There is adequate supply of land available in the subject area and the surrounding
community to accommodate the zoning and community needs.
The proposed rezoning area encompasses 4. 98 acres. All necessary facilities to
accommodate the zoning and community needs will be adequate.
k) Benefits shall be derived by the community or area proposed to be rezoned.
The community will benefit by this well planned infill development.

Missouri Soybean Association Preliminary PUD Plan

a. The proposed development by the Missouri Soybean Association if approved will
construct an approximately 14,000 square foot single story commercial office
building, a 400 square foot stand along conference room and an approximately
3,000 square foot storage building at 734 South Country Club Drive on 4.98
acres. The floor area ratio for this development will be 0.08. The current plan
anticipates that an approximately 60 space visitor parking lot and 32 space
employee parking lot will complement the development. A private patio area will
be located at the rear of the building. The development will provide educational
information, displays and possibly outdoor exhibit area for the public to become
more educated with soybeans and their benefits. There will also be a community
room available for private and public use. Elements of sustainable design will be
considered throughout the project, such as solar outdoor lighting and a grey water
collection system. A potential walking trail may be incorporated into the site,
which will be designed concurrently with site storm water and water quality
features. Sidewalks are required to be constructed along South Country Club
Drive per the City of Jefferson Sidewalk Master Plan. The site is also located
along a proposed Jefferson City Greenway Trail system. The final site/PUD plan
will accommodated the Greenway Trail system and coordination with the City of
Jefferson Parks Department will allow for possible construction of the trail system
in this area.
b. A Preliminary PUD plan is attached with this submittal.
c. A preliminary plat is not needed for this submittal.
d. There are no home owners or association by laws.
e. A site specific traffic impact study is not required per usage of the development.
f. Signage details are not finalized at this time; however preliminary discussions
have indicated that a monument type sign will be erected at the eastern most
entrance to the site and logo and lettering will be mounted to the front fa9ade of
the building with accent lighting. All signage will follow City of Jefferson code
requirements and will be further detailed with final plans.
g. Landscaping/Screening is proposed along South Country Club Drive street
frontage between the parking lot and the right of way line. Details of the
landscaping will be finalized through the final plan process.
h. Lighting shall consist of standard shoebox fixtures pole mounted at a maximum
height of25'. Consideration will also be given to solar type light fixtures.
Average foot candles will be at or below lighting levels specified in the City of
Jefferson Zoning code.
