The following guests were present: Councilman David Kemna; Councilwoman Laura Ward; Mayor Carrie Tergin; Jack Melanmilk, KMIZ; Janet Maurer, 3804 Wardsville Road; Tammy Boeschen, 728 Deer Creek Road; Josh Ecton, 900 Jason Road; Jordana Bilardello, KMIZ; Steve Veile, Communique Inc; Nicole Roberts, News Tribune; Chris Straub, 2210 Julie Lane; Brian Bernskoetter, Board of Realtors; and Mary Ann Reuter, 1302 Isom Drive. 1. Introductions Introductions were made at this time. Councilman Hussey moved and Councilman Prather seconded to amend the posted agenda to include the August 24, 2017 Committee meeting minutes, motion carried. 2. Approval of the June 22, 2017 and August 24, 2017 Committee meeting minutes Councilman Prather moved and Councilman Fitzwater seconded to approve the June 22, 2017 and August 24, 2017 minutes, motion carried. 3. New Business 1. CAMPO Study on Transit Update (Katrina Williams) Minutes/Jefferson City Public Works and Planning Committee September 21, 2017 2 Ms. Williams stated the JeffTran System-Wide Assessment is being conducted by the Lochmueller Group and funded through the Capital Area Metropolitan Planning Organization. Lochmueller and CAMPO staff led and participated in several stakeholder meetings, staff interviews, a public meeting, conducted ridership counts and deployed a public survey. 2. Parking Study Update (Britt Smith) Mr. Smith explained the background of the Parking Study done by Rich and Associates. The study found that to successfully manage municipal parking it is desirable for the municipality to have at least 50 percent of the parking supply. This allows the municipality to effectively manage the parking in terms of allocation, changing demand, market pricing, and allows the parking to be enforced with greater efficiency. Staff recommends conducting a feasibility study for a new parking garage. There was discussion among Committee members and staff regarding the location analysis, construction and operational cost, and rate study. 3. South Lincoln Street Schedule (David Bange) Mr. Bange explained staff has received the final plans for the South Lincoln Street reconstruction. Bids for the project will be opened on October 3rd. Staff will review and make recommendation to the Council to approve the contract and supplemental appropriation so work may begin as soon as possible in order to have the work completed before Christmas. Issues affecting this schedule are the Corps of Engineers 404 permit and acquisition of several temporary construction easements. There was discussion among Committee members and staff regarding design and construction costs. 4. Storm Water $750,000 Funding Plan (Matt Morasch) Mr. Morasch presented two scenarios to the Committee. Staff recommends the newly budgeted storm water funds be utilized to hire an additional Street Division construction crew (approximately $250,000 personnel and materials) that focuses on storm water projects and then combine the remainder of the allotment ($500,000) with Capital Improvement Sales Tax Stormwater Funds ($360,000) to go towards traditional design/bid/build projects. There was discussion among Committee members and staff regarding costs, efficient use of personnel, storm water problems continuing, trusting in staff decisions, the need to continue discussions of a storm water utility. Councilman Hussey moved and Councilman Fitzwater seconded to support Senario A (increased staffing), motion carried 4-1 with the following votes: Aye: Henry, Hussey, Fitzwater and Prather Nay: Mihalevich 5. Demolition Ordinance Update (Eric Barron) Minutes/Jefferson City Public Works and Planning Committee September 21, 2017 3 Mr. Barron explained the proposed changes to the ordinance, including the review process, requirement for structures greater than 100 years, the public hearing process for the Historic Preservation Commission, and application fees. There was discussion among Committee members and staff regarding length of time a demolition permit is valid, local historic districts, distributing draft ordinance for public review, and the Historic Preservation Commission review process. Councilman Hussey moved and Councilman Prather seconded to refer the draft ordinance to the Planning and Zoning Commission and the Historic Preservation Commission for their review and recommendations, motion carried. 6. New World Cardboard Recycling Contract (Jayme Abbott) Ms. Abbott explained in 2015, the City entered into a zero dollar contract with New World for collecting, processing and marketing newspaper, magazines and cardboard from six different locations for a total of nine containers. The City is coming up on the year 4 renewal in November, 2017. Staff recommends not renewing the contract for FY2018 as Republic Services offers single stream recycling and has done so since 2009. There was discussion among Committee members, staff and those present regarding use of the service, issues with the contractor, staff having to monitor and clean up illegal dumping, cost for service from Republic Services, scaling back the current services. Mr. Sanders stated he will have discussions with staff, New World Recycling and Republic Services and come back to the Committee with a recommendation. 7. Transit Triennial Review Update (Mark Mehmert) Mr. Mehmert explained there were seven areas of deficiency in the review which staff is currently working to correct. 4. Other Topics 1. Water Main Leak Report (Britt Smith) Mr. Smith referred Committee members to the report included in the packet. 2. Planning & Protective Services Updates (Sonny Sanders) Mr. Sanders updated the Committee on the Compost Site Contract, the Community Development Block Grant Program, Property Inspection/Code Enforcement Computer Software and the Ad Hoc Building Committee activities. 5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works Issues Josh Ecton and Mary Ann Reutter spoke to the Committee about storm water issues on their properties.
