Chairman Henry called the meeting to order at 7:30 a.m. A quorum was present at this time. The
following guests were present: Randy Halsey; Martin Grabanski, Capital Region Medical Center; Deb
and Joe Branson, 2022 Buehrle Drive; Mayor Carrie Tergin; and Nicole Roberts, News Tribune;
1. Introductions
Introductions were made at this time.
2. Approval of the October 19, 2017 Committee meeting minutes
Councilman Hussey moved and Councilman Fitzwater seconded to approve the October 19,
2017 minutes, motion carried.
3. New Business
1. Transit Study Recommendations (Mark Mehmert)
Mr. Mehmert explained staff has reviewed the recommendations provided by the Lochmueller
Group for the transit system including weekday evening service, Saturday service, route
modifications, recertifying Handiwheel riders, and fare increases.
There was discussion among Committee members and staff regarding the recommendations.
Staff will evaluate the recommendations and bring them back to the Committee for future
consideration.

2. Permit Fee Update for Downtown Electric (Britt Smith)
Mr. Smith explained staff is requesting the Committee’s approval for an ordinance governing
the use and fees associated with the newly constructed electrical services with the Downtown.
Councilman Hussey moved and Councilman Prather seconded to refer the code amendment
to the City Council with recommendation to approve, motion carried.
3. Martin Luther King Memorial Bench (Britt Smith)
Mr. Smith explained staff is requesting the Committee’s concurrence for the placement of a
memorial bench on the City’s right-of-way near the intersection of Lafayette Street and Stadium
Boulevard.
There was discussion among Committee members, staff and those present regarding local
groups and business agreeing to provide funding toward the purchase of the bench. Mr. Halsey
thanked the Mayor and staff for getting a memorial for Mr. King.
4. Floodplain Management Code Update (Don Fontana)
Mr. Bange explained staff is asking the Committee to approve the proposed changes to the
Floodplain Management Code.
There was discussion among Committee members and staff regarding the SEMA Community
Assistance Visit and the current City Code not adequately addressing procedures for issuing, tracking
and recording floodplain development.
Councilman Prather moved and Councilman Mihalevich seconded to refer the code changes
to the City Council with recommendation to approve, motion carried.
5. Yard Waste Facility Update (David Grellner)
Mr. Grellner explained the current yard waste drop off and compost site facility contract will be
coming to an end on October 31, 2018. Staff has been conducting a yard waste facility survey to find
out the needs of the citizens of Jefferson City for yard waste disposal and found that 60 percent used
the facility several times a year, they liked the location, and want it to remain free for citizens. There is
also interest in a curbside yard waste pick-up option and additional advertising of the service. Staff is
preparing a new request for proposal for a new contract which will begin on November 1, 2018.
6. 2018 CDBG Policy & Procedures Manual (Jayme Abbott)
Ms. Abbott explained in accordance with City Code, a Policy and Procedure Manual is to be
adopted annually by resolution prior to the CDBG program year. The manual will be included on the
December 18, 2017 Council agenda for consideration of adoption via resolution.

Councilman Hussey moved and Councilman Fitzwater seconded to refer the 2018 CDBG
Policy & Procedures Manual to the City Council with recommendation to approve, motion carried.
7. Monroe Street Report (David Bange)
Mr. Bange explained staff is looking to the Committee for direction as to how, or if, they would
like to proceed with improvements to Monroe Street between Highway 50 and Woodlawn Avenue.
This is in response to Councilman Mihalevich’s request to look into the issues and costs associated
with upgrading Monroe Street.
There was discussion among Committee members, staff and those present regarding
acquiring properties, funding, and design. Councilman Mihalevich requested this item be postponed to
the next Committee meeting and have staff advise of updates.
*Councilman Fitzwater left the meeting at this time (8:30 a.m.).
4. Other Topics
1. Water Main Leak Report (Britt Smith)
Mr. Smith referred Committee members to the report included in the packet.
5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
Mr. and Mrs. Branson spoke regarding stormwater concerns in the backyard of their property.
There was discussion among Committee members, staff and the Branson’s regarding various
stormwater issues within the City, staff providing technical assistance to citizens with issues including
plantings in the drainage way for a long term solution, and natural drainage ways being the property
owners responsibility.

Councilman Mihalevich moved and Councilman Hussey seconded to adjourn the meeting at
this time (9:07 a.m.), motion carried.
