That the part of the cost to be paid by such subdistrict shall be derived from the sale of general obligation bonds, payable both principal and interest by and from an annual tax on all taxable tangible property within such subdistrict, provided such bonds are authorized by a vote of the registered voters in Subdistrict No. 221 (North Kinloch) at an election to be hereafter held for that purpose, in accordance with the Plan of the District. BE IT FURTHER RESOLVED that a public hearing be held within said subdistrict to afford all persons interested in said improvement an opportunity to be heard; that such hearing shall be held at such time and place as the Executive Director shall determine, but not less than ten nor more than thirty days after the adoption of this Resolution; and that notice of such hearing shall be given by the publication of notice in at least one issue of a newspaper of general circulation within The Metropolitan St. Louis Sewer District not less than ten days in advance of the date of such hearing.
