HomeMy Public PortalAbout041-2002 - General Ordinance - Re Collective Bargaining AMENDED ORDINANCE NO- 41 - 2002 A GENERAL ORDINANCE APPROVING AND/OR RJECTING RECOMMENDATIONS OF A COLLECTIVE BARGAINING FACT FINDING PANEL WHEREAS, The City of Richmond has been conducting negotiations with representatives of AFSCME Local #1791 on behalf of Employees of the Richmond Sanitation Department and the Richmond Street Department regarding a new contract for the 2002; and WHEREAS, such negotiations have not resulted in an agreed contract, and as a result thereof, pursuant to Richmond Code 33.04, a Fact Finding Panel was established to consider the positions of both parties to the contract an to make recommendations thereof to Richmond Common Council; and WHEREAS, on or about March 18, 2002, the Fact Finding Panel made written findings and recommendations upon approximately eleven contested issues remaining between the two parties; and WHEREAS, further negotiations conducted between the City and AFSCME resulted in agreement upon four of the eleven issues, but disputes continue upon the remaining seven issues; and WHEREAS, pursuant to Richmond Code 33.04, the remaining contested Findings and Recommendations of the Panel are to be submitted to Common Council for either approval or rejection upon each remaining issue. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the following recommendation of the Fact Finding Panel is approved. (Recognizing that a vote in favor of this Ordinance shall be deemed an approval of such recommendation and a vote in opposition shall be deemed a rejection of such recommendation). Article 34 of Contract – “Parity” “Parity”, which is defined as follows: “No other Employee or group of Employees within the City f Richmond shall receive any benefits greater than those covered by this Collective Bargaining Contract.” Is believed to be no longer an issue and can be removed.
