A letter from Mr. Ira Willard, City Manager of Miami,
suggesting that Bal Harbour join the Tri— County Governmental
League (Dade — Broward —Palm Beach) was discussed briefly. Mr.
Webb explained the purpose of the Tri — County League and
recommended that the Village join. Mr. Broeman then moved
that the Village of Bal Harbour join the Tri— County League
provided that the dues not exceed $50.00. The motion was
seconded by Mr. Beatty and passed unanimously when voted.
A letter from the Florida League of Municipalities
regarding action on 1959 Legislature program was discussed.
It was explained to the Council that the Florida League keeps
the municipalities informed of various items being presented
in the Legislature and asks that the municipalities cooperate
in advising their legislators of their feelings in such cases.
The Mayor recommended that Bal Harbour cooperate with the
League and if any questionable items are presented that the
Village Manager talk it over with the council before taking
action.
The Village Clerk then asked for verification of the
Voting Registration List for April 7th elections. Mr. Beatty
made a motion to accept the registration list as of March
20, 1959. Mr. Faulkner seconded this motion and it carried
unanimously.
There being no further business, the meeting was
adjourned.

The Council of Bal Harbour Village met at the Village
Hall on Monday April 20, 1959 for the purpose of inducting
the new members into office.
There were present Messrs. Beatty, Broeman, Brown,
Faulkner, Hart, and Councilman —elect White.
Also present were W. H. Webb, Village Manager; Mary
T. Wetterer, Village Clerk; and Thomas H. Anderson, Village
Attorney.

Mayor Brown called the meeting to order and asked for
a report of the election of April 7, 1959 by the Village Clerk.
Miss Wetterer reported that 69 percent of the registered
voters cast a total of 119 votes, counted by herself and election
clerks, Nancy B. Meagher and Nellamae Brown, in the presence
of witnesses. The results were as follows: Mr. Broeman — 90 votes;
Mt. White — 78 Votes, Mr. Faulkner — 70 votes; Dr. Torrado — 46
votes. On the vote for the Library there were 93 votes cast
for the Library and 22 against it. A motion made by Mr. Hart
and seconded by Mr. Faulkner was unanimously approved that the
report of the election be accepted.
At this time Mayor Brown addressed the Council and
expressed his thanks for their work and cooperation during
the past two years when he has served as Mayor of Bal Harbour.
At the request of Mayor Brown motion was made by Mr.
Hart and seconded by Mr. Faulkner to adjourn the old council
and install the new Councilmen.
Mr. Herbert White then came forward and took the anti —
communistic oath, administered by the Village Clerk.
After all councilmen had taken the oath of office,
Assistant Mayor Frank Hart was appointed as temporary Chair-
man for the purpose of the election of a Mayor on motion
of Mr. Broeman and seconded by Mr. Beatty. Mr. Hart then
called for a motion for nominations for office of Mayor.
Motion was made by Mr. Broeman nominating Frank Hart as Mayor
of Bai Harbour Village. Said motion was seconded by Mr. Faulkner.
Mr. Beatty then moved that it be unanimous. Mr. Frank Hart was
then sworn in as Mayor by the Village Clerk. After being seated
as Mayor, Mr. Hart then called for nominations for Assistant
Mayor, whereupon motion made by Mr. Faulkner and seconded by
Mr. Beatty, Mr. Dwight W. Broeman was unanimously voted to the
office of Assistant Mayor and was duly sworn in by the Clerk.
It was the decision of the Council that this meeting
be considered as the April meeting and that future meetings
of the Council be held on the fourth Saturday morning of
each month at 9:30 a.m.
A motion to accept the minutes of the meeting of March
289 1959 was made by Mr. Faulkner and seconded by Mr. Beatty.
The next order of business was the appointment of two
persons as members of the Library Committee. Mr. Webb and
Mr. Faulkner were appointed to this committee by the Mayor
after motion by Mr. Beatty and second by Mr. Broeman.
Mr. Webb read a letter received from Surfside regarding
the library contract with Surfside, Bay Harbor Islands and

the City of Miami. Each member of the council was given
a copy of the proposed contract so that they might study
it and make their recommendations at the May meeting.
The next item under Old Business was a letter from
Mr. Wolf, attorney for the owners of Tract C, regarding
the temporary buildings on said Tract C and Tract E. Mr.
Webb read this letter to the Council and explained that the
owners of Tracts C. D, and E are planning to build a smaller
building similar to the Carlton Terrace on Tract C and they
have asked for an extension of time for removal of the non-
conforming temporary buildings. Motion was made by Mr. Broeman
and seconded by Mr. Beatty that they be given 60 days in which
to take out a permit and start building on the new project on
Tract C and that the building on Tract E be moved to Tract C.
The Whitman building on Area 5 will be given the same 60 day
extension. If permits are not issued in that time, then the
buildings must be removed.
Mr. Webb made a recommendation to the Council that
they authorize the expenditure of necessary funds for Mr.
Lippack, the Village Engineer, to make a trip to Gainesville
on April 22nd to make further study of the Baker's Haulover
model at the University of Florida. This recommendation was
approved by motion of Mr. Broeman and second by Mr. Beatty,
and unanimously voted.
The only item under New Business was Mr. Broeman's
motion that we adopt a resolution designating the Community
National Bank of Bal Harbour and the Community Federal Savings
and Loan Association as the depositories for village funds
and valuables. This motion was seconded by Mr. Faulkner
and unanimously approved by the Council.
Mayor Hart presented ex —Mayor Brown with the gavel
used by him during his tenure of office and thanked him for
the excellent job he has done over the eight years on the
Council and serving as Mayor the past two years.
There being no further business, the meeting was
adjourned.
