WHEREAS, lot owners in an area tributary to Gravois
Creek have requested the construction of a public sanitary sewer,
identified as the Mount Hope Outfall Sanitary Interceptor Sewer,
to be laid along Lemay Ferry Road between Alleghany and Karlsruhe
Drives and then west through Mount Hope and Oakdale Cemeteries to
the point of connection to the Gravois Creek Trunk Sewer, and
WHEREAS, the requested sewer will provide a sewer
outlet for a substantial area presently served by community septic
tanks, and will relieve a recognized unhealthful situation, and
WHEREAS, the construction of this interceptor sewer
will enable the District to abandon these community treatment
plants which are inadequate and are creating a health hazard, and
WHEREAS, The Metropolitan St. Louis Sewer District is
applying for a State of Missouri and a Federal Grant to abate this
pollution caused by these inadequate treatment facilities, and
WHEREAS, a group of lot owners has offered to pay pro
rata a portion of the cost of constructing the proposed sewer
either in advance or as their respective properties become served
by it,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
1. That construction of the aforesaid sewer is
necessary for the protection of the public health.
2. That such sewer shall be designed as a collecting
and outfall sanitary sewer of size and capacity to serve the local
watershed tributary to it.
3. That all costs necessary or incidental to the
sewer construction, the bypassing of septic tanks, are estimated
to be Fifty-five Thousand and No/100 Dollars ($55,000.00), and
probably will not exceed that amount if construction is started
promptly.
4. That the entire cost of construction shall be
advanced from the Operating Funds of the Gravois Creek Trunk
Subdistrict and that any offsetting payments of lot owners or any
State of Missouri or Federal Grants shall be returned as received
to said Operating Funds.
5. That a public hearing be held within the drainage
area of said proposed sewer to afford all persons interested in
said improvement an opportunity to be heard; that such hearing
shall be held at such time and place as the Executive Director
shall fix, but not less than ten nor more than thirty days after
the adoption of this Resolution; and that notice of such hearing
shall be given by the publication of notice in at least one issue
of a newspaper of general circulation within The Metropolitan St.
Louis Sewer District not less than ten days in advance of the date
of such hearing. The foregoing Resolution was adopted September 26, 1968.
