WHEREAS, lot owners in an area tributary to River des
Peres have requested the construction of a public sanitary sewer,
identified as Subdistrict No. 331 (Greendale Sanitary
Interceptor), to be laid across St. Charles Rock Road between
Atwater and Colfax Avenues and then southwest through Valhalla
Cemetery to the point of connection to the Wheaton Bel-Nor Trunk
Sewer, and
WHEREAS, the requested sewer will provide a sewer
outlet for a substantial area presently served by a community
septic tank, and will relieve a recognized unhealthful situation,
and
WHEREAS, the construction of this interceptor sewer
will enable the District to abandon this community treatment plant
which is inadequate and is creating a health hazard, and
WHEREAS, The Metropolitan St. Louis Sewer District is
applying for a State of Missouri and a Federal Grant to abate this
pollution caused by this inadequate treatment facility,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
1. That construction of the aforesaid sewer is
necessary for the protection of the public health.
2. That such sewer shall be designed as a collecting
and outfall sanitary sewer of size and capacity to serve the local
watershed tributary to it.
3. That all costs necessary or incidental to the

sewer construction, the bypassing of the septic tank, are
estimated to be Ninety-Six Thousand Three Hundred Dollars
($96,300.00) and probably will not exceed that amount if
construction is started promptly.
4. That the entire cost of construction shall be
advanced one-half from the Operating Funds of the Mississippi
River Subdistrict and one-half from the General Fund of The
Metropolitan St. Louis Sewer District, and that any offsetting
payments of any State of Missouri or Federal Grants shall be
returned as received to said Funds.
5. That a public hearing be held within the drainage
area of said proposed sewer to afford all persons interested in
said improvement an opportunity to be heard; that such hearing
shall be held at such time and place as the Executive Director
shall fix, but not less than ten nor more than thirty days after
the adoption of this resolution; and that notice of such hearing
shall be given by the publication of notice in at least one issue
of a newspaper of general circulation within The Metropolitan St.
Louis Sewer District not less than ten days in advance of the date
of such hearing.
