WHEREAS, lot owners in an area tributary to River des
Peres have requested the construction of a public sanitary sewer,
identified as the Ballas and Conway Sanitary Sewer to be
constructed East and West of Ballas Road and South of Conway Road,
and
WHEREAS, investigation has shown that such area is not
adequately served by lateral sewers and that the public health is
affected,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
1. That construction of the aforesaid sewer is
necessary for the protection of the public health.
2. That such sewer shall be designed as a collecting
and outfall sanitary sewer of size and capacity to serve the local
watershed tributary to it.
3. That all costs necessary or incidental to the
sewer construction, are estimated to be Thirty-five Thousand and
No/100 Dollars ($35,000.00) and probably will not exceed that
amount if construction is started promptly.
4. That the entire cost of construction shall be paid
from funds available to The Metropolitan St. Louis Sewer District
which are to be reimbursed by connection fees to be collected from
properties served by such sewer.
5. That a public hearing be held within the drainage
area of said proposed sewer to afford all persons interested in

said improvement an opportunity to be heard; that such hearing
shall be held at such time and place as the Executive Director
shall fix, but not less than ten nor more than thirty days after
the adoption of this resolution; and that notice of such hearing
shall be given by the publication of notice in at least one issue
of a newspaper of general circulation within The Metropolitan St.
Louis Sewer District not less than ten days in advance of the date
of such hearing.
The foregoing Resolution was adopted May 6, 1971.
