WHEREAS, lot owners in an area tributary to Gravois
Creek have requested the construction of a public sanitary sewer,
identified as Subdistrict No. 362 (Lindbergh & East Concord
Interceptor Sewer), to be constructed East and West of Lindbergh
Boulevard South of Couwels Drive and then East to the Lindbergh-
Union Sanitary Trunk Sewer, and
WHEREAS, the requested sewer will provide a sewer
outlet for a substantial area presently draining to an inadequate
pumping station, and will relieve a recognized unhealthful
situation, and
WHEREAS, the construction of this interceptor sewer
will enable the District to abandon this pumping station which is
inadequate and is creating a health hazard, and
WHEREAS, The Metropolitan St. Louis Sewer District is
applying for a State of Missouri and a Federal Grant to abate this
pollution caused by this inadequate facility,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
1. That construction of the aforesaid sewer is
necessary for the protection of the public health.
2. That such sewer shall be designed as a collecting
and outfall sanitary sewer of size and capacity to serve the local
watershed tributary to it.
3. That all costs necessary or incidental to the
sewer construction, the bypassing of the pumping station, are
estimated to be One Hundred Twenty Thousand Dollars ($120,000.00),
and probably will not exceed that amount if construction is
started promptly.
4. That the entire cost of construction shall be
advanced from the Operation, Maintenance and Construction
Improvement Fund of the Gravois Creek Subdistrict and that any
offsetting payments of any State of Missouri or Federal Grants
shall be returned as received to said Funds.
5. That a public hearing be held to afford all
persons interested in said improvement an opportunity to be heard;
that such hearing shall be held at such time and place as the
Executive Director shall fix, but not less than ten nor more than
thirty days after the adoption of this Resolution; and that notice
of such hearing shall be given by the publication of notice in at
least one issue of a newspaper of general circulation within The
Metropolitan St. Louis Sewer District not less than ten days in
advance of the date of such hearing. The foregoing Resolution was adopted May 6, 1971.
