WHEREAS, The Saint Louis Beautification Commission has
had prepared by Robert G. McMahon and Associates, Architects, a
Master Plan Report, dated March 10, 1972, on River des Peres
Greenbelt Development from Lansdowne Avenue to Morganford Road,
and
WHEREAS, the objective of the project is to establish
orderly planning and development of a greenbelt along a three and
one-tenth (3.1) mile section of the existing River des Peres Storm
Water Channel, from Lansdowne Avenue to Morganford Road, to
achieve a totally unique approach of integrating a drainage
waterway into a beautiful recreation area, carefully designed to
combine flood control improvements within a greenbelt area to
enhance the esthetic quality of urban life, and
WHEREAS, The Plan Report explores the possibility of
many modifications of the present area to combine the prime
purpose of containing and carrying off stormwater runoff with such
improvements as reservoirs and pool storage of excess runoff,
reservoirs with special provisions for quality recreational usage,
environmental and recreational corridors for the preservation and
active use of the natural ecology, nature study areas for low-
intensity general public and school systems use; high-intensity
use trails for hiking, cycling, jogging and horseback riding, as
well as other open space activities, and
WHEREAS, the extent of the initial three and one-tenth
(3.1) mile development program as described in this said report
takes into account the joint financing and cooperation of The St.
Louis Beautification Commission, St. Louis Department of Parks,
Recreation and Forestry, The Metropolitan St. Louis Sewer
District, St. Louis District Corps of Engineers, City Planning
Commission, East-West Gateway Coordinating Council, various
environmental groups, the Department of Housing and Urban
Development and the State of Missouri Interagency Council for
Outdoor Recreation,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT that the Board of
Trustees hereby agrees to cooperate, within the authority granted
by the Plan of the District and within its financial capability,
with the St. Louis Beautification Commission, St. Louis Department
of Parks, Recreation and Forestry, St. Louis District Corps of
Engineers, City Planning Commission, East-West Gateway
Coordinating Council, various environmental groups, the Department
of Housing and Urban Development and the State of Missouri
Interagency Council for Outdoor Recreation, in developing the
three and one-tenth (3.1) mile section of the existing River des
Peres Storm Water Channel, from Lansdowne Avenue to Morganford
Road, into a beautiful greenbelt area to enhance the aesthetic
quality of urban life.
