Government has recently increased federal grant participation under the Federal Water Pollution Control Act from 50 percent to 75 percent for eligible water pollution control projects; and WHEREAS, the State of Missouri has available for state participation in such projects One Hundred Fifty Million Dollars ($150,000,000.00) in bond issue funds voted in October, 1971, by the people of Missouri; and WHEREAS, the Missouri Clean Water Commission is presently determining state participation on the basis of available state funds and the newly-increased percentage of potential federal funding; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT that the District herewith recommends and urges the Commission to adopt a policy whereby the state's matching grant participation be reduced by 10 percent to a figure of 15 percent, thereby also reducing the local cost share of such projects by 10 percent to a 10 percent figure, and thus increasing the number of projects that can be completed with the limited state and local funds available.
