A. Proposed Amendment to the 2017-2021 Transportation Improvement Program: Missouri Blvd. Sidewalk
Action Requested: Conclude public comment period and vote on the amendment.
Staff Report: The City of Jefferson was recently awarded a Transportation Alternatives Program Grant for
the construction of sidewalks along the northern side of Missouri Boulevard from Beck Street to Waverly
Street. There are other transit, bicycle, and pedestrian amenities included in the project as well.
B. Draft 2017 Title VI Program Update
Action Requested: Conclude public comment period and adopt by Resolution 2017-03.
Staff Report: The Federal Transit Administration (FTA) funding recipients are required to update their
Title VI Program once every three years. A memo is included in the packet with more detail.

1. Call to order, roll call, and determination of a quorum.
Chairman Hoelscher called the meeting to order at 12:15 p.m. and asked Ms. Stratman to call
roll. A quorum was present with 10 of 13 members or their designee present.
2. Public Comment

3. Adoption of the agenda as printed or amended
Mr. Benz moved and Mr. Hussey seconded to adopt the agenda as printed.
4. Approval of the minutes from the meeting of November 16, 2016
Mr. Benz moved and Mr. Morasch seconded to approve the minutes from the Regular Meeting of
November 16, 2016 as printed. The motion passed unanimously.

Mr. Hussey moved and Mr. Benz seconded to approve the minutes from the Closed Session of
November 16, 2016. As printed. The motion passed with the following roll call vote:

6. New Business
A. Proposed Amendment Transportation Improvement Program: Safety Improvements to US 54
Mr. Rotenberry explained that safety improvements include guard cable/rails and high friction
surface treatment. He stated that a scoping project will include Cole, Miller and Camden Counties.
Mr. Silvester clarified that the wrong-way signage will be done in-house and is not a part of this
proposed amendment.
Ms. McMillan moved and Mr. Benz seconded to close the public hearing at 12:25 p.m. The
motion passed unanimously.
Mr. Benz moved and Mr. Hussey seconded to approve the Proposed Amendment Transportation
Improvement Program for Safety Improvements to US 54. The motion passed unanimously.
B. FY2017 Unified Planning Work Program Budget Update
Mr. Sanders explained that none of the consulting projects slated to commence in FY2016
actually started in FY2016. He stated that during the budgeting process all but $15,000 was
included in the FY2017 budget, with at least one projected anticipated have billable time in FY2016.
Mr. Sanders explained that a supplemental appropriation will be requested to address the issue
regarding the City of Jefferson’s budget process.
Mr. Silvester moved and Ms. Wiseman seconded to approve the budget adjustment request to
the FY2017 Unified Planning Work Program. The motion passed unanimously.
7. Other Business
A. Status of current work tasks. Mr. Sanders gave an overview of the following current work
tasks:
• Work continues on the update of the current land use.
• Title VI Program.
• Evaluation of Effectiveness of Public Involvement Process.
• JEFFTRAN System-Wide Assessment.
• Visioning and Travel Demand Modeling.
• 5310 Grant Opportunity for Mobility for Seniors and People with Disabilities.
B. Certificates of Appreciation
• A Certificate of Appreciation was presented to Ms. McMillan for her service to the Capital
Area MPO from September 2002 to December 2016. Ms. McMillan is retiring on January
12, 2017.
• A Certificate of Appreciation was presented to Mr. Kritzer for his service to the Capital
Area MPO Board of Directors from February 2005 to December 2016.

Project Description:This project will construct a 5'wide sidewalk along the northern side of Missouri Boulevard from
Beck Street to Waverly Street.It willalso include improvements to four bus stop locations including bus shelters and
bike racks.Afinal element is the installation of a pedestrian signal and crosswalk at Southwest Boulevard.
Project Location:Northern side of the 1400-1800 blocks of Missouri Boulevard
Project History: The City has been looking for opportunities to continue to construct sidewalks on Missouri Boulevard
as it is our most used transit route and was the subject of a recent safety audit.This project will continue the progress
that has been made in recent years including the construction of sidewalks on the southern side of Missouri Boulevard
as well as improvements that are currently being made to the east of this project location.

SUBJECT: Title VI Program
The Federal Transit Administration requires recipients to report certain general information to
determine compliance with Title VI of the Civil Rights Act of 1964. The collection and reporting of
this information constitutes a recipient’s Title VI Program. To ensure compliance with 49 CFR
Section 21.9 (b), the FTA requires that all recipients document their compliance with this chapter by
submitting a Title VI Program to the FTA’s regional civil rights officer once every three years. As
subrecipients, the Capital Area Metropolitan Planning Organization submits the information
contained in this plan to their primary recipient, MoDOT, on a schedule to be determined by the
primary recipient, and is to be included as part of their Title VI Program.
The plan consists of copies of many of our documents along with our activities involving civil
rights:
• Title VI annual certifications and assurances
• Title VI Notice to the Public
• Title VI Complaint Procedures
• Title VI Complaint Form

A RESOLUTION ADOPTING THE
TITLE VI PROGRAM
WHEREAS, the Federal Transit Administration requires recipients to report
certain general information to determine compliance with Title VI; and
WHEREAS, the collection and reporting of this information constitutes a
recipient’s Title VI Program; and

WHEREAS, the Capital Area Metropolitan Planning Organization, as

NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the

Jefferson City, Missouri metropolitan planning area is hereby approved and adopted.

SUBJECT: Status of Current Work Tasks
Major active work tasks to be discussed at the February 15, 2017 Board of Directors Meeting
include:
• Visioning and Travel Demand Model update. The request for qualifications ended on
February 3, 2017. The selection committee will meet towards the end of February to go
through applications and begin the interviewing process.
• Work continues in the update of the current land use to support the Metropolitan
Transportation Plan development and travel demand modeling.
• JEFFTRAN System-Wide Assessment. The Lochmueller Group has been selected. Staff
has received a notice to proceed.
• Capital Area Pedestrian & Bicycle Plan update. Member jurisdictions have expressed
various levels of interest implementing the plan. CAMPO staff has been working with
other departments within the City of Jefferson to develop implementation strategies as
part of the process to adopt the plan.
• Surface Transportation Program (STP) small urban sub-allocation funds. The CAMPO
Technical Committee has begun the process of recommending to the Board a strategy
for using up the remaining STP funds.
