Chairman Hoelscher called the meeting to order at 12:15 p.m. and asked Ms. Stratman to call
roll. A quorum was present with 11 of 13 members or their designee present.

Mr. Benz moved and Mr. Reece seconded to adopt the agenda as printed. The motion passed

Mr. Benz moved and Mr. Sanders seconded to approve the minutes from the Regular Meeting of
June 21, 2017 as printed. The motion passed unanimously.

6. New Business
A. Coordinated Public Transit – Human Services Transportation Plan Update
Mr. Rotenberry explained that the Coordinated Public Transit – Human Services Transportation
Plan identifies the transportation needs of individuals with disabilities, older adults, and individuals
with low incomes. He stated that the plan provides strategies for meeting these needs, and
prioritizes transportation services for funding and implementation. Mr. Rotenberry explained that
MoDOT is providing a grant of approximately $20,000 to aid in the update of the Plan which
requires updating every 5 years. He stated that no action is necessary at this time.
B. Buckle Up Phone Down Challenge
Mr. Rotenberry explained that the City of Jefferson and Cole County has accepted the Buckle Up
Phone Down Challenge. He stated that MoDOT Central District Coalition of Roadway Safety, of
which CAMPO is a member, is conducting a campaign to encourage people to put their phone
down and buckle up.
Mr. Lynch explained that other MPO’s have signed up to take the challenge, as well as, the City
of Jefferson and Cole County. He encouraged CAMPO to sign up to take the challenge as well.
Mr. Sanders explained that the Technical Committee recommended CAMPO’s participation in this
challenge.
Ms. Wiseman moved and Mr. Hussey seconded to approve CAMPO’s participation in this
challenge. The motion passed unanimously.
C. Visioning and Travel Demand Model – Draft Scope of Services
Mr. Rotenberry explained that the selection committee met in March to interview qualified
consultants for the Visioning and Travel Demand Model. He stated that the selection committee
interviewed four consultants of which one was chosen one to negotiate a scope of services.

MoDOT is updating the state’s Long Range Transportation Plan and we want to hear from you. We are soliciting your
input about priorities for the future of our transportation system through an online survey that will remain open until
Wednesday, Oct. 11. Our goal is to collect feedback from citizens and stakeholders across the state to ensure our
planning process reflects the needs of our customers.
We need your help spreading the word – please take a moment today to:

2.Share this survey with your network of stakeholders, friends, staff and colleagues. Share the survey link by
email, on your website, through social media and talk about it in your meetings.
3.Share this survey with those traditionally underserved, such as low‐income and minority households, who may
face challenges accessing employment and other services. Attached is a paper copy of the survey. An online
Spanish survey is posted on the long range transportation plan web page. MoDOT District Offices will have
computers for the public to access the survey along with paper copies.
Attached is a fact sheet about our long range plan which you can share.
MoDOT will be promoting this public input period through social media, media outreach, speaking opportunities and
direct outreach. Feel free to share our website, Facebook and Twitter posts.
In addition, you already received an invitation to the September 20 webinar where you will learn more about our
approach to updating the plan and what we’ve learned so far from the survey.

Missouri’s transportation system safely and reliably connects people with jobs and services, connects businesses with
suppliers and customers, moves students to and from school and allows visitors to explore the state’s many destinations.
To help make strategic decisions, meet Missouri’s future transportation needs and be good stewards of taxpayer dollars,
the Missouri Department of Transportation (MoDOT) is updating the state’s Long Range Transportation Plan (LRTP).
Transportation Goals
The current LRTP includes four goal areas, developed
with extensive stakeholder and public input:
Preservation: Take care of the transportation
system and services we enjoy today.
Safety: Keep all travelers safe, no matter what
mode of travel.
Economic Development: Make investments in the
transportation system that spur economic growth
and create jobs.
Connections and Choices: Give Missourians
better transportation choices.

What is a Long Range Transportation Plan?
An LRTP sets a 25-year vision for the state’s
transportation system. Developing the LRTP is a multi-
modal planning effort that looks at the state’s highways
and bridges, as well as rail, ports,
aviation, transit and bicycle/
pedestrian accommodations.
The state’s current LRTP, A Vision
for Missouri’s Transportation
Future, was completed in 2014 and
it’s time for an update. The updated plan will set the
vision for transportation in Missouri through 2045.
Updating Missouri’s LRTP will include:
Reviewing the transportation system goals
from the current LRTP, which are used to guide
transportation investments.
Assessing transportation needs and customer
expectations for the next 25 years.
Reviewing MoDOT’s existing performance
measures for the transportation system.
Examining what resources will be available,
prioritizing the state’s transportation needs, and
updating MoDOT’s financial plan.
Exploring trends and innovations in transportation.
Looking at how Missouri can begin preparing for
Autonomous and Connected Vehicles (AV/CV).
The LRTP allows

SUBJECT: FY2018 Unified Planning Work Program (UPWP) Administrative Modification
CAMPO staff recommends an administrative modification to the FY2018 UPWP to
accommodate a roll-over of unspent Surface Transportation Program (STP) funds from
FY2017.
A portion of STP funds (estimated at $7,167) used for staff time and another portion of STP
funds ($30,000) that was designated for consulting services has been incorporated into the
FY2018 UPWP and budget.
The modification will increase the UPWP budget by $30,000, reflective of the consulting
services funds. The estimated $7,167 in STP funds used for staff time supplants an
equivalent amount of Consolidated Planning Grant (CPG) funds.
The modification will impact FY2018 local match totals. This will increase the City of
Jefferson local match total by $4,500 from $56,731 to $61,231 and will increase the Cole
County local match total by $1,500 from $18,910 to $20,410. The Financial Summary in
Appendix A provides a breakdown of these amounts.
The modification will not impact the CPG between the City of Jefferson and the Missouri
Highway and Transportation Commission.
Attached is the updated FY2018 UPWP. Changes have been made to Work Elements 2 and
3 and the Financial Summary in Appendix A.
Staff recommends the Board of Directors start a 7 day public comment period and
conditionally approve the modification to the FY2018 UPWP.

SUBJECT: JEFFTRAN System-Wide Assessment
The JEFFTRAN System-Wide Assessment, conducted by the contractor Lochmueller Group,
began in March. Several stakeholder meetings, staff interviews, ride counts, and a public
meeting were held in March and a survey was deployed in June and July. The first
deliverable, the Existing Conditions Report, has been finalized and released. Below are
some highlights of the report:
• Ridership numbers, broken down by individual routes, taken over a two day period.
• A substantial demographic breakdown of the City of Jefferson and comparisons to
other Missouri communities of similar size.
• Peer system review. Working with JEFFTRAN, the consultant made comparisons
with five other public transportation peer systems. A number of factors were looked
at in these comparisons, including; farebox recovery (farebox revenue as a
percentage of operating cost), passenger trips per revenue hour , and passenger trips
per capita for both fixed route and demand response (Handi-Wheels).
• A SWOT (strength, weakness, opportunity, threat) analysis was performed to
evaluate the system in a comprehensive manner that offers an accurate view of the
issues that currently influence JEFFTRAN.
• A public survey was administered to gather feedback on possible service expansion.
441 responses were returned, indicating that weekend service, followed by evening
service, were the most desired service expansions respondents were looking for.
Expansion of service to Holts Summit was also expressed by survey respondents.

%20Final%20Draft.pdf. A public meeting is planned for October 17 in the Boone-Bancroft
Room in City Hall, 320 E. McCarty St, Jefferson City, MO 65101. The final assessment is
expected in late October.

SUBJECT: Status of Current Work Tasks
Major active work tasks that are currently ongoing include:
• Visioning and Travel Demand Model Update. The selection committee met in March
to interview qualified consultants. Four consultants were interviewed. The CAMPO
Board of Directors approved a scope of services and staff is now in contract
negotiations with the preferred consultant.
• MTP Update. Staff continues the process of updating the Metropolitan
Transportation Plan (MTP). The Visioning and Travel Demand Model update will
feed into this update process over the next year.
• Bike Friendly Communities Designation. Staff coordinated with other city
departments, Capital Region Medical Center, and the Missouri Health and Senior
Services Department on the City of Jefferson’s application for a Bicycle Friendly
Community. The Application was submitted on August 17. The League of
American Bicyclists has sent an accompanying survey; please consider taking it
(https://www.surveymonkey.com/r/BFC_FA17_JeffersonCityMO). The results will
be made available in November.
• Coordinated Public Transit-Human Services Transportation Plan. This plan
identifies the transportation needs of individuals with disabilities, older adults, and
people with low incomes. The plan provides strategies for meeting these needs, and
prioritizes transportation services for funding and implementation. Staff facilitated
two stakeholder meetings on August 22 and a September 12. A public meeting later
this Fall will aid in the development of the plan. MoDOT is providing a grant of
approximately $20,000 to aid in the update of the Plan.
