Minutes Cemetery Resource Board Meeting Thursday, November 17, 2016 Members Present: Nancy Thompson, Chair Tim Theroff, Co-Chair Dawn Hackman Pat Rowe Kerr Jeanne Rutledge Members Absent: Beth Bock Rebecca Gordon Council Liaison: Mark Schreiber Guest: Michelle Brooks, News Tribune Julie Schmidt, News Tribune Staff: David Grellner, Environmental Health Manager Don Beck, Property Maintenance Inspector Nancy Thompson called the meeting to order. A quorum was present. The Cemetery Resource Board met on Thursday, November 17, 2016 at 10:00 a.m. in the Small Conference Room, lower level of the John G. Christy Municipal Building, 320 E. McCarty Street, Jefferson City, Missouri. Approval of the Minutes: A motion was made for approval of the minutes from the September 15, 2016 meeting by Tim Theroff, Pat Rowe Kerr seconded. Minutes were approved. Old Business: Nancy Thompson presented paper used for QR Codes for the board to look at. Tim Theroff mentioned Vocational Enterprises could help with this project. Discussion occurred about trying the paper first to see how it works and also having this information on the City website regarding interred individuals in the cemeteries. Nancy Thompson discussed the GIS mapping project. She described that Dr. Tesfaye uses a portable radar unit over the cemetery grounds to pin-point grave sites. This data is then used to create a map of the cemetery with the grave site location identified. Nancy also mentioned the City of Jefferson GIS Department is also working with Dr. Tesfaye to help further the project along. Dr. Tesfaye will be using Lincoln Students to help gather the data. Nancy also talked about a survey book that city employee Pat Kliethermes, brought to her attention. This City of Jefferson survey book was from around 1897 and discussed the removal of graves to facilitate the construction of E. McCarty Street. 1 Minutes of the City of Jefferson Cemetery Resources Board November 17,2016 Rebecca Gordon reported to staff by phone call before the meeting that the Friends of the Missouri Governor's Mansion docents were actively working on the veteran applications, so marker stones could be installed in Woodland/Old City Cemetery honoring their service. New Business: The issue of cemetery vandalism was discussed. David Grellner reported that in late September, grave stones were removed from their original location to other locations in the cemetery. The stones would have to be placed back in their original location. No further vandalism problems have been observed since this incident. Also David Grellner stated that a Mr. James Ludy, a local resident, had contacted the City of Jefferson and wants to donate a flag pole to honor the approximate 125 veterans in Longview Cemetery. The Cemetery Resource Board discussed the donation and tentatively accepted Mr. Ludy donation proposal. Details will need to be worked out regarding the stipulations of the donation agreement. David Grellner gave an update to cemetery maintenance in 2016 in Woodland and Old City Cemetery. Several projects were completed including the removal of the large maple tree, repair of the eroded ground by the back gate, restoration of ten grave stones, installation of a new water hydrant, and pruning and removal of vegetation. Tim Theroff asked how many warning signs regarding unstable grave stones were in the City of Jefferson cemeteries. David Grellner reported there are currently two signs, one at the entrance of Woodland Cemetery and one in the center circle of Longview Cemetery. The Cemetery Resource Board and staff proceeded to do an onsite tour of Longview Cemetery. The Cemetery Resource Board reviewed the grounds at Longview Cemetery. Nancy Thompson discussed the Hedge Grove section of Longview Cemetery. Other Topics and Issues: Pat Rowe Kerr brought up the subject of community services individuals to help with projects in the cemeteries. This would be a benefit to help keep the cemeteries in good condition. The next Cemetery Resource Board Meeting was set for January 19, 2017 at 10:00 a.m. in the Small Conference Room at City Hall.
