CALL TO ORDER
Chair Kristi Campbell called the meeting to order at 1:33 p.m. in Room 116 of The Linc, 1299 Lafayette
Street, Jefferson City, MO 65101.
APPROVAL OF AGENDA
Kristi entertained a motion to approve the agenda as printed. Bill made a motion to approve the agenda.
Ashley seconded the motion. The motion passed with all voting in favor.
APPROVAL OF MINUTES
Kristi entertained a motion to approve the September 20, 2017 minutes as printed. Todd made a motion
to approve the minutes. Ashley seconded the motion. The motion passed with all voting in favor.
NEW BUSINESS
a. Advisory Member Application Review: Jayme asked that commission members review memo in
packet requesting consideration of appointing Amy Berendzen and Dr. M. Link as non-voting
advisory members to the commission. Ms. Berendzen works for the Jefferson City Public School
District as the Director of School -Community Relations. Dr. Link is a physician at Capital Region
Medical Center. Bill motioned to approve Ms. Berendzen & Dr. Link as advisory members. Nate
seconded the motion. The motion passed with all voting in favor. City staff will notify Ms.
Berendzen and Dr. Link of the appointments detail advisory members may attend all meetings or
only attend when requested.
b. Commission Member Reappointment: Jayme advised the commission that Ashley and Marrianne
have agreed to be re -appointed for a full 3 -year term. Both Ashley and Marrianne were serving
partial terms that expire in December.
c. Commission Member Appointment: Jayme announced that Jeanne Jacobek was appointed to the
commission during the October 16, 2017 Council meeting. All the seats for the commission now
has been filled.
OLD BUSINESS
a. Trash and Litter Control Initiative — The meeting packet had information on the City's Adopt -A -
Street & Adopt -A -Spot and downtown recycling. Discussion was held on how the program
information could be distributed. Nate asked about social media such as Twitter or Facebook, a
selfie challenge with monthly drawings for selfies picking up trash with a hash tag such as #I
Won't Refuse. Prizes would be distributed out with tickets to the Linc, Washington Park or other
Parks and Recreation activities. Kristi showed some litter campaigned ads that she found
interesting such as "Every Litter Bit Hurts", "Love Where You Live", "The Only Cure For Litter Is
You", "Pitch In! Put Trash In Its Place", and "Keep Clean And Pick Up Litter".
BICYCLE SUBCOMMITTEE REPORT
Ashley reported the subcommittee met on 10/16 at 1130 a.m. at the Brew House. The subcommittee
discussed supporting the complete street policy and the bike & zoning policy which would highlight
businesses that are friendly to active users of the greenway. Another item that Ashley has been working
on through Healthy Schools & Healthy Community is incorporating a bike share program in Jefferson City.
Ideally a local bike share program would include approximately 10 stations situated around the city.
Ashley has been talking with local businesses about sponsoring one of the stations. If enough
sponsorships are received a request for proposals would be issued for bike share vendors to respond.
Ashley made a motion that EQC recommends to the Parks and Recreation Board to support bike share
by being the lead applicant and sponsor a bike share station. Todd seconded the motion. The motion
passed with all voting in favor.
OTHER BUSINESS
Kristi will update commission on Opioid Awareness campaigns when details are available. A summit is
scheduled for November 29 in Columbia to discuss strategies in Cole County.
CITIZEN OPPORTUNITY TO ADDRESS COMMISSION
Joy Sweeny announced there is a drug take -back program Saturday, October 28, 2017 at the Police
Department. Council on Drug Free Youth will be handing out ziplock bags that have water activated
charcoal to break down the narcotics.
Jeff Holzem spoke encouraging everyone to reduce his or her carbon footprint.

The next meeting will be held Wednesday, December 6, at 1:30 p.m. at The Linc.

With no other business to discuss, Marrianne motioned to adjourn the meeting. Nate seconded the
motion. The motion passed with all voting in favor.

Indoor Farmers Market
Farmers market sets up shop indoors

Demolition in the Blattner building began this week, transforming an old furniture store into the indoor
Capital City Farmers Market set to operate all year.
The 22,000 -square -foot Blattner building at 704 Madison St. is owned by Ryan Freeman.
Freeman's vision formed earlier this year when he decided to branch outside of typical business
opportunities to use the building to benefit the community. Freeman soon partnered with Ashley
Varner, healthy schools healthy communities coordinator for Capital Region Medical Center, and Steve
Smart, of the Capital City Farmers Market.
"This will allow for local vendors with an entrepreneurial spirit to grow their own business and also
helps to collectively connect the food shed — covering surrounding areas like Taos, Fulton, Wardsville
and Jefferson City — for the common cause of bettering our community," Varner said.
The 10,000 -square -foot first level of building will be open to 20-24 local food vendors to sell their
products all year.
As of Thursday, a demolition team had stripped out all of the display built-ins formerly used to stage
furniture, removed old carpet and moved out old appliances. The progress opens space for vendors'
display cubicles.
Varner said demolition will be complete by Monday or Tuesday.
Renovation plans have been submitted to the Jefferson City Council, and Varner said she expects to
hear back within the next three to four weeks.
Electronic Benefit Cardholders (EBT) will be able to purchase food at the new indoor market. Through
the market's Double Up Bucks Program, if a customer using federal assistance benefits spends $10,
the market will match those funds dollar for dollar, increasing their spending power in the market.
"Not only are we addressing food access in a census tract deemed as food desert, we will also hit
literacy and transportation barriers," Varner said.
The indoor market will be a prime location for access to food, she explained, with a bus stop on Dunklin
Street and a bike rack right outside the market. In addition, the market will feature "Wonderland
Library," sponsored by Missouri Family and Community Trust, supplying children ages 0-18 with a free
book every time they come to the market. A cafe on site will sell fresh, locally grown products, as well.
Community Supported Agriculture boxes offering fresh produce and meat also could be available to
customers.
Varner said the goal is to host an open house March 18, and vendors are being recruited.
In the span of three years, an HSHC grant will contribute $45,000, funded through the Missouri
Foundation for Health.
For $50 a year, donors can become a "friend" of the market, which opens up the opportunity to
purchase local food for a family in need on behalf of a senior or deceased family member. For those
