Calabrese L. Kachel W. Manning A. Anderson J. Durbin, Community Development Director Merrilee Eighner, Secretary Chairman Sobkoviak called the meeting to order at 7:00 p.m. and led the pledge to the flag. Roll ca?l was taken; Commissioner L. Lombardo, R. Schinderle, Park, School, Library and Fire Districts were absent. Minutes from September 15, 1998, were accepted as presented. DEVELOPMENT REPORT: Director Durbin stated the Village Board adopted an ordinance setting a public hearing for the downtown Tax Increment Financing on November 23rd at the Village Meeting Hall at 6:00 pm; they also appointed Terry Burghard, as representative of the Village, and Steve Calabrese, as citizen at large, to the joint review board (their purpose is to review the TIF eligibility report and make a recommendation). Director Durbin stated the ordinances for annexation of the Sargent property were adopted; the Village Attorney was directed to draft the ordinances vacating the alley west of Center Street and south of Main Street (Franklin Brown request); a public hearing was held regarding Eagle Chase amendment to the annexation agreement; Police Chief provided an annual report on crime for 1997; a tentative date for the Wikaduke public hearing was set for November 18, 1998 will be held here at the Village Meeting Hall. L. Kachel asked if the Commissioners could receive some type of quarterly report from Larry Vaupel, Economic Development Director. CASE NO. 688-091198.TA SUBDIVISION CONTROL ORDINANCE Director Durbin stated this is a public hearing. The request is to amend the subdivision control ordinance to implement a deposit policy for development and to amend the time frame for recording the final plat. There were no public comments. One commissioner asked if bonds would be accepted in lieu of cash. Another commissioner asked how the dollars were determined and whether there was any deposit required Director Durbin stated farm annexations would not apply. Discussion was held - if the developer disagrees with the billing what control would they have if we already have the deposit; whether requirement of the deposit would discourage development; possible waivers. S. Calabrese made a motion to recommend approval of the amendment to the Subdivision Control Ordinance to the Village Board. L. Kachel seconded the motion. Vote by roll call - Calabrese - yes; Kachel - yes; Manning - yes; Anderson - yes; Sobkoviak - yes; vote 5-0. Motion carried. Open discussion was held regarding Indian Boundary Road traffic, speed limits and possibility of placing signs such as Children Playing. Meeting adjourned at 8:35 p.m. Merrilee Eighner, Secretary
