July 18, 2017
Commissioner Stu Murphy called the meeting to order at Noon at the North Jefferson Cedar City Room,
810 Sandstone, Jefferson City, MO 65101.
Committee members present were: Charlie Palmer, Jim Chilcutt, Celeste Koon, Mark Kaiser, and, Karl
Staub. Staff present was Amy Shaw, JJ Gates, Andy Carroll, Tina Werner, Phil Stiles, and the City Interns.
Nicole Roberts from the News Tribune was also present.
Park Master Plan Update
JJ Gates stated that Director Spalding has been working with the consultants and they will return to
Jefferson City the first and third week of August. They will be conducting opportunities for the public to
express their concerns for the parks now and in the future.
Parks/Lincoln University Tennis Court Complex Update
Commissioner Murphy stated that the ribbon cutting for the project was conducted on July 11. Gates
then stated that at each member’s seat he placed a schedule on the project. Verslues Construction is
the vendor for the project which should be completed by December 1 barring no bad weather days.
Gates stated that the current construction will include four asphalt courts along with parking, and
utilities will be stubbed in for a future restroom and clubhouse facility.
Commissioner Murphy asked what the plans are for the current tennis courts in Washington Park. Gates
responded that there is some money in the budget to help preserve the current courts, help with
parking improvement and overall maintenance of the park.
North Jefferson Recreation Area
JJ Gates stated that the Park Resources Committee has been meeting at various locations to give the
committee a view of the various park facilities. Gates showed a map that outlined the 200+ acres of
North Jefferson City. Within the park, is the dog park area, a rugby area, tee-ball fields, practice fields,
and garden plots. Gates stated that the Master Gardeners are an integral part of the park with the
greenhouse, conifer, and demonstration garden areas.
A short discussion on future plans for the park took place with the committee that included athletic
fields, additional RV parking, and a primitive camping area near the connection to the Katy Trail.
Total Solar Eclipse 2017
Phil Stiles reported that the solar eclipse will take place on August 21. He stated that the Department of
Parks and Recreation is playing a big role in organizing events surrounding the solar eclipse. Stiles stated
that events are planned for Ellis Porter/Riverside Park as well as North Jefferson City. Stiles distributed a
flyer that included a website for details and events that would take place the entire weekend
surrounding the solar eclipse.

Park Partners
JJ Gates highlighted the number of park partners throughout the park system and the importance of the
relationships with the groups. He called attention to a list of park partners that help make things
happen in the parks.
What are you hearing/seeing in the community?
Celeste Koon asked about the greenway extension on West Edgewood and when the project would be
completed. Gates responded that staff is working with a private landowner who is doing landfilling
between the sections where the trail ends. Design plans are already in place and staff feels they can
move forward once the landowner is done with filling on their property.
Commissioner Murphy asked about the vacant homes on McCarty Street that Parks and Recreation
owns. Gates responded that the Public Works Department is working with the landowners and
obtaining necessary permits to demolish the homes.

The next meeting of the Park Resources Committee will be October 17, 2017 at The Linc, 1299 Lafayette
Street at Noon.
