The Council of Bal Harbour Village met Saturday, May 2,
1959 at 9:30 a.m. in the Village Hall.
All the members of the council were present. Also
present were W. H. Webb, Village Manager; and Mary T. Wetterer,
Village Clerk.
On motion of Mr. Beatty, seconded by Mr. Faulkner,
the minutes of the previous meeting of April 20, 1959 were
approved as submitted.
Consideration of adopting an amending ordinance to
include additional occupations in the Civilian Registration
Ordinance was tabled indefinitely.
The six month's audit was presented to the council
and after consideration, on motion of Mr. Beatty, seconded
by Mr. Broeman, the audit was accepted.
On motion of Mr. Beatty, seconded by Mr. Faulkner
it was unanimously voted to have Mr. Anderson draw a suitable
resolution to commend past —Mayor Brown for his service on
the council.
Mr. Webb informed the council that the wall along Park
Drive is badly in need of paint and that it could be done by
contract for about $875.00. After discussion on motion of
Mr. Broeman, seconded by Mr. Faulkner, it was unanimously
voted to use village labor to paint the park wall. Mr. Beatty
suggested the use of a spray gun if possible.
Mr. Webb explained to the council that in line with
our adoption of the City of Miami Beach Building Code it was
now necessary to adopt a Fire Code to enforce fire regulations
in the Village. He said Mr. Anderson had prepared an ordinance
adopting the City of Miami Beach Fire Code by reference but
that he would like to delay the vote on this ordinance until
the next meeting to clear up on detail of the ordinance.
Mr. Hart said he had been asked by the Surfside—Bal
Harbour —Bay Harbor Chamber of Commerce to accept a plague
honoring Mr. Robert C. Graham, founder of Bal Harbour Village,
in his absence. He suggested that the other members of the
council attend this meeting on May 23rd.
Mr. White asked if the sidewalk now bordering the
south and east sides of the business section could be extended
along the north side of the tract for use of the apartment
residents. It was also suggested that the sidewalk could be
placed on the north side of Park Drive in front of the apartment
buildings in Blocks 2 and 4. Mr. Webb said he would contact the
apartment owners and others involved to obtain their view on the
matter.

Mr. Webb said he had a request from Dot Records
asking that the Village designate Bal Harbour Boulevard with
suitable signs as "Pat Boone Boulevard" during a forthcoming
convention. The council instructed Mr. Webb to inform them
that this is not in conformity with the dignity of Bal Harbour.
Mr. Faulkner remarked that he had noticed in the audit
that village funds were kept in two depositories and asked why
this was done. It was explained that before the deposit was
made in Community Federal Savings and Loan Association Mr.
Anderson had rendered an opinion as to the legality, which
letter was read by the Clerk. Mr. Broeman said he felt that
the council was open to criticism by keeping the deposit in
Community Federal as long as Mr. Beatty was connected with
this institution and thereupon moved that the Bal Harbour Village
funds be withdrawn from the Community Federal Savings and Loan
Association at the end of the present interest period on July
2nd and placed with the balance of the Village account in the
Community National Bank of Bal Harbour. This was seconded by
Mr. Faulkner and unanimously voted.
Mr. Broeman asked the council to consider that fact
that for years they had discussed raising the village manager's
salary and nothing had been done about it. After discussion
it was moved by Mr. Broeman, seconded by Mr. White, that Mr.
Hart would work with Mr. Webb in getting salary figures for
surrounding and comparable communities for all personnel to
be studied for the new budget.
Mr. Beatty asked the status of the erosion problem
on the oceanfront. Mr. Webb said the village engineer had
been to Gainesville to meet with Professor Per Bruun again
last week and that a written report would be available before
the next meeting. He said that action on the Haulover in—
stallations was possibly three or four years away and con—
centration should be made on the immediate problem of getting
and retaining sand on the oceanfront. It was decided that
Mr. Webb should inform the oceanfront owners that the council
will consider ways and means of restoring the beaches at the
June meeting.
There being no further business before the meeting,
on motion of Mr. Broeman, seconded by Mr. Beatty, the meeting
was adjourned.
