Police Personnel Board
Minutes—April 13, 2017
The meeting was called to order at 12:02PM.
Following greetings, roll call was taken.
Nine persons attended as follows:

Approval of February 2, 2017 minutes
It was moved by Derks and seconded by Dillon that the minutes for the February 2, 2107 Board meeting be approved.
The motion was carried unanimously.
New Business
Update on Personnel Hiring
The Department is utilizing the services of Roshane Radway, a Lincoln University Criminal Justice major, as an intern
from February 10, 2017 to May 1, 2017. She will at the station a total of 160 hours to learn of police operations. This is
an unpaid position and the Radway will earn class credit.
The City has an intern arrangement with Westminster College and has hired Justin Bax, a Criminal Justice major, for the
summer. Bax will work in the Police Department 40 hours per week from May 30, 2017 to July 20, 2017.
Police Officer Russ McDowell has been hired back and began duty on February 20, 2017.
Police Information Manager Samantha Suthoff has been hired and began her duties on February 20, 2017.
Oral Boards were held on February 13 and 14, 2017 for Communications Officers. There are four currently on the list to
hire, but there are currently no vacancies.
Oral Boards were held on February 15 and 16, 2017 for Police Officers. Three applicants advanced to interviews by Chief
Schroeder and all three were given conditional offers of employment. The three will start the University of Missouri Law
Enforcement Training Institute on April 26, 2017.
Police Officer Kevin Kempker will retire effective April 30, 2017 and there will be a retirement function for him held on
May 5, 2017 in the Police Training room.
Two officers, CPT Eric Wilde and Police Officer Frank Richards have received orders for deployment with the Missouri
Army Guard. They are to report April 30, 2017. The City Administrator has given permission to hire officers to fill these
slots. CPT Wilde and Officer Richards, will of course, be entitled to their jobs when they return.
Dr. Jessica Thiele, DVM, Animal Control Shelter, is pregnant. Chief Schroeder is arranging with local veterinarians to fill
in as necessary.
Chief Schroeder advised that the Missouri Department of Public Safety, Peace Officer Standards and Training Program
(P.O.S.T)has requested investigative files. Chief Schroeder stated that he was determining what procedures P.O.S.T. uses
in making a request of this type.
Other Business
Chief Schroeder advised that the compensation study commissioned by the City has been completed. As a result some
job descriptions and titles have been changed or adjusted. A 2% pay increase went into effect on November 1, 2016 and
another 2% increase went into effect on April 9, 2017. Further, the minimum salary in each pay range has been
increased by 2.83%.

It was moved by Dillon and seconded by Trowbridge for adjournment. The meeting was adjourned at 1:03PM.
