Police Personnel Board
Minutes— August 3, 2017
The meeting was called to order at 12:06pm.
Eight persons attended as follows:

Following greetings, roll call was taken.
Approval of April 13, 2017 minutes
It was moved by Derks and seconded by Turner that the minutes for the April 13, 2017 Board meeting be approved. The
motion was carried unanimously.
New Business
Upcoming Testing
Lt. Stiefermann discussed upcoming testing for Police Officers and Communications Officers and announced that
advertisement for applications would go out within the next two weeks. The plan is to have new hires as needed by
December 18th and in academy for police officers by January 2nd. Currently the city is authorized for 89 Police Officers
and 20 Communications Officers. The testing schedule is as follows:
Communications Officer Testing -- Wednesday, September 27, 2017, 6:00 p.m.
Police Officer Testing - Friday, September 29, 2017, 1:00 p.m.
Police Officer Testing - Saturday, September 30, 2017, 9:00 a.m.
Mr. Derks started a discussion on recruiting efforts and ways to enhance getting the word out to interested applicants.
Chief Schroeder announced that three Police Officers have been hired since the last testing; two of these were females
and are due to graduate August 11 from academy. Chief Schroeder discussed the low turnover rate the JCPD has
maintained and predicts that it will stay that way.
Budget Requests
Chief Schroeder discussed some of the items that were requested for the upcoming budget to the mayor. Among those
items requested were seven new patrol cars (5 of which have been tentatively approved), to increase the property room
part-time position to a full-time position , one new animal control truck (already approved), two part-time positions for
front desk at animal control, an Emergency Notification System (which has been denied so far), and fifteen additional
Mobile Data Terminals. The final decisions on the new budget will be discussed at the next meeting.
Board Vacancy
Mr. Burton discussed the vacancies on the Board due to Mr. Trowbridge leaving and Mr. Bledsoe‘s and Ms. Dillon’s
terms coming to an end.
Chief Schroeder announced that there were several candidates that would be nominated at the next council meeting
and they will be invited and introduced at the next Board meeting.
A motion was made by Ms. Lehman and seconded by Mr. Derks to nominate Mr. Dickman to fill the position of outgoing
vice chair. The motion was carried unanimously.

It was moved by Derks and seconded by Burton for the meeting to be adjourned. The meeting was adjourned at 12:49
