WHEREAS, the United States Department of Transportation, pursuant to the
Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), has provided certain
Surface Transportation Funds to the State of Missouri Department of Transportation, for the
planning and development of multi-modal transportation systems, and
WHEREAS, the State of Missouri Department of Transportation has set aside
ten percent (10%) of said Surface Transportation Funds for Enhancement Projects which
expand beyond traditional accommodations for cars, trucks, buses and transit to allow bicycle
and pedestrian facilities where they serve commuting or utilitarian purposes, and
WHEREAS, a bicycle path/maintenance road has been proposed along certain
real property and right-of-way of The Metropolitan St. Louis Sewer District adjacent to the
River des Peres and Rock Creek in the City of St. Louis, Missouri which will qualify as an
Enhancement Project for the receipt of the aforesaid Surface Transportation Funds, and
WHEREAS, in order to receive said Surface Transportation Funds, the District
must submit an application to the East-West Gateway Coordinating Council for review and
transmittal to the State of Missouri Department of Transportation,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT that the Executive Director and
Secretary-Treasurer are hereby authorized on behalf of The Metropolitan St. Louis Sewer
District to submit an application to the East-West Gateway Coordinating Council for review and
transmittal to the State of Missouri Department of Transportation for the receipt of Surface
Transportation Funds for the planning and development of a bicycle path/maintenance road
along certain real property and right-of-way of The Metropolitan St. Louis Sewer District
adjacent to the River des Peres and Rock Creek in the City of St. Louis, Missouri, and that
the Executive Director and Secretary-Treasurer are further authorized to execute any and all
documents necessary to apply for and receive said Surface Transportation Funds.
The foregoing Resolution was adopted October 9, 1997.
