A RESOLUTION, authorizing the filing of applications with the Missouri
Department of Natural Resources for stormwater loans or grants under Section 37(e)
and/or Section 37(h) of Article III of the Constitution of the State of Missouri and
Chapters 640 and/or 644 of the Revised Statutes of the State of Missouri.
WHEREAS, under the terms of the Missouri Clean Water Law, Section
644 of the Revised Statutes of the State of Missouri, the State of Missouri has
authorized the making of loans and grants to authorized applicants to aid in the
construction of specific public stormwater projects.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT, THAT, Willie R. Horton, as
Executive Director, be and he is hereby authorized to execute and file all applications
on behalf of The Metropolitan St. Louis Sewer District with the State of Missouri for
loans or grants to aid in the planning, design and construction of qualifying
stormwater projects located in the City of St. Louis and St. Louis County, Missouri.
BE IT FURTHER RESOLVED THAT, Charles M. Etwert, as Assistant
Executive Director, be and he is hereby authorized to furnish such information as the
Missouri Department of Natural Resources may reasonably request in connection with
the applications as herein authorized, to sign all necessary documents on behalf of the
District, to furnish such assurances to the Missouri Department of Natural Resources
as may be required by law or regulation, and to receive payment on behalf of the
District.
The foregoing Resolution was adopted April 13, 2000.
