Finance Committee Meeting
Thursday, February 8, 2018
MINUTES
The meeting was called to order by the Finance Committee Chairman, Councilman Mihalevich at 7:32 am. Roll
call showed that Councilmen Mihalevich, Prather and Hussey were in attendance. Councilman Graham and
Henry were not in attendance.
Next the minutes of the November 9, 2017 meeting were reviewed. A motion to approve was made by
Councilman Prather and seconded by Councilman Hussey. The minutes were approved unanimously.
Councilman Henry joined the meeting at 7:34 am.
The next item on the agenda was a report by the Finance Director, Margie Mueller, covering the Financial
Reports. Ms. Mueller reviewed the Revenue Model, the February sales tax receipts, year-to-date general ledger
account information, and
deferred the current fund balance calculation to a later agenda item.
The next item on the agenda was a report by Chief Accountant, Shiela Pearre, covering the Lodging Tax receipts
to date. 4/7 of the Lodging tax collected during the timeframe where the rate has been 7%, less any expenses paid
by the 4 Cent Lockbox Fund, is $4,376,079. The average monthly amount collected for the 4 Cent Lockbox Fund
is $52,081. A report comparing occupancy rates for 2017, 2016, 2015, 2014, 2013 and 2012 was included along
with a report listing occupancy rates from other cities.
The next item on the agenda was an update on the General Fund Balance from Ms. Mueller.
The next item on the agenda was an update on the Capital Projects List from Ms. Mueller. A request was made
by the Committee that staff identify which of the projects on the list are Sales Tax eligible for future reference.
The next item on the agenda was a Supplemental Appropriation Request from the Director of Public Works, Matt
Morasch. Mr. Morasch presented a memo outlining the request for two new dump trucks to replace two current
dump trucks. A motion was made by Councilman Henry and seconded by Councilman Hussey to allow staff to
go out for bid on two dump trucks. Staff could then come back to Council for a request for supplemental
appropriation on one dump truck and Public Works could attempt to find funds for the second dump truck in their
current budget. The motion passed unanimously.
The next item on the agenda was new business. Councilman Mihalevich requested several discussion topics be
added to future Committee meetings: 1) the possible change in meeting time when the new Council is sworn in, 2)
an update on the status of Sales Tax G, 3) a Worker’s Compensation presentation, 4) is the infrastructure sinking
fund doing what we need it to do, 5) do we need a fleet sinking fund.
There was no old business to discuss.
The meeting adjourned at 8:37 am.

than projected for February. January through February shortage is $13,892 (0.12%) in the General Fund.
