CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
OCTOBER 3, 1967
INITIATION:
1. Mayor Beckley called the regular meeting of the City Council
2, to order at 7:30 P. M. Invocation was given by Mr. William
III Swain of the Reorganized Church of the Latter Day Saints, 9458
3. Broadway, Temple City. Mayor Beckley then led the Pledge of
Allegiance to the Flag.

4. ROLL CALL:
PRESENT: Councilmen- Harker, Merritt, Tyrell, Beckley
ABSENT: Councilman - Briggs
ALSO PRESENT: City Manager Koski, City Attorney Martin and
Public Works Director Pizzorno
Mayor Beckley explained Councilman Briggs had contacted him and
advised that for business reasons he would not be able to attend
the Council meeting. Councilman Tyrell moved to excuse the ab-
sence of Councilman Briggs, Councilman Merritt seconded, and the
motion was unanimously carried.
5. APPROVAL OF MINUTES: Regular meeting of Sept. 19, 1967.
Councilman Harker moved to approve the minutes of the regular
meeting of Sept. 19, 1967, Councilman Tyrell seconded, and the
motion carried unanimously.
UNFINISHED BUSINESS:
PUBLIC HEARINGS: 7:30 P. M.
a. CURB & GUTTER; GLICKMAN AVE., EAST SIDE, OLIVE TO RANDWICK
Public Works Director Pizzorno presented the above petition
and advised it concerned 414 ft. on Glickman Ave., and was
100% signed up. He also presented the affidavit of posting
of notices, and recommended the work be done.
Mayor Beckley declared the public hearing open and asked if
anyone wished to speak for or against the petition. No one
came forward to speak.
Councilman Tyrell moved to close the public hearing, Council-
man Merritt seconded, and the motion was unanimously carried.
Councilman Merritt moved to find the project to be in public
interest and to instruct the Supt. of Streets to cause the work
to be done, Councilman Tyrell seconded, and the motion was
unanimously carried.
b. SIDEWALKS: EMPEROR AVE., NORTH SIDE, ROSEMEAD TO OAK AVE.
The Public Works Director presented the affidavit of posting
of the area above and advised it concerned 1624 ft. and the
petition contained signatures of 64.4% of the lineal footage.
He recommended the Council authorize the installation.
Mayor Beckley declared the public hearing open and asked if
anyone wished to speak for or against.this petition.
Mr. Ewing. Womble, 9053 Emperor, stated he felt both sides of
the street should install sidewalks at the same time and this
north side should be held up until that time. He was in favor
of sidewalks in the area.
The City Manager and Public Works Director explained in detail
the program for curb and gutter and sidewalk installation.

The Public Works Director also advised curb and gutter petitions
had been signed for both sides of the street in this area, the
design of which is scheduled to be ready in another two weeks.
There had been a drainage problem at Sultana and relocation of
some of the utility lines and when corrected the contractor
can complete this project without delay. Also there would be
no tree removal on this north side and they planned to save the
oak tree on the southwest corner of Oak Ave. The sidewalk would
be next to the curb and 5 ft. in width.
James H. Whipple, 9047 Emperor, asked about driveway approaches
and street lights and poles. The Public Works Director advised
the lights would be on the same site and the driveway approach
would be part of the sidewalk concrete permanent improvement.
Mr. Whipple stated he had six signatures not in favor of the
installation of sidewalks. He was advised there were 17 signa-
tures on the petition representing over 60% which is required
by state law and that the 60% covered the lineal footage involved.
Mayor Beckley asked if anyone else wished to speak against the
improvement and no one came forward to speak. He then asked
if anyone wished to speak in favor of the installation.
Mr. Jack Mendelsohn, 9111 Emperor, stated he signed the petition
for curb and gutter, and also the one for sidewalk, that he was
concerned about the safety of the school children, and that he
was very much in favor of both installations.
No one else came forward to speak.
Councilman Tyrell moved to close the public hearing, Councilman
Harker seconded, and the motion carried unanimously.
Councilman Merritt moved to find the project in the public inter-
est and to instruct the Supt. of Streets to cause,the work to
be done, Councilman Harker seconded, and the motion carried un-
animously.
ORDINANCE NO. 67 -247: 2nd reading, Re Amendments to the 4oning
Code relative to location of Accessory structures on rear one -
third of an interior lot.
City Attorney Martin presented Ordinance No. 67 -247 for second
reading and read title AN ORDINANCE OF THE CITY OF TEMPLE CITY
AMENDING SECTIONS 933k.5,9353,5 and 9364.5 OF THE TEMPLE CITY
MUNICIPAL CODE RELATING TO REAR YARD CONSTRUCTION.
Councilman Tyrell moved to waive further reading of Ordinance
67 -247 and to adopt, Councilman Merritt seconded, and the motion
was carried unanimously.
7. ORDINANCE NO. 67 -248: 2nd reading. Relating to Qualifications
of Parking Commissioners.
City Attorney Martin presented Ordinance No. 67 -248 for second
reading AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTION
7301 RELATING TO THE QUALIFICATION OF PARKING COMMISSION MEMBERS.
Councilman Harker moved to waive further reading and to adopt
Ordinance No. 67 -248, Councilman Tyrell seconded, and the motion
was unanimously carried.
8. ORDINANCE NO. 67 -249: 2nd reading. Re Increase in Plumbing Per-
mit Fees.
City Attorney Martin read title'to Ordinance No. 67 -249 AN ORDI-
NANCE AMENDING SECTION 8302 OF THE MUNICIPAL CODE OF T11 CITY OF
TEMPLE CITY RELATING TO PLUMBING PERMIT FEES AND ADDING SECTION
8302.1 AND 8302.2 RELATING TO PLAN CHECKING FEES AND EXEMRT'FONS'.

Councilman Harker moved to waive further reading and to adopt
Ordinance No. 67 -249, Councilman Merritt seconded, and the motion
was carried unanimously.
9. ORDINANCE NO. 67 -250: 2nd reading. Re increase in Electrical
Permit Fees.
City Attorney Martin presented Ordinance No. 67 -250 AN ORDINANCE
OF THE CITY OF TEMPLE CITY AMENDING ORDINANCE NO. 65 -170 OF THE
CITY OF TEMPLE CITY, THE ELECTRICAL CODE, RELATING TO ELECTRICAL
INSTALLATIONS, AND AMENDING SECTION 8202 RELATIVE TO ELECTRICAL
PERMIT FEES, EXEMPTIONS AND REFUNDS.
Councilman Merritt moved to waive further reading and to adopt
Ordinance No. 67 -250, Councilman Harker seconded, and the motion was
unanimously carried.
NEW BUSINESS:
10. PARKS & RECREATION COMMISSION RECOMMENDATIONS:-MEETING OF SEPT.
20, 1967, Renewal of co- sponsorship of Temple City United Soccer
Club for 1967 -68 season.
The City Manager presented the above recommendation to the Council.
Councilman Merritt moved to approve the co- sponsorship of the Temple
City United Soccer Club for the 1967 -68 season, Councilman Tyrell
seconded, and the motion was unanimously carried.
11. RESOLUTION NO. 67 -773: Adopting and Submitting a Budget for the
Expenditure of funds allocated from State Highway Fund to Cities.
The Public Works Director presented Resolution No. 67 -773 A RESO-
LUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADOPTING
AND SUBMITTING A BUDGET FOR EXPENDITURE OF FUNDS ALLOCATED FROM
THE STATE HIGHWAY FUND TO CITIES. He explained this was necessary
to secure funds allocated to the City. Councilman Tyrell moved
to adopt Resolution No. 67 -773, Councilman Merritt seconded, and
the motion carried unanimously.
12. SET ASSESSMENT HEARINGS: CURBS & GUTTERS

There followed discussion regarding the next regular meeting of
the City Council the date of which would fall during the time the
Council is in attendance at the League of Calif. Cities Conference
in San Francisco.
Councilman Tyrell moved to be dark for the second October meeting.
and that the next meeting of the City Council be on November 7, 1967,
Councilman Merritt seconded, roll call vote as follows to carry the
motion:
AYES: Councilmen- Harker, Merritt, Tyrell
NOES: Councilman- Beckley
ABSENT: Councilman - Briggs
Councilman Tyrell moved to set the assessment hearings on curb and
gutter as listed above for 7:30 P. M. on Nov. 7, 1967, Councilman
Harker seconded, and the motion carried unanimously.

13. FINAL ACCEPTANCE OF MALLS 1A, 1B, 1C, 3 and 4 and Public Park-
ing Facilities in Parking Districts 1, 3 and 4.
The Public Works Director presented the following recommendations:
a) Schedule I, Masonry Concrete Block Walls, recommended the
Council accept the work, and authorize the filing of notice
of completion with the County Recorder, and the preparation
of a warrant for . the remaining funds in thirty -five days.
Following discussion Councilman Tyrell moved to accept the above
recommendation, Councilman Merritt seconded, and the motion was
carried unanimously.
b) Schedule EI.J., Concrete curbs, gutters, walks, and drainage
structures.
Public Works Director Pizzorno advised in lot lA there was
some concrete work to be corrected before completion.. Follow-
ing discussion it was agreed to withhold acceptance on Schedule
II until satisfactorily completed.
c) Schedule III, Parking Lot Lighting Systems, recommend filing
a notice of completion with the County and acceptance of the
work, and authorize the preparation of a warrant for the re-
maining funds in thirty -five days subject to the replacement
of one light shade. The Public Works Director advised one
light pole was damaged, a new one was ordered but has not
been received as yet, and which will be installed as soon as
received.
Following discussion Councilman Tyrell moved to accept schedule
III withholding the money until the above correction is accomplish-
ed, Councilman Harker seconded, and the motion carried unanimously.
d) Schedule IV, Sprinkler System and Landscaping, recommend
acceptance, filing a notice of completion with the County Re-
corder, and authorize the preparation of a warrant for the
remaining funds in thirty -five days.
Councilman Tyrell moved to accept the recommendation on Schedule
IV, Councilman Merritt seconded, and the motion carried unanimously.
e) Schedule V Asphalt Paving and Base, it is recommended Schedule
V should not be accepted at this time as the water ponds in the
pavement have not as yet been corrected.
Also the Public Works Director will check out the fill -in adjacent
to the sidewalks on the property owners side, to eliminate any
problem areas.
City Manage:r;Koski stated the utilitiy companies played an important
role in the over -all effort and should be commended. Councilman
Tyrell felt when the improvements are all accepted that a scroll
or resolution for them would be appropriate as they have put in .
special effort for this improvement. The City Manager will prepare
the necessary documents.
14. RESOLUTION NO. 67 -774: Appointing temporary employees, Recreation
Dept.
City Manager Koski presented Resolution No. 67 -774 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING TEMPORARY
EMPLOYEES. Councilman Tyrell moved to adopt Resolution No. 67 -774
Councilman Merritt seconded, and the motion carried unanimously.
15. SET PUBLIC HEARING: Re dance permit for the Crest, 5921 Temple
City Blvd.
The City Manager presented the above entertainment application.
Councilman Tyrell moved to set the public hearing for Nov. 7, 1967,
at 7:30 P. M., Councilman Merritt seconded, and the motion carried
unanimously.

16. RESOLUTION NO. 67 -775: Warrants & Demands
City Manager Koski presented Resolution No. 67 -775, A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS
AND DEMANDS IN THE SUM OF $32,026.60, DEMAND NOS. 10108 THROUGH
10159.
Councilman Tyrell moved to adopt Resolution No. 67 -775, Council-
man Harker seconded, and the motion was unanimously carried.
17. COMMUNICATIONS:
a. Charitable Solicitation: The City Manager presented a ,re-
quest from the Temple City Lionettes to hold aos=ikdea.lk
sale in front of Liden's Temple City Stationers, 9.548
Las Tunas, on Friday, Nov. 3, and Fri. Nov. 10, 1967.
Councilman Tyrell moved to approve subject to liability insur-
ance requirements, Councilman Harker seconded, and the motion
was unanimously carried.
b. Charitable Solicitation: Request of ALSAC for door -to-
door solicitation of funds for St. Jude Children's
Research Hospital for Leukemia, on Sat. and Sun., Dec.
9 & 10, 1967. The City Manager presented the above re-
quest. Councilman Harker moved to grant, Councilman Tyrell
seconded, and the motion carried unanimously.
c. Charitable Solicitation: The City Manager presented a
request from the Temple City High School Pep ,Commission for
door -to -door sale of tickets for a Pancake Breakfast, Oct.
4 -14, 1967. Councilman Tyrell moved to grant, Councilman
Harker seconded, and the motion carried unanimously.
d. The City Manager presented a request from the Los Angeles
Personnel and Guidance Assn. requesting the week of Oct. 22 -28
be proclaimed as '!N6t,i >onal Vocational Guidance Week ". Coun-
cilman Tyrell moved to so proclaim, Councilman Harker seconded,
and the motion carried unanimously.
e. The City Manager presented a request for the week of Oct.
8 -14 to be proclaimed as "Fire Prevention Week ". Councilman
Tyrell moved to so proclaim, Councilman Merritt seconded, and
the motion carried unanimously.
f. The Manager presented a request from the Temple City Busi-
ness and Professional Women's Club for the week of Oct. 15 -21
to be proclaimed "National Business and Professional Women's
Week ". Councilman Tyrell moved to so proclaim, Councilman
Harker seconded, and the motion carried unanimously.
18. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
In answer to a question from the audience it was stated the
approximate cost of curb and gutter installation was $2.10 per
lineal foot less the rebate of 50 per ft. if on a petition
basis.
19. MATTERS FROM CITY OFFICIALS:
City Manager Koski requested authorization for warrants in
the amount of $50. per day to cover the expense of those attend-
ing the League of California Cities Conference, based on the
breakdown as set forth by the League. Councilman Tyrell moved
to grant, Councilman Merritt seconded, and the motion carried
unanimously.

The City Manager presented an application from Alcoholic
Beverage Control for on -sale beer and wine license, the
applicant Howard J. Sternberg for the business known as
Jack's at 5520 N. Rosemead Blvd. No action was taken to
protest the application.
Another application from the Alcoholic Beverage Control
for a beer and wine on -sale license from Pete Luras and
Dorothy Luras, for a proposed business to be located at
9679 E. Las Tunas Dr., Temple City, was presented for
Council consideration by the City Manager. Following dis-
cussion Councilman Tyrell moved to authorize preparation of
a letter for the Mayor to sign protesting this application
primarily because the premises are located within 200 ft.
of a public park., Councilman Harker seconded, and the
motion was unanimously carried.
City Manager Koski advised the surrounding cities had
adopted Resolutions re distribution of the cigarette tax
which is in proportion of sales tax rather than per capita.
This will be on the program at the Conference. The City
Attorney prepared a Resolution and recommends thtt this be
tram .mitted: ,to state legislators who are in a position to
do something about this. He presented Resolution No. 67-
776 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY REQUESTING THE STATE LEGISLATURE TO AMEND THE 1967
CIGARETTE TAX PROGRAM (S.B. 556, CHAPTER 963.) Councilman
Tyrell moved to adopt Resolution No. 67 -776 in accordance
with the above recommendation, Councilman Harker seconded,
and the motion carried unanimously.
Councilman Harker reported on the Goals Project that a
facility is located in Temple City and is being equipped
with material, and that the program calls for a series of
forums to be held between now and Dec. 19. It is recommend-
ed that a steering group be appointed by the City Council
and he recommended the following people be appointed to this
group as they had indicated they would be willing to serve:
Alex Miller, Jo Sheffing, Charles Jackson, Bud Camfield and
Mrs. Elgin Shaw. Following discussion Councilman Tyrell
moved to accept the recommendation of Councilman ..Harker and
appoint the people listed and also the City Planning Director
and also members of the Planning Commission if they so desire,
Councilman Merritt seconded, and the motion carried unanimous-
ly.
Councilman Tyrell referred to the matter of the malls and he
felt former City Manager William Woollett should receive some
commendation.
20. ADJOURNMENT:
Councilman Tyrell moved to adjourn to November 7, 1967, at
7:30 P. M. in the Council Chambers of the City Hall, 5938
Kauffman Ave., Temple City, Councilman Merritt seconded, and
the motion carried unanimously. Council adjourned at 9 P. M.
