HomeMy Public PortalAboutR3263RESOLUTION NO. 3263 WHEREAS, the Metropolitan St. Louis Sewer District Board of Trustees desires the wage rate to be at least equal to the Missouri Prevailing Wage Rate at the time for any private development work requiring the relocation of existing MSD facilities and resulting in the alteration or reconstruction of MSD’s existing infrastructure in order to help ensure qualified people perform the work; and WHEREAS, based upon MSD Charter, as amended on June 5, 2012, Section 3.020(19) provides MSD the power to approve, revise, or reject the plans and designs of all private or public altering or reconstructing work in the District. No facilities shall be reconstructed without the approval of the District and shall be subject to inspection and supervision of the District. WHEREAS, MSD has a plan review and permitting process to allow for the review and inspection of all such work; and WHEREAS, MSD’s current permitting process can include language that all work requiring the relocation of existing MSD facilities and resulting in the alteration or reconstruction of MSD’s existing infrastructure being performed pursuant to a permit will follow Missouri Prevailing Wage Rates and require an affidavit certifying to such at job completion; and WHEREAS, this will not affect any current permits or approved projects, but will affect all projects submitted after enactment. NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT, AS FOLLOWS: Section One. MSD will require the wage rate to be at least equal to the Missouri Prevailing Wage Rate at the time of construction start for alteration or reconstruction of MSD’s existing infrastructure in order to help ensure qualified people perform the work; and Section Two. This Resolution shall take effect upon enactment. The foregoing resolution was adopted on February 11, 2016.
