WHEREAS, the adoption of Resolution No. 3395 will authorize staff of The
Metropolitan St. Louis Sewer District to commit to paying stipends during the Request for Proposal
process of a Design-Build procurement process according to established policy and procedure for
design-build proposals on capital-improvement projects identified in the Capital Improvement and
Replacement Program Budget.
WHEREAS, Ordinance No. 14824, adopted November 9, 2017 established
purchasing guidelines and capital improvement procurement policy.
WHEREAS, the Board of Trustees of The Metropolitan St. Louis Sewer District
desires to commit to paying stipends during the Request for Proposal process of a Design-Build
procurement process.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT, that the staff of The Metropolitan
St. Louis Sewer District commit to paying stipends during the Request for Proposal process of a
Design-Build procurement process according to established policy and procedure for design-build
proposals on capital-improvement projects identified in the Capital Improvement and Replacement
Program Budget. The stipends are to be offered to those short-listed design-build teams who submit
a responsive proposal not resulting in a contract, as identified after the contract is awarded to the
successful proposal; and shall be comprised of such other terms and conditions as are approved by
the Office of the General Counsel of the District.
The foregoing Resolution was adopted on January 11, 2018.
